In the Democratic Republic of Congo, North Kivu saw several attacks by armed groups over the past week. According to local sources, an FARDC station in Masisi territory was attacked by Nyatura and FDLR rebels in the night between Wednesday and Thursday, April 28. Three people were killed and three others injured. In Walikale territory, a coalition of the same militias reportedly killed four people and abducted about a dozen others. On Sunday, May 1, two ADF rebels died during clashes with the Congolese army in Beni territory. On May 3, the Red Cross confirmed that three of its employees were kidnapped in Rutshuru territory, supposedly by Rwandan militia members. In the night between May 3 and 4, alleged ADF rebels attacked villagers in the vicinity of Beni. Seventeen people were reported dead. Meanwhile in South Kivu and Ituri province, civil society and local populations called for a restoration of security in Shabunda territory and Walendu Bindi .
In Burundi, General Athanase Kararuza, his wife, and one of his guards were killed on April 25 in an ambush in Gihosha, Bujumbura. Last Thursday, his daughter also died of her injuries. According to the United Nations, 31 people have been killed during armed attacks over the course of April. In Musaga, five people were killed by four unknown assailants last Thursday. Meanwhile, the murder of four members of the CNDD-FDD distresses the local population in Mugamba, Bururi province. Crisis talks between the Burundian government and opposition were planned to take place in Arusha (Tanzania) as of this Monday, May 2, but have been delayed.
Uganda continues to experience tensions in the aftermath of President Yoweri Museveni’s re-election. The President and national police announced that opposition campaigns that could destabilise the country would not be tolerated. On May 3, opposition leader Kizza Besigye was again put under house arrest, while 14 of his fellow FDC party members were arrested. Several incidents have moved Ugandan police forces to tighten security alongside the Ugandan border with South Sudan.
The UN has decided to extend its stabilisation mission in the Central African Republic, MINUSCA, until July 31. Last Friday, a joint air demonstration of MINUSCA and Sangaris took place in the presence of newly elected President Faustin Touadéra.

Uganda and DR Congo have launched a joint border redemarcation in a bid to end tension at Vurra Customs border. More than Shs90 million has been earmarked for the exercise, which was launched by the Minister of State for Housing, Mr Sam Engola, at the weekend. It was witnessed by Uganda’s ambassador to Kinshasa James Kinobe and Congolese officials from Oriental Province. “The purpose of this redemarcation is to ensure that pillars are put where they are supposed to be. Trois personnes sont mortes et trois autres personnes ont été blessées dans la nuit du mercredi à jeudi 28 avril, lors d’une attaque armée contre une position des Forces armées de la RDC (FARDC) dans la localité de Mulamba, en territoire de Masisi (Nord Kivu). Des sources locales qui livrent cette information attribuent cet acte à un groupe des combattants Nyatura. Les assaillants auraient par ailleurs reçu le soutien des FDLR dans cette attaque, ont ajouté des sources administratives locales.

Les miliciens Nyatura coalisés aux FDLR ont tué, il y a quelques jours, quatre personnes sur une dizaine enlevées au village Kalembe, en territoire de Walikale (Nord-Kivu). Selon la coordination provinciale de la société civile du Nord-Kivu, les corps de ces victimes ont été retrouvés dans une grotte. Cette information a été confirmée par l’un des capturés qui a réussi à s’échapper. Three Red Cross staff members have been kidnapped in eastern Congo in an attack blamed by a rights group on Rwandan rebels. The abductions were confirmed on Tuesday in a tweet from Dominik Stillhart, the Red Cross’s director of operations, who added: “We’re doing everything we can to bring them back home safely.” The Congo-based Centre of Studies for the Promotion of Peace, Democracy and Human Rights said the three were drivers from Goma in the east of the country. Their vehicles were abandoned at the site of the kidnappings, it said.

Une année après la crise, la police dresse un bilan ou plutôt un réquisitoire selon certains. 77 policiers tués depuis avril 2015 jusqu’à aujourd’hui. 367 policiers blessés dont 12 devenus handicapés, 59 policiers incarcérés, 38 policiers révoqués et 8 enlevés. C’est le bilan d’une année de crise dressé par le ministère de la Sécurité Publique. Côté civil, le porte-parole de la police nationale, Pierre Nkurikiye, parle de 374 morts et 368 blessés, «victimes des manifestations constatées par la police.» Il ajoute que 487 ‘’insurgés’’ ont été incarcérés pour les crimes commis pendant ce mouvement. C’était dans une attaque perpétrée par 4 hommes portant de longs manteaux, tous armés de Kalachnikov. Les victimes étaient dans un bistrot du quartier communément appelé ’’Chez Béate’’. Hundreds have been killed and a quarter of a million people have fled Burundi since President Pierre Nkurunziza’s controversial decision last April to run for a third term, a vote he won amid opposition boycotts in July. A week of talks between rival factions and the government had been due to begin on May 2 in the northern Tanzanian town of Arusha, mediated by Tanzanian ex-president Benjamin Mkapa. “We were told that mediators still needed time to consult as many people as possible,” said Jeremiah Minani from the main umbrella opposition group CNARED.

This week’s predicted confrontation between police and the FDC started yesterday, with police arresting 14 party members and again placing Dr Kizza Besigye under house arrest. The FDC had vowed to defy Justice Stephen Kavuma’s court order against protest activities, and the Free-my-vote prayers at the party headquarters tested police’s resolve to enforce the order. In the end police arrested 14 party officials and supporters and re-deploying at the home of Dr Besigye, the FDC’s 2016 presidential candidate.

There was a standoff at Afoji border post in the West Nile district of Moyo on April 23, when Julius Lokonga, the commissioner for Kajo-Keji county in South Sudan, attempted to cross into Uganda with heavily-armed escorts. Lokonga had been invited to Moyo for a victory party and thanksgiving ceremony for Williams Anyama, the Moyo district LC-V chairman-elect. On arrival at Afoji border post, Moyo district police commander Ignatius Dragudu asked Lokonga’s escorts to surrender their weapons, but they refused, despite persistent pleading from Dragudu. Eventually, Lokonga and his team decided to return to South Sudan.

The Uganda Police Force says it will tighten vigilance on the numerous porous points along the Uganda – South Sudan border in Atiak Sub-county, Amuru District to prevent the continued entry of illegal guns into Uganda. This follows the recovery of two guns in less than a week in Gulu and Amuru districts believed to have been stolen from South Sudan and sold to thugs in Uganda. On Monday, police arrested a suspected thug and recovered an AK47 assault rifle loaded with 40 rounds of ammunition from Elegu trading centre in Atiak Sub-county near the Uganda-South Sudan border.

The police officer who shot dead a suspect for fleeing arrest will be produced in court next week, according to police. The Sipi Regional Police Commander, Mr Musa Nabende, told mourners at the burial of the late Richard Semu on Wednesday that he would ensure the case files against the implicated officers were ready by end of the week to take them for prosecution.

Police in Mbarara have arrested two crime preventers attached to Nyakaizi police post for allegedly killing a 32-year old man. Francis Twesigeomwe was pursued from his home by two crime preventers supported by a police officer at around 7 am on Saturday forcing him into River Rwizi where they allegedly stoned him to death. Mbarara District Police Commander Jaffar Magyezi said they have arrested the crime preventers and launched a search for Twesigomwe’s body in the water. However, for some unclear reasons, the accused police officer has not yet been arrested.

The UPDF is holding the Moroto Local Defence Unit (LDU) commander after a murder suspect told court that the former provided the gun the latter used to kill a former aspiring sub-county councillor. Capt Hassan Lokong was arrested last week following investigations into the murder of the former aspirant for Nadunget Sub-county in Moroto District, Raphael Eritoi. A military source who did not want to be named, told Daily Monitor that they picked up the security officer based on information that Eritoi’s suspected killers provided court. Eritoi was killed last October and the trial of the masterminds is ongoing.

The United Nations Security Council on Tuesday extended until July 31 the mandate of the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), determining that the situation in the country constitutes a threat to international peace and security. The political and security situation on the ground remains volatile, with three children killed in the last week of April, including a 3-year-old girl who died in a grenade attack. The unpredictable context continues to impact the humanitarian situation and spur displacement, with more than 5,675 new departures in the past month. The total number of refugees in neighboring countries has increased to 259,275, while the official number of displaced people registered in three of the border provinces stands at 25,294 (IOM, 31 March 2016), of which 58 per cent are children. Among the displaced, 79 per cent reported leaving for social and political reasons.

A total of 27,327 South Sudanese new arrivals have been registered in Office of the Prime Minister’s Refugee and Information Management System this year. The number of South Sudanese individuals seeking safety and protection in Uganda is currently on the decrease but largely in line with this year’s February and March arrival trend. During the reporting period, an average 250 individuals arrived daily in the receiving districts of Adjumani, Arua and Kiryandongo, a slight decrease from last week’s average 300 but closer to the other week’ 220 daily new arrivals. The new arrivals still report armed and tribal clashes in various parts of South Sudan. It is yet to be seen whether the return of South Sudan vice president Riek Machar to the capital Juba will have a significant impact on the arrival trend in coming days.

Ce comité constitué de 10 experts a la mission de sécuriser de façon commune les travaux d’extraction du gaz et d’épargner aux populations riveraines du danger lié à la non-exploitation de ce gaz. L’installation de ce comité fait suite à l’accord signé entre le Rwanda et la RDC en novembre 2015 à Rubavu sur l’exploitation du gaz méthane du lac Kivu. Un accord qui porte essentiellement sur la surveillance de ce cours d’eau au moment de l’exploitation du gaz qui y est contenu.
