Pillage route: l’économie politique des barrages routiers à Walikale et Masisi (2017)

Roadblocks are a ubiquitous phenomenon in Eastern Congo. In an effort to map the scope of this phenomenon as well as its significance in the political economy of conflict, IPIS has embarked on a collaboration with the Danish Institute for International Studies.

The point of departure is that control over the circulation of people and valuable goods, including minerals, constitutes an important stake in Congo’s conflicts, and that the road figures among the sources of illicit revenue generation for different state and non-state actors. This phenomenon translates into the ubiquity of roadblocks.

As the first fruit of this collaboration, this report provides information about the presence of and actors operating roadblocks in the territories of Walikale and Masisi, both in the province of North Kivu. Based on an analysis of in total 134 mapped roadblocks, the report discusses the relative importance of roadblocks for the political economy of conflict in these two territories.

Les barrières routières sont omniprésentes à l’Est de la RDC. Pour comprendre la portée de ce phénomène ainsi que son importance pour l’économie politique de conflit, IPIS a entrepris une collaboration avec l’Institut Danois d’Études Internationales.

Le constat principal est que le contrôle de la circulation routière constitue un enjeu non négligeable dans les conflits au Congo, et l’espace routier figure parmi les sources d’accumulation illicite des richesses par les différents acteurs étatiques et non étatiques. Ce phénomène se traduit par l’omniprésence des barrières routières.

Comme premier fruit de cette collaboration, ce rapport donne de l’information autour du présence et opérateurs des barrières routières dans les territoires de Walikale et Masisi, dans la Province de Nord Kivu. Basé sur un analyse d’un total de 134 barrières, le rapport discute l’importance rélative des barrières routières pour l’économie politique des conflits dans ces deux territoires.
