However, on December 17 the first wave of 120 former\u00a0<a href=\"#2 M23\" target=\"_blank\" data-cke-saved-href=\"#2 M23\" rel=\"noopener noreferrer\">M23<\/a>\u00a0rebels returned to the DRC, despite some prior complaints that elements of repatriation have been \u201cforced\u201d.<\/p>\n<p>On Saturday, 13 December a\u00a0<a href=\"#join\" target=\"_blank\" data-cke-saved-href=\"#join\" rel=\"noopener noreferrer\">joint<\/a>\u00a0FARDC and MONUSCO force launched a military operation entitled &#8220;Sokola 1&#8221;, intended to track down, disarm and neutralise ADF rebels active in Beni territory. However, concerns have been sparked regarding the safety of the civilian population during the operation.<\/p>\n<p>A delegation of representatives of the International Conference for the Great Lakes Region (ICGLR) and the Southern African Development Community (SADC) arrived on 15 December in the town of\u00a0<a href=\"#4 beni\" target=\"_blank\" data-cke-saved-href=\"#4 beni\" rel=\"noopener noreferrer\">Beni<\/a>\u00a0to assess the security situation in the area and meet with civil society. On the 17<sup>th<\/sup>, civil society announced the opening of a social dialogue process. \u00a0Wednesday, for the restoration of peace and security in the area. Nine people died in clashes on 13 December between Ra\u00efa Mutomboki Ntoto and Nsindo in\u00a0<a href=\"#5 walikale\" target=\"_blank\" data-cke-saved-href=\"#5 walikale\" rel=\"noopener noreferrer\">Walikale<\/a>. Several others were wounded.<\/p>\n<p>By the 11 December, Mayi Mayi\u00a0<a href=\"#6 simba\" target=\"_blank\" data-cke-saved-href=\"#6 simba\" rel=\"noopener noreferrer\">Simba<\/a>\u00a0had been occupying the Muchacha mining quarry for four days in Mambasa. The attackers took about fifty traders hostage after pillaging several properties. In Province Orientale, a limited number of\u00a0<a href=\"#6 FDLF\" target=\"_blank\" data-cke-saved-href=\"#6 FDLF\" rel=\"noopener noreferrer\">FDLR<\/a>\u00a0rebels are surrendering before the 31 December deadline:\u00a0163 out of 1600 at MONUSCO\u2019s latest count. Two students of a secondary school were abducted on Thursday 11 December by unknown assailants in Bunia, bringing the total number of people kidnapped in two weeks to seven.<\/p>\n<p>Amnesty International has said that\u00a0<a href=\"#7 car\" target=\"_blank\" data-cke-saved-href=\"#7 car\" rel=\"noopener noreferrer\">Central African Republic<\/a>\u00a0authorities and the United Nations are failing to investigate war crimes that must be tackled to break the cycle of violence. Amnesty claimed that armed militias have continued to commit atrocities even after Amnesty in July listed 20 individuals who are suspected of involvement in war crimes and crimes against humanity. UNICEF has said that two out of five children urgently needing humanitarian aid in Central African Republic are without it, thanks to a critical lack of funding and continued conflict, a year after extreme violence tore through the country. Earlier this month, French defence minister Jean-Yves Le Drian\u2019s announced that the French Sangaris force would gradually withdraw from Central African Republic (CAR).<\/p>\n<p>Human Rights Watch has reported that African countries expressed strong support for the\u00a0<a href=\"#9 support\" target=\"_blank\" data-cke-saved-href=\"#9 support\" rel=\"noopener noreferrer\">International Criminal Court<\/a>\u00a0(ICC) at the 13th Assembly of States Parties to the Rome Statute, the court\u2019s founding document. The governments reportedly showed a more positive picture of Africa\u2019s relationship with the ICC than is often reflected in public debates.<\/p>\n<p>&nbsp;<\/p>\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p>&nbsp;<\/p>\n<p><a title=\"Mapping Conflict Motives: the Central African Republic\" href=\"https:\/\/ipisresearch.be\/\/publication\/mapping-conflict-motives-central-african-republic-2\/\">Mapping Conflict Motives: the Central African Republic<\/a>\u00a0| November 2014 | IPIS<br \/>\nIn this study, IPIS analyses the conflict dynamics in the Central African Republic (CAR) since the outbreak of the latest crisis in September 2012 up to September 2014. The analysis specifically looks into the motivations and interests of the main conflict parties, Seleka and anti-balaka, and the influence and interests of neighbouring countries. The report covers the following key questions. What is the background of the conflict parties Seleka and anti-balaka, and how are they structured? Which strategic interests do they prioritise, or ignore? What do they want to achieve? Do their actions correspond to their rhetoric? What has been Chad\u2019s, Sudan\u2019s and Cameroon\u2019s influence on the CAR conflict, and what have been their interests in it? Together with the report, a web map of the area of focus has been published and is available at\u00a0<span style=\"text-decoration: underline;\">www.ipisresearch.be\/mapping\/webmapping\/car<\/span>. The web map presents various layers, which can be toggled on or off, including information on security incidents, areas under control of armed groups, natural resources, and a number of other features. The map is an integrated part of the research methodology and has been a crucial source for IPIS\u2019 analysis. La traduction en fran\u00e7ais sera disponible prochainement.<\/p>\n<p><a title=\"The Adverse Human Rights Risks and Impacts of European Companies: Getting a glimpse of the picture\" href=\"https:\/\/ipisresearch.be\/\/publication\/adverse-human-rights-risks-impacts-european-companies-getting-glimpse-picture-2\/\">The Adverse Human Rights Risks and Impacts of European Companies: Getting a glimpse of the picture\u00a0|<\/a> October 2014 | IPIS<br \/>\nThis report presents the findings of a study undertaken by IPIS and commissioned by the European Coalition for Corporate Justice on the extent to which European companies are identified in concerns about adverse human rights risks and impacts. Gathering concerns raised regarding the human rights risks and impacts of companies listed on the UK\u2019s FTSE 100, France\u2019s CAC 40 and the German DAX 30, the study finds that around half of these companies have been identified in allegations or concerns regarding adverse human rights risks and impacts reported on between 2005 and early 2013. Annexes<\/a><br \/>\n| October 2014 | IPIS<br \/>\nThis Annex accompanies the report that presents the findings of a study undertaken by IPIS and commissioned by the European Coalition for Corporate Justice on the extent to which European companies are identified in concerns about adverse human rights risks and impacts.<\/p>\n<p><a title=\"Analysis of the interactive map of artisanal mining areas in Eastern DRC: May 2014 update\" href=\"https:\/\/ipisresearch.be\/\/publication\/analysis-interactive-map-artisanal-mining-areas-eastern-drc-may-2014-update\/\">Mapping Conflict Minerals: Eastern DRC (2013-2014)<\/a>\u00a0| 31 October 2014 | IPIS<br \/>\nIn collaboration with the Congolese mining cadastre (CAMI), mining service SAESSCAM and representatives from local civil society organisations, IPIS organised a series of field visits to monitor artisanal mining activities and the involvement of armed groups and criminal networks in mineral exploitation and trade. This resulted in the publication of an\u00a0<a href=\"https:\/\/ipisresearch.be\/\/mapping\/webmapping\/drcongo\/v2\/\" data-cke-saved-href=\"https:\/\/ipisresearch.be\/\/mapping\/webmapping\/drcongo\/v2\/\">interactive web map<\/a>\u00a0providing information on e.g. the on-site presence of armed groups and criminal elements within the Congolese army (FARDC) and their activities, as well as indicators of the relative importance of the mining site. It shows the location of 150 trading centres and nearly 1100 mining sites in Eastern DRC. An accompanying report provides an\u00a0<a title=\"Analysis of the interactive map of artisanal mining areas in Eastern DR Congo\" href=\"https:\/\/ipisresearch.be\/\/publication\/analysis-interactive-map-artisanal-mining-areas-eastern-dr-congo\/\">analysis<\/a>\u00a0of the data collected by the local teams between March 2013 and March 2014 as presented by IPIS on its web map. It analyses the most striking findings, focussing on developments surrounding security and how they have impacted on Eastern DRC\u2019s artisanal mining sector. Finally, the report also explains how the map can be used to assess risks in mineral supply chains.<\/p>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd.
