The report alleges the commission of 51 summary executions and 33 enforced disappearances during the bid to clamp down on criminal gangs in Kinshasa.<\/div>\n<div><\/div>\n<div>The UNHCR released a report this week expressing alarm at the little-reported humanitarian catastrophe unfolding in\u00a0<a href=\"#K\" target=\"_blank\" data-cke-saved-href=\"#K\" rel=\"noopener noreferrer\">Katanga<\/a>\u00a0where only 71,000 of 600,000 internally displaced persons are said to be receiving support. The displaced have fled violence in the so-called \u201ctriangle of death\u201d, occasioned by Bakata Katanga assaults and inter-ethnic clashes between the Luba and the Twa. In\u00a0<a href=\"#NK\" target=\"_blank\" data-cke-saved-href=\"#NK\" rel=\"noopener noreferrer\">North Kivu<\/a>, provincial governor, Julien Pakalu, has accused RDC\/KML politician Antipas Nyamwissa of involvement in the recent Beni massacres, whilst MONUSCO has condemned the circulation of rumours alleging that the force has supported and even armed ADF fighters. The militia is reported to have claimed four more victims last Friday night in Butemba, with unidentified gunmen killing two people in Rutshuru the following evening. In\u00a0<a href=\"#SK\" target=\"_blank\" data-cke-saved-href=\"#SK\" rel=\"noopener noreferrer\">South Kivu<\/a>, Monday saw an altercation between the FDLR and FARDC in Fizi, whilst in Shabunda, two Raia Mutomboki factions are said to be fighting for control over an abandoned Sominki mine. In\u00a0<a href=\"#PO\" target=\"_blank\" data-cke-saved-href=\"#PO\" rel=\"noopener noreferrer\">Province Orientale<\/a>, Cobra Matata is still said to be negotiating his group\u2019s surrender, whilst in Bafwasende territory, Mai-Mai attacks have caused around 4,000 people to flee to the bush. The\u00a0<a href=\"#Nadala\" target=\"_blank\" data-cke-saved-href=\"#Nadala\" rel=\"noopener noreferrer\">Ndala assassination trial<\/a>, which has been met by civil society groups with scepticism, saw the handing down of two death penalties and several 12 to 20 year sentences on charges of, amongst other things, terrorism and insurrection.<\/div>\n<div><\/div>\n<div>In the Central African Republic, the\u00a0<a href=\"#ICG\" target=\"_blank\" data-cke-saved-href=\"#ICG\" rel=\"noopener noreferrer\">International Contact Group<\/a>\u00a0for the CAR has decided to request an extension of the country\u2019s transition period for \u00a0six months, finding that plans to hold national elections by February 2015 are \u201ctechnically unachievable\u201d. In a context characterised by continued widespread displacement and \u00a0the incomplete deployment of international troops the Group has called for the acceleration of the transition process with a view to June\/July elections. Meanwhile,<\/div>\n<div>ex-seleka fighters have been in tense negotiations with the government over\u00a0<a href=\"#IOM\" target=\"_blank\" data-cke-saved-href=\"#IOM\" rel=\"noopener noreferrer\">plans to relocate<\/a>\u00a0the ex-rebels outside the capital. The units, housed in two camps in Bangui, refuse to leave as part of an IOM reintegration programme citing fear of threat to their safety if they return to their regions of origin. Last weekend saw blockades and fire fights with international forces, leading to suspension of the relocation attempts but a cutting off of units\u2019 food supplies. Many of the dissenting are said to be Christian ex-seleka fighters.<\/div>\n<div><\/div>\n<div>Burundi has been under the\u00a0<a href=\"#HR\" target=\"_blank\" data-cke-saved-href=\"#HR\" rel=\"noopener noreferrer\">human rights<\/a>\u00a0spotlight over the last couple of weeks with the culmination of the country\u2019s review by the UN Committee on Torture on Wednesday, and the commencement of a ten-day visit from the UN Special Representative on Human Rights Defenders. Meanwhile, a witness in the\u00a0<a href=\"#Rw\" target=\"_blank\" data-cke-saved-href=\"#Rw\" rel=\"noopener noreferrer\">French Inquiry<\/a>\u00a0into the shooting down of former President Habyarimana\u2019s plane has been missing since he was reportedly abducted from his home in Kenya late Thursday night.<\/div>\n<div><\/div>\n<h1><\/h1>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p><a title=\"Analysis of the interactive map of artisanal mining areas in Eastern DRC: May 2014 update\" href=\"https:\/\/ipisresearch.be\/\/publication\/analysis-interactive-map-artisanal-mining-areas-eastern-drc-may-2014-update\/\">Mapping Conflict Minerals: Eastern DRC (2013-2014)<\/a>\u00a0| 31 October 2014 | IPIS<br \/>\nIn collaboration with the Congolese mining cadastre (CAMI), mining service SAESSCAM and representatives from local civil society organisations, IPIS organised a series of field visits to monitor artisanal mining activities and the involvement of armed groups and criminal networks in mineral exploitation and trade. This resulted in the publication of an\u00a0<a href=\"https:\/\/ipisresearch.be\/\/mapping\/webmapping\/drcongo\/v2\/\" data-cke-saved-href=\"https:\/\/ipisresearch.be\/\/mapping\/webmapping\/drcongo\/v2\/\">interactive web map<\/a>\u00a0providing information on e.g. the on-site presence of armed groups and criminal elements within the Congolese army (FARDC) and their activities, as well as indicators of the relative importance of the mining site. It shows the location of 150 trading centres and nearly 1100 mining sites in Eastern DRC. An accompanying report provides an\u00a0<a title=\"Analysis of the interactive map of artisanal mining areas in Eastern DRC: May 2014 update\" href=\"https:\/\/ipisresearch.be\/\/publication\/analysis-interactive-map-artisanal-mining-areas-eastern-drc-may-2014-update\/\">analysis<\/a>\u00a0of the data collected by the local teams between March 2013 and March 2014 as presented by IPIS on its web map. It analyses the most striking findings, focussing on developments surrounding security and how they have impacted on Eastern DRC\u2019s artisanal mining sector. Finally, the report also explains how the map can be used to assess risks in mineral supply chains.<\/p>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa\u00a0<\/a>\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. By 2012, the international interest in the issue had grown but the map was out-dated.
