In the Democratic Republic of Congo<\/a>, protesters turned to the streets in Goma this week, calling for the release of two Lucha activists<\/a> who have been detained for a year and went on hunger strike this Monday. Eighteen people were arrested during the protests. Last Thursday, March 10, the Goma High Court sentenced two other Lucha militants, arrested in December 2015, to three months\u2019 imprisonment.<\/p>\n

North Kivu<\/a> continues to see several militia activities, especially in Lubero and Rutshuru territories. The governor of Lubero has denounced the abuse FDLR and Mai Mai Pareco are inflicting on local populations. In the south of the territory, the bodies of 15 people were discovered over the past two months, with no clear indication of how they died. According to the governor, 42 people were found dead in similar circumstances in the Tama and Itala areas. In Rutshuru territory, armed men, identified as FDLR militia members, killed three people on March 12 in an ambush. A day earlier, the FARDC had launched military operations against the FDLR in several areas of Rutshuru. Also in Rutshuru, about 30 people were abducted for ransom on the road connecting Vitchumbi to Kibirizi over the past three months. In Virunga National Park, seven people died on March 12 during confrontations between security forces and an alleged coalition of local vigilantes, Mai Mai and FDLR elements. Meanwhile in South Kivu<\/a>, demobilised militia members reportedly chose to turn back to the bushes, as they found the promise of their return to civilian life unreassuring. In Fizi territory, the staff of the MSF centre in Baraka left their base, after being attacked by armed men in the night between Sunday and Monday, March 14.<\/p>\n

In Burundi<\/a>, the Attorney General stated that an official inquiry had found no evidence of mass graves<\/a> in the places indicated by international organisations such as the UN and Amnesty International. He also rejected any allegations of repression by the authorities after the clashes in December 2015.<\/p>\n

Meanwhile in Uganda<\/a>, several people were reportedly killed during violent clashes in Kasese<\/a> district on March 12. The conflict was allegedly triggered by tensions related to the sub-county elections last week. This Monday, March 14, another incident was reported in Kasese, in which a security chief was injured. Both this incident and the violence during the weekend were incited by an unidentified group of assailants.<\/p>\n

Last week, the Central African Republic<\/a> was visited by a delegation of military experts of the International Conference on the Great Lakes Region (ICGLR). The five-day mission assessed the country\u2019s problems regarding the national army and its humanitarian situation, in view of providing assistance.<\/p>\n

Trois personnes ont \u00e9t\u00e9 tu\u00e9es par balle dans une embuscade tendue samedi 12 mars par des hommes arm\u00e9s \u00e0 un camion transportant des commer\u00e7ants dans le territoire de Rutshuru (Nord-Kivu). Selon le comit\u00e9 de p\u00eacheurs du Lac Edouard, le camion avait quitt\u00e9 Vitshumbi, transportant des poissons et des passagers, pour le march\u00e9 de Kibirizi. Des hommes arm\u00e9s identifi\u00e9s comme des FDLR ont surgi de la brousse au niveau de Kishishe et ont ouvert le feu sur le camion. Le chauffeur et deux convoyeurs ont re\u00e7u des balles dans la t\u00eate et sont morts sur-le-champ.<\/span><\/p>\n

Des membres de la soci\u00e9t\u00e9 civile du groupement Tama, dans le territoire de Lubero (Nord-Kivu), se disent inquiets de la d\u00e9couverte des corps sans vie dans cette zone. Ils ont indiqu\u00e9 mardi 15 mars avoir recens\u00e9 en l\u2019espace de deux mois 15 corps. L\u2019administrateur de Lubero renseigne que dans deux groupements du sud de ce territoire, Tama et Itala, quarante-deux corps ont \u00e9t\u00e9 d\u00e9couverts dans le m\u00eame temps. Aucune explication pr\u00e9cise n\u2019est encore donn\u00e9e au sujet de la mort de ces personnes.<\/span><\/p>\n

<\/a>South Kivu<\/b><\/p>\n

Sud-Kivu: des miliciens d\u00e9mobilis\u00e9s retournent en brousse<\/span><\/a><\/u><\/span> | 9 March 2016 | Radio Okapi<\/span><\/p>\n

Le processus de reddition des combattants des groupes arm\u00e9s pi\u00e9tine depuis quelques jours au Sud-Kivu dans l\u2019est de la RDC. La plupart des miliciens qui s\u2019\u00e9taient prononc\u00e9s pour leur reddition seraient en train de retourner en brousse, au motif que leur sort \u00e0 la vie civile n\u2019est pas rassurant. A Shabunda comme \u00e0 Kalehe, la soci\u00e9t\u00e9 civile exige de l\u2019Etat congolais, un m\u00e9canisme clair d\u2019encadrement des combattants qui acceptent de se rendre.<\/p>\n

Uvira: un chef milicien se rend aux FARDC<\/span><\/a><\/u><\/span> | 12 March 2016 | Radio Okapi<\/span><\/p>\n

A Bafuliru, en Territoire d\u2019Uvira (Sud-Kivu), le chef d\u2019un groupe de d\u00e9fense locale s\u2019est rendu, il y a quelques jours, aux Forces arm\u00e9es de la RDC (FARDC). Le commandant du secteur op\u00e9rationnel Sokola 2 (Sud-Kivu), g\u00e9n\u00e9ral Bwange Safari a livr\u00e9 cette information, vendredi 11 mars. Ce chef milicien a fait reddition avec avec 20 combattants et 13 armes AKA 47. Le g\u00e9n\u00e9ral Bwange Safari a par ailleus d\u00e9clar\u00e9 que l\u2019arm\u00e9e n\u2019est impliqu\u00e9e ni de pr\u00e8s, ni de loin dans les conflits qui minent le pouvoir coutumier \u00e0 la chefferie des Bafuliru.<\/span><\/p>\n

Sud-Kivu: nouvelle attaque arm\u00e9e de la base de MSF \u00e0 Baraka<\/span><\/a><\/u><\/span> | 14 March 2016 | Radio Okapi<\/span><\/p>\n

L\u2019ONG M\u00e9decins sans fronti\u00e8res (MSF)-Hollande a proc\u00e9d\u00e9 \u00e0 la r\u00e9duction de ses op\u00e9rations \u00e0 Baraka dans le territoire de Fizi au Sud-Kivu, o\u00f9 elle a \u00e9t\u00e9 d\u2019une attaque la nuit de dimanche \u00e0 lundi 14 mars de la part des bandits arm\u00e9s. Des sources locales affirment que tout le personnel expatri\u00e9 a pli\u00e9 bagages et quitt\u00e9 Baraka lundi matin pour Bukavu.<\/span><\/p>\n

Haut Katanga<\/b><\/p>\n

Mitwaba: un chef milicien se rend \u00e0 l\u2019arm\u00e9e<\/span><\/a><\/u><\/span> | 10 March 2016 | Radio Okapi<\/span><\/p>\n

Le chef milicien Ma\u00ef-Ma\u00ef, Ngombe Musemwa, s\u2019est rendu mardi 8 mars \u00e0 l\u2019arm\u00e9e dans le groupement Kitobo \u00e0 Mitwaba (Haut Katanga). Des sources locales rapportent qu\u2019il \u00e9tait accompagn\u00e9 de membres de sa famille et certains de ses proches lorsqu\u2019il s\u2019est rendu. D\u2019apr\u00e8s Andr\u00e9 Ilunga, chef du groupement Kitobo, la reddition de Ngombe Musemwa fait suite \u00e0 des correspondances que le chef milicien a \u00e9chang\u00e9es avec le responsable de l\u2019arm\u00e9e dans le Haut Katanga et l\u2019administrateur du territoire de Mitwaba.<\/span><\/p>\n

South Ubangi<\/b><\/p>\n

Sud-Ubangi: le meurtre d\u2019un \u00e9l\u00e8ve cr\u00e9e des tensions \u00e0 Lifunga<\/span><\/a><\/u><\/span> | 10 March 2016 | Radio Okapi<\/span><\/p>\n

Une tension r\u00e8gne depuis lundi 7 mars entre les habitants et la police au groupement Lifunga dans la province du Sud-Ubangi, \u00e0 la suite du meurtre d\u2019un \u00e9l\u00e8ve tu\u00e9 par un policier alors qu\u2019il r\u00e9clamait avec ses camarades la lib\u00e9ration de deux enseignants. Ces derniers sont arr\u00eat\u00e9s, accus\u00e9s de complicit\u00e9 dans la mort d\u2019un autre \u00e9l\u00e8ve, poignard\u00e9 par son camarade d\u2019\u00e9cole, indiquent des sources locales. D\u2019apr\u00e8s le coordonnateur provincial de l\u2019ONG Voix des sans bouches, l\u2019\u00e9l\u00e8ve dont la mort a provoqu\u00e9 les tensions \u00e9tudiait \u00e0 l\u2019institut Bozaba Likoka. Les habitants de Lifunga veulent venger sa mort.<\/span><\/p>\n

Haut Uele<\/b><\/p>\n

Dungu: des femmes protestent contre les enl\u00e8vements d\u2019enfants<\/span><\/a><\/u><\/span> | 13 March 2016 | Radio Okapi<\/span><\/p>\n

Des femmes du territoire de Dungu (Haut-Uele) ont manifest\u00e9 samedi 12 mars pour d\u00e9noncer les enl\u00e8vements d\u2019enfants par les rebelles ougandais de la LRA. Elles ont organis\u00e9 une marche pacifique dans les art\u00e8res de la cit\u00e9 de Dungu. Selon des sources de la soci\u00e9t\u00e9 civile locale, ces femmes estiment \u00e0 1 000 le nombre d\u2019enfants enlev\u00e9s l\u2019ann\u00e9e pass\u00e9e. Quatre cents d\u2019entre eux auraient \u00e9t\u00e9 lib\u00e9r\u00e9s par la suite. Dans un m\u00e9morandum adress\u00e9 au gouvernement congolais, les femmes de Dungu recommandent le lancement des op\u00e9rations militaires pour tenter de lib\u00e9rer les enfants des mains de leurs ravisseurs.<\/span><\/p>\n

Ituri<\/b><\/p>\n

Ituri: une personne tu\u00e9e dans une attaque attribu\u00e9e aux miliciens FRPI<\/span><\/a><\/u><\/span> | 9 March 2016 | Radio Okapi<\/span><\/p>\n

Des hommes arm\u00e9s identifi\u00e9s aux miliciens de la Force de r\u00e9sistance patriotique de l\u2019Ituri (FRPI) ont fait une incursion la nuit de dimanche \u00e0 lundi 7 mars dans quatre villages au sud d\u2019Irumu (Ituri). L\u2019administrateur du territoire d\u2019Irumu, Rachel Taruayo, affirme qu’une personne a \u00e9t\u00e9 tu\u00e9e. De l’argent, des ch\u00e8vres, des poules, des cochons et des habits ont \u00e9galement \u00e9t\u00e9 emport\u00e9s. Selon la m\u00eame source, les assaillants ont tir\u00e9 sur un septuag\u00e9naire et se sont introduits dans 39 maisons. Ils auraient \u00e9galement bless\u00e9 un homme. L\u2019administrateur du territoire plaide pour l\u2019installation d\u2019une position de l’arm\u00e9e dans le secteur pour s\u00e9curiser la population.<\/span><\/p>\n

Irumu: les autorit\u00e9s coutumi\u00e8res accusent les FRPI de vol et de meurtre<\/span><\/a><\/u><\/span> | 9 March 2016 | Radio Okapi<\/span><\/p>\n

Les autorit\u00e9s coutumi\u00e8res de Bahema Boga et Bahema Mitego au Sud du territoire d\u2019Irumu (Ituri) d\u00e9plorent des cas de vol, viol et meurtre commis par des miliciens de la Force de r\u00e9sistance patriotique de l\u2019Ituri (FRPI). Des sources sur place rapportent que des hommes arm\u00e9s ont attaqu\u00e9 samedi 12 mars un infirmier \u00e0 qui ils ont tout ravi dans la chefferie des Walendu Bindi, bastion des miliciens FRPI.<\/span><\/p>\n

Kwango<\/b><\/p>\n

Kwango: un mort et deux disparus en deux semaines \u00e0 Kahemba<\/span><\/a><\/u><\/span> | 11 March 2016 | Radio Okapi<\/span><\/p>\n

L\u2019administrateur du territoire de Kahemba (situ\u00e9 \u00e0 environ 445 Km au sud de la ville de Kikwit) dans la province du Kwango, s\u2019inqui\u00e8te du climat d\u2019ins\u00e9curit\u00e9 qui pr\u00e9vaut dans sa juridiction. En l\u2019espace de deux semaines, une femme a \u00e9t\u00e9 tu\u00e9e par des inconnus et deux filles \u00e2g\u00e9es de 13 et 17 ans sont port\u00e9es disparues. Selon les sources locales, les deux filles port\u00e9es disparues s\u2019\u00e9taient rendues au champ et ne sont plus revenues \u00e0 la cit\u00e9. Certaines personnes pensent que ces filles se sont enfuies pour l\u2019Angola. N\u00e9anmoins, la police a ouvert l\u2019enqu\u00eate pour suivre leurs traces.<\/span><\/p>\n

Local leaders in Gatsibo District have been reminded to spearhead the fight against crimes in their respective areas.
