The six Lucha militants arrested<\/a> during pro-democracy protests on February 16 in the Democratic Republic of Congo<\/a>, have been sentenced to two years in prison for inciting revolt. Several Western governments have condemned the verdict, but the Congolese government has rejected calls for a revision.<\/p>\n

In North Kivu<\/a>, four people were reportedly killed during clashes between villagers and displaced persons in the night between Saturday and Sunday, February 28, in Nyanzale, Rutshuru territory. This Monday, ADF rebels are said to have attacked Mambabio-Ntombi in Beni territory, killing over a dozen civilians. Armed group activity was also reported in Bashali-Mokoto. According to local sources, police have been unable to take control of the situation due to a lack of equipment. In Shabunda territory, South Kivu<\/a>, there are reports that the FARDC has ousted Ra\u00efa Mutomboki elements from Nyambembe, Nduma and Swiza. Inhabitants of the province asked for an increase of military presence to fight the militia, which is accused of extortion, ambushing and abducting civilians. Meanwhile in Ituri<\/a>, armed men murdered three tradesmen on February 27 in Komanda and Nyakunde, Irumu territory. On Monday, February 29, the inhabitants of Nyakunde are said to have set fire to the police station and to have killed a police officer and two soldiers in anger. Clashes between demobilised soldiers and FARDC recruits in Kitona (Bas-Congo<\/a>) have reportedly caused two deaths and several injured, while in Gemena territory (Sud-Ubangi<\/a>), violent confrontations between the police and local inhabitants resulted in the death of one police officer.<\/p>\n

The Burundi<\/a>an capital Bujumbura saw a grenade explosion on Friday, February 26, injuring at least six people. The attack happened on the second day of the visit of an African Union delegation<\/a> to the country. The delegation, led by South African President Jacob Zuma, came in order to ignite dialogue between the Burundian government and opposition. Burundi reportedly accepted the AU\u2019s plan to deploy 100 human rights observers and 100 military monitors. Meanwhile, Burundian officials revealed a\u00a0mass grave<\/a>, supposedly holding the bodies of 30 people. The authorities state that they suspect these people to have been killed by regime opponents and insurgents.<\/p>\n

In Uganda<\/a>, the outcome of last month\u2019s elections continues to create tensions<\/a>. On Tuesday, February 25, police officers arrested 15 people in Mbarara district after raiding the offices of the FDC (Forum for Democratic Change). In Bundibugyo, a dozen people are said to have died in clashes between supporters and opponents to Ronald Mutegeki (National Resistance Movement) becoming chairman of the Local Council V. Journalists and opposition members reportedly continue to be arrested en masse. The Ugandan police also announced that anyone who spreads rumours<\/a> of insecurity in Kampala would be detained, as they claim that the city is now safe and peaceful.<\/p>\n

Suspected Ugandan rebels used machetes to kill at least 12 civilians on Monday in eastern Democratic Republic of Congo, authorities and a local human rights group said, the latest in a series of targeted attacks over the last 18 months. Rebels from the Allied Democratic Forces (ADF), an Islamist group originally from Uganda that has operated in the border region since the 1990s, carried out the killings in the village of Mamabio, 50 km (30 miles) north of the commercial center of Beni, said territorial administrator Amisi Kalonda.<\/span><\/p>\n

L\u2019avenir rapporte que les ADF ont op\u00e9r\u00e9 un carnage entre 4 et 5h00 du lundi 29 f\u00e9vrier 2016 au village Ntombi\/Mambabio \u00e0 5 km au Nord-Ouest de Maimoya, dans le groupement de Bambuba-Kisiki, en secteur de Beni-Mbau. \u00abLes terroristes ont aussi op\u00e9r\u00e9 dans le village voisin de Pene (\u00e0 3 km de Ntombi) o\u00f9 ils ont d\u00e9capit\u00e9 6 civils. Ce qui porte \u00e0 quatorze les civils tu\u00e9s par les ADF dans le Groupement des Bambuba-Kisiki\u00bb, r\u00e9sume L\u2019Avenir. Selon le quotidien, dans ce village, sept civils ont \u00e9t\u00e9 tu\u00e9s essentiellement \u00e0 la machette et par haches, trois s\u2019en sont tir\u00e9s gri\u00e8vement bless\u00e9s. Le quotidien fait aussi mention de vingt-trois maisons incendi\u00e9es.<\/span><\/p>\n

Les policiers ont d\u00e9sert\u00e9 depuis deux semaines cinq des neuf sous-commissariats de police que compte le groupement de Bashali-Mokoto au Nord-Kivu, \u00e0 cause de l\u2019activisme des groupes arm\u00e9s. Faute d\u2019\u00e9quipements pour faire face aux miliciens, rapportent des sources locales, ces agents de l\u2019ordre ont trouv\u00e9 refuge \u00e0 l\u2019\u00e9tat-major de la police \u00e0 Kirumbu, \u00e0 plus 100 km \u00e0 l\u2019Ouest de Goma. Les Forces arm\u00e9es de la RDC (FARDC) ont d\u00e9log\u00e9 depuis une semaine des miliciens du groupe Ra\u00efa Mutomboki des localit\u00e9s de Nyambembe, Nduma et Swiza dans le territoire de Shabunda. L\u2019arm\u00e9e a \u00e9galement abattu cinq miliciens, r\u00e9cup\u00e9r\u00e9 quatre armes AK 47, captur\u00e9 un milicien et lib\u00e9r\u00e9 un militaire d\u00e9tenu en otage par ce groupe arm\u00e9. Les militaires ont lanc\u00e9 une op\u00e9ration contre ces miliciens, auteurs d’exactions contre des civils dans cette partie du Sud-Kivu.<\/p>\n

Les habitants de Shabunda appellent le gouvernement \u00e0 renforcer l\u2019effectif militaire dans ce territoire du Sud-Kivu. Leur porte-parole, Drid Bampabwenge, d\u00e9plore les exactions commises par les miliciens Ra\u00efa Mutomboki notamment sur la route Burhale-Shabunda. Il accuse ces miliciens d\u2019extorsions, de prise d\u2019otages et d\u2019embuscades contre les civils.<\/p>\n

Le calme est revenu depuis vendredi 26 f\u00e9vrier dans la localit\u00e9 de Drakpa, \u00e0 25 km de Djugu centre en collectivit\u00e9 de Walendu Pitsi, apr\u00e8s des \u00e9chauffour\u00e9es qui ont oppos\u00e9 la nuit pr\u00e9c\u00e9dente les policiers \u00e0 un groupe de jeunes de cette entit\u00e9. Le bilan avanc\u00e9 par la soci\u00e9t\u00e9 civile du territoire de Djugu fait \u00e9tat d\u2019un civil tu\u00e9 par la police et des plusieurs cases incendi\u00e9es par cette bande de jeunes, accus\u00e9e par les autorit\u00e9s locales de troubler l\u2019ordre public. Les autorit\u00e9s assurent qu\u2019un dispositif de la police est d\u00e9ploy\u00e9 sur place en vue de s\u00e9curiser la population et ses biens.<\/p>\n

La pr\u00e9sence massive, dimanche 28 f\u00e9vrier, de policiers au bureau de la Ceni, \u00e0 Bunia (Ituri) inqui\u00e8te la population \u00e0 quelques heures de la publication de la liste d\u00e9finitive des candidats aux postes de gouverneurs et vice-gouverneurs. Estim\u00e9s \u00e0 une vingtaine, ces agents de l’ordre quadrillent le bureau de cette structure d\u2019appui \u00e0 la d\u00e9mocratie, en plein centre-ville de Bunia depuis t\u00f4t ce matin. Aucune autorit\u00e9 contact\u00e9e n\u2019a voulu expliquer la pr\u00e9sence d\u2019un tel dispositif s\u00e9curitaire un dimanche devant le bureau de la Ceni.<\/span><\/p>\n

Trois personnes ont \u00e9t\u00e9 tu\u00e9es par balle le week-end \u00e0 Bunia et dans les localit\u00e9s de Komanda et Nyakunde en territoire d\u2019Irumu (Ituri). Les sources polici\u00e8res indiquent que des hommes arm\u00e9s se sont introduits samedi 27 f\u00e9vrier \u00e0 Bunia au domicile d\u2019un commer\u00e7ant qu\u2019ils ont abattu. Les assaillants auraient \u00e9galement viol\u00e9 l\u2019\u00e9pouse du commer\u00e7ant qui est enceinte. Le lendemain de la soir\u00e9e \u00e0 Komanda, localit\u00e9 situ\u00e9e \u00e0 75 km au sud de Bunia, quatre hommes arm\u00e9s ont tir\u00e9 \u00e0 bout portant sur un commer\u00e7ant dans sa maison qui est mort sur place. D\u2019apr\u00e8s la police, avant de se retirer les bandits ont bless\u00e9 par balle l\u2019\u00e9pouse du commer\u00e7ant qui est gri\u00e8vement bless\u00e9. Au cours de la m\u00eame soir\u00e9e au village de Nyakunde, \u00e0 45 km toujours au sud de Bunia, des criminels ont abattu un autre op\u00e9rateur \u00e9conomique bien connu sur place. Ils lui auraient \u00e9galement arrach\u00e9 une importante somme d\u2019argent. Furieux apr\u00e8s avoir \u00e9t\u00e9 inform\u00e9s de ces meurtres, des habitants en col\u00e8re ont incendi\u00e9 le bureau de la police \u00e0 Nyakunde et lynch\u00e9 un militaire.<\/span><\/p>\n

Les habitants de Nyakunde en Ituri ont tu\u00e9 lundi 29 f\u00e9vrier un policier et deux militaires. After denying any responsibility KEP admitted its waste reservoir has broken because of the heavy rains that hit the city. The polluted water spilled into the Mura river, in particular.
