NEWS IN BRIEFIn the Democratic Republic of Congo, Human Rights Watch has been accused of “unacceptable interference” after publishing a second report on Operation Likofi and calling for the State to investigate and prosecute perpetrators of human rights abuses, including the operation’s commander General Celestine Kanyama. The report alleges the commission of 51 summary executions and 33 enforced disappearances during the bid to clamp down on criminal gangs in Kinshasa.
The UNHCR released a report this week expressing alarm at the little-reported humanitarian catastrophe unfolding in Katanga where only 71,000 of 600,000 internally displaced persons are said to be receiving support. The displaced have fled violence in the so-called “triangle of death”, occasioned by Bakata Katanga assaults and inter-ethnic clashes between the Luba and the Twa. In North Kivu, provincial governor, Julien Pakalu, has accused RDC/KML politician Antipas Nyamwissa of involvement in the recent Beni massacres, whilst MONUSCO has condemned the circulation of rumours alleging that the force has supported and even armed ADF fighters. The militia is reported to have claimed four more victims last Friday night in Butemba, with unidentified gunmen killing two people in Rutshuru the following evening. In South Kivu, Monday saw an altercation between the FDLR and FARDC in Fizi, whilst in Shabunda, two Raia Mutomboki factions are said to be fighting for control over an abandoned Sominki mine. In Province Orientale, Cobra Matata is still said to be negotiating his group’s surrender, whilst in Bafwasende territory, Mai-Mai attacks have caused around 4,000 people to flee to the bush. The Ndala assassination trial, which has been met by civil society groups with scepticism, saw the handing down of two death penalties and several 12 to 20 year sentences on charges of, amongst other things, terrorism and insurrection.
In the Central African Republic, the International Contact Group for the CAR has decided to request an extension of the country’s transition period for six months, finding that plans to hold national elections by February 2015 are “technically unachievable”. In a context characterised by continued widespread displacement and the incomplete deployment of international troops the Group has called for the acceleration of the transition process with a view to June/July elections. Meanwhile,
ex-seleka fighters have been in tense negotiations with the government over plans to relocate the ex-rebels outside the capital. The units, housed in two camps in Bangui, refuse to leave as part of an IOM reintegration programme citing fear of threat to their safety if they return to their regions of origin. Last weekend saw blockades and fire fights with international forces, leading to suspension of the relocation attempts but a cutting off of units’ food supplies. Many of the dissenting are said to be Christian ex-seleka fighters.
Burundi has been under the human rights spotlight over the last couple of weeks with the culmination of the country’s review by the UN Committee on Torture on Wednesday, and the commencement of a ten-day visit from the UN Special Representative on Human Rights Defenders. Meanwhile, a witness in the French Inquiry into the shooting down of former President Habyarimana’s plane has been missing since he was reportedly abducted from his home in Kenya late Thursday night.
