As\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=83#RE\">legislative elections<\/a>\u00a0saw Kagame\u2019s RPF retain its grip on power with a 76% victory, the Rwandan legislature\u2019s seats filled with women parliamentarians who now represent 64% of the Rwandan electorate.In the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=83#CAR Ref\">Central African Republic<\/a>\u00a0200 reinforcements are reported to have arrived to support FOMAC efforts, though full deployment of an African led force is not expected before next year. In the meantime, Djotodia has formally disbanded the Seleka rebel group, as reverberations continue to be felt in respect of the violence visited upon communities in the north and northwest of the country.<\/p>\n<p>The UN Security Council has expressed continued concern about security in eastern DRC. In\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=83#Kampala\">Kampala<\/a>\u00a0three days into talks between the DRC and the M23 the respective delegations had yet to meet face-to-face, raising concerns about their ability to meet the 14 day deadline set by the ICGLR for a culmination of the negotiations. Meanwhile, the DRC\u2019s\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=83#NC\">national consultations<\/a>\u00a0have been beset by disagreement over the participation of armed groups from the east, with 11 such groups, including the Raia Mutomboki, APCLS, and Mai-Mai Simba, formally demanding the ability to attend.Whilst hostilities between the FARDC and the M23 have not resumed on the ground the rebels are reported in local press to be committing abuses in Rutshuru and high levels of insecurity in Goma have led to the establishment of six more police offices through the city. Indeed, further afield in\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=83#NK\">North Kivu<\/a>\u00a0MONUSCO reports that the security situation in Pinga remains deplorable and the Mai-Mai Simba are said to have killed eight hostages in the mining region of Angoa. FARDC has regained control of five villages in Lubero following their occupation by the FDLR and Mai-Mai elements. In\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=83#K\">Katanga<\/a>, 60 Mai-Mai have threatened to attack Kinkonda if the local authorities fail to release the group\u2019s leader , whilst in Lubumbashi between four and seven people have been reported killed by soldiers occupying Vangu military camp following an altercation during an extortion attempt by the troops.
