Meanwhile, Uganda threatened to grant political asylum to the ex-fighters should the Congolese authorities continue to dawdle over completing this element of its peace agreement with the group. This Sunday saw the announcement of the long awaited government of\u00a0<a href=\"#NU\" target=\"_blank\" data-cke-saved-href=\"#NU\" rel=\"noopener noreferrer\">National Unity<\/a>\u00a0in Kinshasa to mixed response.<\/div>\n<div><\/div>\n<div>In\u00a0<a href=\"#NK\" target=\"_blank\" data-cke-saved-href=\"#NK\" rel=\"noopener noreferrer\">North Kivu<\/a>, 36 people were killed in a machete attack in Oicha on Saturday night \u2013 an assault attributed to ADF fighters. These deaths are said to have brought the total number of killings in such attacks in Beni territory to 250 since the start of October and were followed by another six murders west of Oicha on Monday. Martin Kobler has called for immediate UN and FARDC joint action to eliminate those responsible for such acts of terrorism. In\u00a0<a href=\"#SK\" target=\"_blank\" data-cke-saved-href=\"#SK\" rel=\"noopener noreferrer\">South Kivu<\/a>, the Kikuni faction of the Raia Mutomboki are said to have agreed to lay down their arms to join the peace process, whilst in\u00a0<a href=\"#PO\" target=\"_blank\" data-cke-saved-href=\"#PO\" rel=\"noopener noreferrer\">Province Oriental<\/a>\u00a0the FDLR have denounced the living conditions in Kisangani camp, though promising further surrenders next week. Cobra Matata\u2019s FRPI soldiers in Aveba are said to be showing reluctance to integrate into the FARDC, with reports that the group engaged in looting and cattle stealing in Irumu territory last Friday.<\/div>\n<div><\/div>\n<div>In the\u00a0<a href=\"#CAR\" target=\"_blank\" data-cke-saved-href=\"#CAR\" rel=\"noopener noreferrer\">Central African Republic<\/a>, MINUSCA has announced the capture of Chadian rebel leader and former CAR official Mahamat Abdul Kadre (aka \u201cBaba Ladde\u201d), as France announced plans to gradually reduce its Sangaris troop deployment from 2,000 to 1,500 by the spring. Clashes between ex-Seleka and anti-balaka fighters have been reported in the north of the country, whilst 14 people are said to have been killed in intercommunal violence in Bambari.<\/div>\n<div><\/div>\n<div>In\u00a0<a href=\"#J\" target=\"_blank\" data-cke-saved-href=\"#J\" rel=\"noopener noreferrer\">Germany<\/a>, three men have been convicted for posting propaganda for the FDLR this week, whilst in Rwanda the government has denied any involvement in the kidnapping of Emile Gafirita \u2013 the former Rwandan soldier due to testify before French courts on the 1994 attack on President Habyariamana\u2019s plane.<\/div>\n<div><\/div>\n<h1><\/h1>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p><a title=\"Mapping Conflict Motives: the Central African Republic\" href=\"https:\/\/ipisresearch.be\/\/publication\/mapping-conflict-motives-central-african-republic-2\/\">Mapping Conflict Motives: the Central African Republic<\/a>\u00a0| November 2014 | IPIS<br \/>\nIn this study, IPIS analyses the conflict dynamics in the Central African Republic (CAR) since the outbreak of the latest crisis in September 2012 up to September 2014. Gathering concerns raised regarding the human rights risks and impacts of companies listed on the UK\u2019s FTSE 100, France\u2019s CAC 40 and the German DAX 30, the study finds that around half of these companies have been identified in allegations or concerns regarding adverse human rights risks and impacts reported on between 2005 and early 2013. It analyses the most striking findings, focussing on developments surrounding security and how they have impacted on Eastern DRC\u2019s artisanal mining sector. Finally, the report also explains how the map can be used to assess risks in mineral supply chains.<\/p>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. SOCO International Oil Company in Virunga National Park, DRC<\/a>\u00a0| 26 August 2013 | International Peace Information Service (IPIS)<br \/>\nSOCO International, a British oil company, is prospecting for oil in the Democratic Republic of Congo\u2019s Virunga National Park \u2013 a World Heritage Site. For the past year, their presence has been criticised for putting a fragile environment at risk. However, more recently, their impact on human rights has also been questioned.
