NEWS IN BRIEFAs the first EUFOR troops trickled into the CAR, the UN Security Council passed a resolution last Thursday, sanctioning the deployment of a 10,000 strong peace keeping force with a 1,800 officer police unit. Whilst welcomed, the 15 September deployment date has been met with concerns that the force may arrive too late to stem the spiralling inter-communal violence. Indeed, attacks on fleeing Muslims continue unabated with the UNHCR reporting refugee arrivals in Cameroon with machete and gunshot wounds. International forces found themselves drawn into armed clashes with local militias in Boguila on Friday as they evacuated 500 Muslims from Bossangoa. The clashes come shortly after the death of two peacekeepers in Bria as Sangaris and MISCA troops encountered resistance to their attempt to restore order in the populous, where 37 fatalities were reported to be the outcome of fighting between anti-balaka and ex-Seleka rebels last week. In the DRC the surrender and subsequent death of notorious Mai-Mai Simba rebel leader Paul Sadala alias Morgan has made waves. Conflicting accounts about his time of death and the circumstances surrounding it have led to suggestions that he may have been assassinated. Either way, the Congolese government has decried the missed opportunity to try the notorious poacher and militiaman for the numerous severe abuses he and his fighters have visited upon the inhabitants of Province Oriental. In North Kivu the director of Virunga National Park has been attacked by armed gunmen, though remains stable, as FARDC claims to have captured the last ADF-Nalu base. In Katanga the Bakata Katanga has attacked villages in Pweto territory. In Burundi, the ruling party has reacted strongly against concerns raised by the UN Security Council about rising restrictions on freedom in the country and increasing violence perpetrated by the CNDD-FDD youth wing. A particular focus of controversy has surrounded alleged efforts to arm and train the ruling party’s youth wing, which has been met with demands for a UN apology. In Rwanda, four persons have been arrested on terrorism charges alleging involvement in a planned bomb attack in Kigali. In the US, the SEC has been called upon to strengthen transparency rules for the extractives sector, as the US appeals court upheld Section 1502 (conflict minerals provision), though found the requirement to designate products as DRC conflict/conflict-free to be a violation of the right to free speech. |
