{"id":3860,"date":"2013-02-28T17:01:25","date_gmt":"2013-02-28T16:01:25","guid":{"rendered":"http:\/\/ipisresearch.be\/?post_type=weekly-briefing&#038;p=3860"},"modified":"2020-09-01T10:52:30","modified_gmt":"2020-09-01T08:52:30","slug":"21-27-february-2013","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/nl\/weekly-briefing\/21-27-february-2013\/","title":{"rendered":"21 &#8211; 27 February 2013"},"content":{"rendered":"<p><a class=\"button\" href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2016\/03\/IPIS_briefing_21-02-13.pdf\">DOWNLOAD PDF<\/a><\/p>\n<h1><strong>EDITORIAL<\/strong><\/h1>\n<p>Last Sunday in Addis Ababa the \u201cPeace, Security and Cooperation Framework for the Democratic Republic of the Congo and the Region\u201d was signed by the DR Congo, its nine neighbours and South Africa, as well as by the UN and the African organisations AU, ICGLR and SADC. In this agreement the neighbouring countries make a renewed commitment not to interfere in the DRC, and the DRC to boost reforms, including security sector reform and democratization. The accord was greeted with a great deal of scepticism by Congolese and international civil society, Congolese political opposition and international observers; its supporters point out that oversight mechanisms at various levels are created to monitor the implementation of the commitments undertaken. Included in the agreement are also the appointment of a UN Special Envoy to the region and a \u201cstrategic review\u201d of the UN Mission in the DRC (MONUSCO). Part of this review should be the deployment of the long-awaited Neutral International Force in the form of a special Intervention Brigade within MONUSCO, with a more robust peace enforcement mandate. While asking support for the creation of such a Brigade, Ban Ki-moon told the UN Security Council on Wednesday that neighbouring countries of the DRC continue to support rebel groups in the east of the country.<\/p>\n<p>The same day the Framework Agreement was signed, dissension within the M23 rebel movement between pro-Nkunda and pro-Bosco factions led to heavy fighting in Rutshuru town, leaving at least eight people dead. On Wednesday evening, M23\u2019s military leader <u>Sultani Makenga<\/u> deposed the movement\u2019s political coordinator Jean-Marie Runiga.<\/p>\n<p>Not far from Rutshuru, in the former CNDP stronghold of <u>Kitchanga<\/u>, the Congolese armed forces clashed with the APCLS militia. The army and the rebel group each hold half of the town.<\/p>\n<p>Further up north in North Kivu province, a soldier was killed and three wounded in two ambushes by rebel group <u>ADF\/Nalu<\/u>.<\/p>\n<p>In South Kivu the <u>Raia Mutomboki<\/u> militia remained very active in Shabunda territory, while in <u>Uvira<\/u> territory the population continued to flee from FDLR and Burundian FNL.<\/p>\n<p>The Rift Valley Institute published two more reports of its Usalama Project, both on conflict in <u>Ituri<\/u>, past and present.<\/p>\n<p>In <u>Katanga<\/u> province, different Mai-Mai groups continue to create havoc; a Belgian missionary gives a gruesome account.<\/p>\n<p>In the <u>Central African Republic<\/u> (CAR), the scheduled cantonment of the Seleka rebels was postponed indefinitely.
