Last week, the UN Security Council passed its first resolution dedicated exclusively to the issue of small arms and light weapons.According to a UN report covering the period from November 2011 to May 2013, the human rights situation in eastern DR Congo significantly deteriorated, despite the Government’s efforts, with the majority of violations being committed by security and defence forces as well as by combatants of M23 and other armed groups. The security and human rights situation has not improved over the last months, as described by UN Secretary-General Ban Ki-moon in his report on the implementation of the Addis AbabaFramework Agreement. On the margins of the UN General Assembly, African heads of state met to discuss the conflict.In Kampala, the talks with M23, by now well beyond the deadline of two weeks set by the ICGLR, seem to be at a deadlock over the issue of amnesty and integration into the Congolese army.In Rutshuru, North Kivu, the settlement of about 200 Rwandophone families in a zone controlled by M23 has caused controversy. Masisi, also in North Kivu, saw some heavy fighting again between several armed groups.In southern Ituri, clashes between the Congolese army (FARDC) and FRPI rebels continued. The local population of the villages retaken by FARDC is accusing the army of pillaging, torturing and killing civilians.Elsewhere in Province Orientale, local civil society and authorities say military and police commit abuses in the gold and diamond mines and along roads and rivers in Banalia and Bafwasende. The US has decided to suspend its military aid to Rwanda because it supports the M23 rebel movement in the DRC, which uses child soldiers. A meeting on the sidelines of the UN General Assembly on the catastrophic situation in the Central African Republic does not seem to lead to concrete results. Meanwhile, the transitional authorities and the multinational force Fomac are trying to disarm the ‘generals’ of the ex-rebel coalition Seleka, so far with no effect. The Special Court for Sierra Leone’s Appeals Chamber upheld the conviction of former Liberian president Charles Taylor for war crimes and crimes against humanity. The European Court of Auditors published a report on the concrete results of the aid the EU granted to the DR Congo between 2003 and 2011, judging them very limited.

The Security Council today, meeting at the ministerial level, voiced its grave concern at the illicit transfer, destabilizing accumulation and misuse of small arms and light weapons, which perpetuate conflict and instability worldwide and cause significant loss of life. In a resolution adopted by a vote of 14 in favour, with Russia abstaining, the Council welcomed efforts that have been made to tackle this scourge, and urged the further strengthening of cooperation and information sharing to combat the problem.

Every year, the White House has to provide waivers to countries that the State Department reports as using child soldiers. This year, that report listed Rwanda as complicit in the recruitment of child soldiers for the M23. Still, the government could have provided a waiver––as it did in the case of four countries––but it chose not to.

Phosphate rock developer Minbos Resources has taken the first steps to divest of its assets in the Democratic Republic of Congo, serving first right of refusal to its joint venture (JV) partner Allamanda Trading. Minbos holds a 65% interest over eight exploration permits covering some 2 000 km2 in the Bas Congo province. The permits include the Kanzi development project, with an inferred resource of 58.5-million tonnes grading 14.2% phosphate, as well as numerous previously explored targets.
