On December 31, an accord was reached, concluding that elections should take place before the end of 2017, after which President Joseph Kabila would step down and not vie for a further extension of his rule, and that no changes will be made to the constitution. Kabila himself has not yet signed the deal.<\/p>\n<p style=\"text-align: justify;\"><a href=\"#NK\">North Kivu<\/a> has seen several attacks by different armed groups over the past weeks. In the night between Wednesday and Thursday, December 22, 20 people reportedly died during an attack by Mai Mai Nyatura rebels in Bwalanda, Rutshuru territory. On Saturday, December 24, 25 people were reportedly killed in Beni territory when ADF elements attacked several villages near Eringeti. The next day, the FARDC fended off an attack by ADF rebels in Oicha. Also on December 25, Mai Mai Mazembe elements clashed with FARDC soldiers in Nyanzale, Rutshuru territory. Seventeen people were killed during the confrontation. On Tuesday, December 27, two Congolese soldiers were injured during a Mai Mai attack in Kirere, Beni territory. In Kirumba, an attack by Mai Mai elements on an FARDC station resulted in the death of two rebels and two soldiers; two other soldiers were injured. In the night between Wednesday and Thursday, December 22, the Congolese army allegedly killed 10 Burundian soldiers for crossing the border into Uvira, <a href=\"#SK\">South Kivu<\/a>. In Fizi territory, Mai Mai Yakutumba elements attacked Yunga village, killing one soldier. Meanwhile in <a href=\"#Ituri\">Ituri<\/a> province, armed men killed one civilian in Abaka. Presumed ADF elements allegedly killed 14 people in Samboko and Bialee. In Irumu territory, FRPI militiamen invaded Matete, Baraka et Gbado. <a href=\"#HK\">Haut-Katanga<\/a>, <a href=\"#T\">Tanganyika<\/a>, <a href=\"#M\">Mongala<\/a>, <a href=\"#KC\">Kasai-Central<\/a> and <a href=\"#L\">Lulua<\/a> provinces also experienced armed group attacks between December 21 and January 4.<\/p>\n<p style=\"text-align: justify;\">In <a href=\"#Burundi\">Burundi<\/a>, Emmanuel Niyonkuru, Minister for Water and Environment, was killed by an unknown assailant on January 1. Several <a href=\"#Uganda\">Uganda<\/a>n police officers and soldiers were accused of abuse, such as rape, robbery and murder. In Mukono District, a UPDF officer was lynched for alleged theft on December 25.<\/p>\n<p style=\"text-align: justify;\">In the <a href=\"#CAR\">Central African Republic<\/a>, La Nouvelle Centrafrique reported fighting between UPC and FRPC factions in Mbres. In <a href=\"#Bambari\">Bambari<\/a>, fighting reportedly occurred between the same two ex-Seleka factions, whereby 24 people were taken hostage. In <a href=\"#Batangafo\">Batangafo<\/a>, three people died and about thirty others were injured in a fire in a refugee camp. According to local sources, a youngster had also been killed in the camp. On Tuesday, January 3, two peacekeepers were killed in an <a href=\"#ambush\">ambush<\/a> on a convoy about 20 km from Mboki. According to the UN, there have been 336 <a href=\"#relief\">attacks on relief workers<\/a> in the CAR in the course of 2016.
