NEWS IN BRIEFThe UN Security Council expressed concern this week about the escalation of violence in parts of the Central Africa region, including the Central African Republic (CAR), calling on stakeholders to enhance cooperation in seeking to restore peace. The statement follows the release of a UN report outlining that Joseph Kony is said to be sheltering in a disputed enclave on the borders of the CAR, South Sudan and Sudan. It was also preceded by the imposition of UN sanctions on three individuals for their roles in fuelling the conflict in the CAR, including former CAR President François Bozize. The US has today announced its imposition of its own sanctions on five individuals on these grounds.
In northern CAR clashes between ex-Seleka and anti-balaka are said to have occasioned fatalities in Kaga-Bandoro, whilst in the centre of CAR thirteen people are said to have been burned alive during conflict between ex-Seleka and armed Peuhls in the village of Dissikou. A meeting of ex-Seleka in the east of the country has seen reports of the former movement’s plans to regroup its scattered fighters, with the appointment of General Joseph Ndeko as the new army chief for the movement. Chad decided to close its 1,000km border with the CAR this week, prompting warnings from Amnesty International that such actions risk the lives of CAR citizens fleeing ethnic violence in the country. After the murder of two journalists in Bangui last week, this week has seen the discovery of a body belonging to a French journalist near Bouar.
In the Democratic Republic of Congo, national press have reported the deployment of FARDC troops to the border with the CAR in Equateur province, allegedly in response to reports of abuses by ex-Seleka and anti-balaka militias against CAR refugees and local inhabitants. To the east, seven APCLS fighters are said to have been killed during an attack on FARDC positions in Lukweti (North Kivu), whilst four deaths have been attributed to the Raia Mutomboki and NDC Tcheka in Walikale territory. Hundreds of families are reported to have fled armed groups in Lubero and Walikale, reporting the creation of a new armed group called “Protection du Peuple Hutu” (PPH). The NGO, Creddho has reported the presence of a high concentration of FDLR elements, said to be looting inhabitants 200km northwest of Goma. Thursday saw the arrest of 45 individuals from Buganza accused of complicity with the FDLR. In South Kivu, a number of fatalities have been occasioned by clashes between FARDC and the Mai-mai Yakutumba in Ngandja forest, Fizi territory, whilst in Province Oriental FRPI activity in Irumu is causing displacement and the LRA is said to be inhabiting a village 80km from Dungu. Clashes between FARDC and Mai-Mai Simba at a quarry in Ituri have occasioned at least one fatality. Two former rebel leaders, Joseph Mutebusi (RCD) and Udjani Mangbama (MLIA), died this week in separate incidents in Rwanda and the Republic of Congo, respectively.
Uganda has responded vehemently to a UNMISS report citing evidence of its use of banned cluster munitions during fighting in South Sudan’s Jongle State.
