News in Brief<\/h1>\n

The UN stabilisation missions in the Democratic Republic of Congo (DRC<\/a>) and Central African Republic (CAR<\/a>) are facing several new allegations of sexual abuse by peacekeepers. UN and French authorities called for thorough investigations into the cases involving soldiers of Sangaris (France), MONUSCO and MINUSCA.<\/p>\n

In North Kivu<\/a>, DRC<\/a>, the inhabitants of four villages in Lubero territory left their homes for fear of attacks by FDLR rebels. Last week, the Congolese army retreated from Ihana in Walikale territory. Three days later, on April 2, local sources reported the presence of Mai Mai NDC elements in the area. In South Kivu<\/a>, clashes between the FARDC and Raia Mutomboki rebels left four soldiers and three militia members dead in Kabare territory on March 30. Inhabitants of Mbobero, also in Kabare, denounced the multitude of illegal roadblocks in their area. In Walungu and Kalehe territories a similar situation was reported. In Uvira, a general of the Sokola II operation called on the Gumino militia to disarm. The group had claimed several villages after confrontations with other Mai Mai groups, before the Congolese army regained control of the territory. Meanwhile, civil society in Kabeya-Kamuanga, Kasai Oriental<\/a>, accused FARDC soldiers of illegally detaining and extorting the local population. In Haut-Uele<\/a>, civil society reported rape and pillaging by poachers in Wamba territory.<\/p>\n

In Bujumbura, Burundi<\/a>, on Saturday April 2, several people became injured when a bus overturned in Musaga due to a grenade explosion<\/a> near a school. The next day, a grenade attack<\/a> killed two and wounded four others. Several sources continue to report repression<\/a> and abuse of opposition supporters by the police, especially in Bujumbura. Last week, a Burundian comedian was arrested for a skit on President Nkurunziza launched in June 2015. Meanwhile, the UN Security Council explored options for a UN police deployment<\/a> to monitor the security and human rights situation in the country. The Burundian government announced that it would welcome such an initiative.<\/p>\n

Uganda<\/a> saw an escalation of violence in Kasese<\/a> district, which reportedly killed 45 people. Clashes erupted last weekend between \u2018traditional\u2019 royal guards and UPDF guards at the Rwenzururu Kingdom palace. Legislators from Kasese pointed to a senior Cabinet minister as instigator of the tensions, while the police accused militant groups of attacking police stations and inciting the clashes in Rwenzori region. Uganda\u2019s Supreme Court confirmed last Thursday, March 31, that Yoweri Museveni was officially re-elected as the country\u2019s president. Two youth leaders, who had planned a demonstration<\/a> against the ruling, where arrested the next day. Meanwhile opposition leader Kizza Besigye<\/a> remains under house arrest.<\/p>\n

A group of 11 Tanzanian peacekeepers accused of sexual exploitation and abuse in the Democratic Republic of the Congo also face paternity claims from their alleged victims, the UN said on Monday. Troops from the mission\u2019s Force Intervention Brigade in the village of Mavivi in eastern DR Congo have been confined to base camp pending investigation, Stephane Dujarric, a spokesman for secretary general Ban Ki-moon, said. Unlike other international peacekeeping troops, the brigade has an unprecedented mandate to take military action to neutralise and disarm rebel groups to help end Congo\u2019s long-running conflict.<\/span><\/p>\n

Le service de la lutte anti-mines des Nations unies (UNMAS) a d\u00e9truit plus de 5000 engins explosifs de guerre, en onze mois, au Sud-Kivu. Le responsable provincial de ce service, Elie Kambale a dress\u00e9 ce bilan en marge de la journ\u00e9e anti-mines, c\u00e9l\u00e9br\u00e9e le 4 avril de chaque ann\u00e9e. \u00abLe bilan des activit\u00e9s de d\u00e9minage est positif car au cours de nos activit\u00e9s, nous sommes arriv\u00e9s \u00e0 d\u00e9polluer ou \u00e0 d\u00e9truire plus de 5 000 engins explosifs de guerre depuis mai 2015 \u00e0 ce jour \u00bb, a-t-indiqu\u00e9. Il a indiqu\u00e9 que quatre enfants ont \u00e9t\u00e9 bless\u00e9s, il y a deux mois, des restes explosifs de guerre dans la commune de Kadutu, \u00e0 Bukavu, chef-lieu de la province.<\/span><\/p>\n

Kalehe: un dialogue social pour combattre les groupes arm\u00e9s<\/span><\/a><\/u><\/span> | 5 April 2016 | Radio Okapi<\/span><\/p>\n

Les communaut\u00e9s de Kalehe r\u00e9fl\u00e9chissent, depuis lundi 4 avril \u00e0 Minova-centre, sur les strat\u00e9gies de lutte contre les groupes arm\u00e9s dans ce territoire du Sud-Kivu. A l\u2019occasion, le repr\u00e9sentant du ministre provincial de l\u2019Int\u00e9rieur a exprim\u00e9 son v\u0153u de voir ce forum favoriser la coh\u00e9sion sociale entre les diff\u00e9rentes communaut\u00e9s de Kalehe. La cohabitation des communaut\u00e9s est souvent mise en mal par des rivalit\u00e9s dues aux conflits fonciers.<\/span><\/p>\n

Il a fait cet appel, lundi 4 avril au cours d\u2019un meeting populaire \u00e0 Bijombo (territoire d\u2019Uvira), \u00e0 l\u2019occasion d\u2019une mission d\u2019inspection des troupes. Ces miliciens qui s\u2019\u00e9taient affront\u00e9s \u00e0 d\u2019autres groupes arm\u00e9s Ma\u00ef-Ma\u00ef avant de prendre le contr\u00f4le de certaines localit\u00e9s, r\u00e9cup\u00e9r\u00e9es \u00e0 ce jour par les FARDC.<\/p>\n

Plus de 80 officiers sup\u00e9rieurs, commandants de grandes unit\u00e9s et les chefs des services du secteur op\u00e9rationnel sud de cette province et subalternes, venus d\u2019Uvira et de Fizi, ont particip\u00e9 \u00e0 cette campagne de sensibilisation.<\/p>\n

Kabeya-Kamuanga: les FARDC accus\u00e9es de tracasser la population<\/span><\/a><\/u><\/span> | 2 April 2016 | Radio Okapi<\/span><\/p>\n

La soci\u00e9t\u00e9 civile de Kabeya-Kamuanga, \u00e0 90 km \u00e0 l\u2019Ouest de Mbuji-Mayi, accuse les militaires de tracasser la population civile dans cette partie du Kasa\u00ef-Oriental. Le pr\u00e9sident de cette structure, Th\u00e9ophile Kazadi Kalonji a rapport\u00e9 par exemple le cas d\u2019un piroguier du bac Kamisanu, interpell\u00e9 puis rel\u00e2ch\u00e9 lundi 28 mars dernier par les FARDC. Les militaires lui r\u00e9clamaient la somme de 10 000 francs congolais (10, 9 dollars am\u00e9ricains) et une quantit\u00e9 de champignons \u00e0 titre de caution journali\u00e8re, affirme Th\u00e9ophile Kazadi.<\/span><\/p>\n

Dans une correspondance adress\u00e9e samedi 2 avril \u00e0\u00a0 la section Droits de l\u2019homme de la Monusco\/Kisangani, la soci\u00e9t\u00e9 civile du territoire de Wamba (Socidewa) dans la province du Haut-Uele a d\u00e9nonc\u00e9 le pillage des biens de la population du village Bapoa par des braconniers. Tandis que des femmes ont \u00e9t\u00e9 viol\u00e9es \u00a0dans les villages Opiko, Baza et Agoyo,\u00a0\u00e0 plus de cinq cents kilom\u00e8tres au Nord-Est de Kisangani. La Socidewa se plaint pour la ni\u00e8me fois de voir les femmes et les enfants \u00eatre victimes des exactions des braconniers. Le dernier cas en date est celui survenu pendant la nuit du 15 au 16 mars \u00e0 Bapoa.<\/span><\/p>\n

Ituri: vive une tension observ\u00e9e entre deux ethnies<\/span><\/a><\/u><\/span> | 2 April 2016 | Radio Okapi<\/span><\/p>\n

Une vive tension est observ\u00e9e, depuis trois semaines, entre les habitants de Walendu Bindi et ceux de Bahema Boga apr\u00e8s que les miliciens de la Force de r\u00e9sistance patriotique de l\u2019Ituri (FRPI) ont assassin\u00e9 un homme dans la contr\u00e9e. Le chef de collectivit\u00e9 de Walendu Bindi sollicite l\u2019intervention des autorit\u00e9s provinciales pour d\u00e9crisper la tension entre ces deux entit\u00e9s du territoire d\u2019Irumu. Selon lui, le trafic entre les deux localit\u00e9s tourne d\u00e9j\u00e0 au ralenti car les habitants redoutent d\u2019\u00eatre attaqu\u00e9s sur ce tron\u00e7on.<\/span><\/p>\n

Maseruka’s body was found hidden in the ceiling with wounds on the head. He is suspected to have been hit with a blunt object by a prostitute he had hired. The arrest came after a tip off by a boda boda rider who saw the manager of the premises, a one Kiwa, trying to sneak out the body from the premises in his car.<\/p>\n

Tragedy befell Serere District after a man killed his two wives, two children and committed suicide. The incident happened in Omagara parish, Kyere Sub-county. According to police in Serere, the rotting bodies of the women and children were recovered on Saturday evening in a bush near his home while the body of the man was still fresh last Sunday morning. Serere District police commander Jimmy Anthony Oyuku identified the deceased as Moses Ogwang, 30, Esther Ariamo, 30, and Beatrice Aguti, the mother of young children Akol and Ogwang.<\/p>\n

Police in Iganga District are investigating circumstances under which unidentified thugs broke into St Francis Kigulu Girls’ Secondary School, killing two security guards on duty and stealing Shs10m. The thugs, according to residents, were armed with machetes which they used to hack the guards, before breaking into the bursar’s and headmaster’s offices, from where they allegedly stole Shs10m.<\/p>\n

Three more people were killed today in Kasese in what now appears to be escalating unrest that began last month in the Rwenzori sub region. A fortnight ago, 2 people were killed, one of them a police officer, Charles Kasimba who was hacked to death during an attack at Kidodo Police Post. The cultural leader of Rwenzururu kingdom Omusinga Charles Wesley Mumbere says up to four of his guards have been killed and another four detained by people who claimed to security operatives.<\/p>\n

Gun shots that lasted for about one hour left six people dead including two UPDF soldiers and a boda boda cyclist.<\/p>\n

Addressing a news conference at Parliament, the four Opposition MPs said the police’s Flying Squad first surveyed the king’s palace before Sunday’s shooting incident. The MPs then named Defence minister and out-going Bukonzo West MP Crispus Kiyonga as ordering the security agencies to target the kingdom and Opposition politicians.<\/p>\n
