{"id":3866,"date":"2013-03-07T13:25:26","date_gmt":"2013-03-07T12:25:26","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=weekly-briefing&#038;p=3866"},"modified":"2020-09-01T10:52:21","modified_gmt":"2020-09-01T08:52:21","slug":"28-february-6-march-2013","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/nl\/weekly-briefing\/28-february-6-march-2013\/","title":{"rendered":"28 February &#8211; 6 March 2013"},"content":{"rendered":"<p><a class=\"button\" href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2016\/03\/IPIS_briefing_28-02-13-1.pdf\">DOWNLOAD PDF<\/a><\/p>\n<h1><strong>EDITORIAL<\/strong><\/h1>\n<p>With the removal of political coordinator Jean-Marie Runiga by military leader Sultani Makenga, the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*M23\">M23<\/a>\u00a0rebel movement in eastern DR Congo split up into a pro-Makenga and a pro-Bosco Ntaganda faction, on the ground as well as at the Kampala peace talks. The rebels left the area of Rutshuru town for the south of the territory, where heavy clashes were reported between the two factions. FDLR and different Mai-Mai groups tried to fill the gap left by M23 in and around Rutshuru; the area was soon retaken by the Congolese army (FARDC) though, but only to withdraw again after two days, allegedly not to hinder the Kampala peace talks. A few hours later the pro-Makenga M23 recaptured Rutshuru and Kiwanja.<br \/>\nLast weekend President Kabila travelled to Kampala, where he may have discussed a possible peace\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*deal Kabila-Makenga?\">deal<\/a>\u00a0with M23 leader Makenga.<br \/>\nOn Tuesday UN Secretary-General Ban Ki-moon presented the Framework agreement for the DRC to the Security Council, and asked the SC to authorize the deployment of a special\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*SC\">Intervention Brigade<\/a>\u00a0within MONUSCO.<br \/>\nAt the Rutshuru\/Masisi border, in\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*Kitchanga\">Kitchanga<\/a>, heavy fighting between the largely ethnic Hunde rebels of the APCLS and the Tutsi-dominated regiment of the Congolese army continued, causing at least 80 deaths.<br \/>\nIn\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*north North Kivu\">northern North Kivu<\/a>, violence by FDLR, ADF\/Nalu, Mai-Mai Simba, and\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*FARDC\">FARDC<\/a>\u00a0was reported.<br \/>\nIn South Kivu, according to the local\u00a0administrator, 95% of Shabunda territory is occupied by the\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*Raia\">Raia Mutomboki<\/a>\u00a0militia, which last week also took control of a mining village in bordering Maniema province.<br \/>\nThe Lord\u2019s Resistance Army (LRA) is still active in\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*Orientale\">Province Orientale<\/a>, as are other armed groups.<br \/>\nIn\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*Katanga\">Katanga<\/a>, Mai-Mai fighters, notably the \u201cTigers\u201d, attacked villages in the southern mining region, relatively close to the provincial capital Lubumbashi.<\/p>\n<p>A small group splintered off from the Seleka rebel coalition in the Central African Republic (CAR) and attacked the town of\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*CAR\">Sido\u00a0<\/a>at the Chadian border. The bulk of the rebel troops are to withdraw from Damara to\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*Sibut\">Sibut<\/a>.<\/p>\n<p>Greenpeace published a new report on\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*Greenpeace\">illegal logging<\/a>\u00a0in the DRC.<\/p>\n<p>An expert on mining governance calls on\u00a0<a href=\"http:\/\/ipisresearch.com\/briefing.php?id=57#*EITI\">EITI<\/a>\u00a0not to exclude the DRC from further participation.<\/p>\n<h1><strong>IPIS&#8217;
