NEWS IN BRIEFThe UN Security Council has expressed concern over the lack of progress made in disarming the FDLR in eastern Democratic Republic of Congo this week, whilst in North Kivu, the rebel group is accused of perpetrating 13 killings and dozens of rapes last week in Walikale territory. Goma saw the start of a disarmament campaign last Thursday. In Beni territory, rising discontent over the failure of national and international forces to prevent killings in the region were further compounded during a popular protest that took place in Mbau this Tuesday in response to the death of a motorcyclist, attributed to MONUSCO. The events saw three fatalities. MONUSCO has denied responsibility for the biker’s death. On Sunday, Martin Kobler confirmed that combatting the ADF is a priority for the international force, which is currently the subject of a strategic review encompassing an analysis of its relations with the Congolese State.
In South Kivu, one and a half thousand Mai-Mai Kifuafua have reportedly been waiting in the bush to be demobilised for the last 10 days, whilst in Isebiya, former Raia Mutomboki militiaman ‘Bravo’ is said to have been killed. In Province Orientale, the Congolese authorities report that Cobra Matata has stated his intention to surrender to the Congolese army in Ituri with a large number of FRPI fighters, though no date has been given for this move. In Katanga, FARDC operations against the Mai-Mai Bakata Katanga have reportedly seen the group surround Lubumbashi, with cashes between Congolese troops and the militia 75km from the city on Thursday. Sunday saw the rebel group exact abuses in three villages in Mitwaba with the regional FARDC commander calling for the group to lay down its arms. In Kansowe, MONUSCO has launched an enquiry into allegations of mass rape whilst Upemba National Park has seen the deployment of Congolese troops to counter armed activity in the park.
In the Central African Republic, Amnesty International has called upon MINUSCA to protect the civilian population following a public statement denouncing the massacre of dozens of civilians in the country. This Wednesday saw a meeting of the International Contact Group for the CAR, which it is said will start by taking stock of discussions between armed groups and representatives of the international community. The event has seen Human Rights Watch call upon the Group to ensure an end to sectarian violence in the country. Meanwhile, roadblocks in Ouahm are said to be hindering the provision of humanitarian aid, whilst the UN plans to increase it humanitarian presence in Vakaga.
In Burundi, concerns have been expressed about pre-electoral tensions with instances of actors armed with machetes allegedly operating with impunity, most recently during an attack in Bujumbura on Friday night. The UN Secretary General has appointed a new Special Envoy to Burundi and Head of the UN Electoral Observation Mission, as experts emphasise the need for UN vigilance, and national transparency and dialogue in the run up to June’s elections in order to prevent instability.
The fight against impunity has made a number of inroads this week with the conviction and sentencing of former rebel leader, General Jerome Kakwavu, to 10 years imprisonment for war crimes, in Kinshasa, and closing statements being made by both parties in the International Criminal Court’s hearing of the Bemba trial. Hours before oral submissions the Court confirmed a second case against Bemba and four co-defendants on charges of perjury. In Beni, the Prosecution has reportedly requested the death penalty for four co-accused in the Ndala assassination trial, with a life sentence sought for Colonel Nzanzu. Having heard witness testimony on events over the preceding weeks, the Prosecution and Defence have commenced begun the submission of argumentation.
