However, several leading opposition figures, such as Etienne Tshisekedi, Mo\u00efse Katumbi and the Lucha movement, refused to engage. During the launch of the meeting, clashes erupted in <a href=\"#K\">Kinshasa<\/a> between youth opposition supporters and the Congolese police, leading to dozens of arrests.<\/p>\n<p style=\"text-align: justify;\" align=\"JUSTIFY\">In <a href=\"#NK\">North Kivu<\/a>, the FARDC announced that they killed 20 rebels \u2013 six of them were reportedly FDLR \u2013 and captured many others during the Sokola II military operation in the month of August. On September 5, clashes between FARDC and Mai Mai Mazembe elements in several villages in Walikale territory caused the death of two civilians. The next day, a traditional chief of the Isale-Bulombo community was shot and killed by unknown assailants in Beni. On September 5, Nyatura rebels allegedly killed a farmer and stole his livestock in Kalehe, <a href=\"#SK\">South Kivu<\/a>. Also in South Kivu, General Jean-Pierre Molondo announced last week that FARDC soldiers would be banned from Misisi mining sites. Meanwhile in <a href=\"#Ituri\">Ituri<\/a>, the Congolese army regained control over the Muchacha mining site in Mambasa territory, after Mai Mai Simba and Sumbadede elements had been controlling it for several weeks. In <a href=\"#T\">Tanganyika<\/a> province, confrontations between Pygmy and Bantu communities reportedly caused several deaths.<\/p>\n<p style=\"text-align: justify;\">On September 4, armed men killed two people in the <a href=\"#Burundi\">Burundi<\/a>an province of Bubanza. That same day in Cibitoke province, two bodies were found in the Rusizi River. Last week, on August 31, two Burundians were also killed in Kibangira, <a href=\"#Rwanda\">Rwanda<\/a>. Reportedly, Rwandan police shot them while they were selling their merchandise across the border. Meanwhile in <a href=\"#Uganda\">Uganda<\/a>, three police officers appeared before court in an on-going trial with regard to accusations of brutality against civilians. The <a href=\"#CAR\">Central African Republic<\/a> saw manifestations by part of the Bambari population on September 3. Only troop-contributing countries can prosecute their own forces. Prosecutions and convictions are disturbingly rare, and information on their status hard to come by. According to Secretary-General Ban\u2019s 2015 annual report on sexual exploitation and abuse, troop-contributing countries confirmed punishment of peacekeepers in only 10 cases. Ministers meeting in London can address gaps in the system by requiring, as a precondition for participation, commitments from troop-contributing countries to hold their peacekeepers to account.
