News in Brief<\/h1>\n

In the Democratic Republic of Congo<\/a>, last week\u2019s \u2018ville morte<\/a>\u2019 on February 16 resulted in several arbitrary arrests of opposition members and youth activists who protested against the delay in organising presidential elections. Human Rights Watch has deplored this repression of opposition supporters. This Tuesday, February 23, UN Secretary General Ban Ki Moon visited a camp for internally displaced people in North-Kivu<\/a>. A few days earlier, several Congolese Members of Parliament requested engagement from the Secretary General to end the insecurity in the province. In Ituri<\/a>, tradespeople in Mambasa territory expressed their concerns over the insecure situation on the road connecting Mambasa to Beni. MONUSCO was asked to investigate.<\/p>\n

The Burundi<\/a>an capital Bujumbura continues to experience a prevalence of grenade attacks<\/a>. In the night between Sunday and Monday, February 22, four people were killed and a dozen others injured during attacks in Ngagara, Kamenge and Nyakararo (Mwaro province). The following night, 10 grenades exploded in several quarters of the capital, again leaving a dozen people wounded. The attacks came just before the arrival of Ban Ki Moon in Burundi, who visited the country in order to incite dialogue<\/a> between government and opposition. According to the UN Secretary General, both sides committed to engage in talks while President Nkurunziza promised to release 1200 prisoners.<\/p>\n

In Uganda<\/a>, last week\u2019s elections<\/a> resulted in a victory for Yoweri Museveni, Uganda\u2019s long-time ruler. In the run-up to the poll, there had been several protests, which turned violent when opposition supporters clashed with the police, who fired tear gas and rubber bullets. Dozens were arrested for inciting violence, including some crime preventers. After the announcement of the results, the opposition immediately rejected the outcome, stating that the elections were neither free nor fair. Main opposition leader Kizza Besigye has since been in and out of police detention. On February 23, the UN human right\u2019s office condemned the violence and human rights abuses related to the country\u2019s elections.<\/p>\n

Meanwhile, the Central African Republic<\/a> elected Faustin Archange Touad\u00e9ra as its new President. The CAR\u2019s national army<\/a> appears to be one of the challenges the newly elected President will have to face. Its reappearance raises concerns in Bangui, as the army is accused of several abuses and staying sidelined during the violence over the past three years. In the meantime, LRA<\/a> militia members continue to terrorise civilians, by ambushing them and looting their property. LRA attacks were reported on February 18 on the Bria-Ouadda axis and on February 19 in Zemio. This Wednesday, February 24, Carnot saw an attack by Anti-balaka<\/a> elements. One civilian and one peacekeeper were injured.<\/p>\n

Democratic Republic of Congo authorities have arbitrarily arrested eight youth activists, Human Rights Watch said today. The youth activists and at least 30 political opposition supporters were detained on or around 16 februari 2016, in connection with a national strike, or \u201cville morte\u201d (dead city), to protest delays in organizing presidential elections. Other activists who supported the \u2018ville morte\u2019 have received text message threats from unknown phone numbers.<\/span><\/p>\n

Militia violence is on the rise in the east, as is ethnic tension within the national army. Most of the two Kivu provinces in Congo-Kinshasa’s troubled east are more peaceful than they were, thanks to neither President Paul Kagame of Rwanda nor President Yoweri Museveni of Uganda providing substantial military support to any rebel group based there \u2013 or not just yet. Some nasty conflicts fester nonetheless, not least just south of Lubero in the ‘Grand Nord’ of North Kivu. These principally feature attacks by militia from the Nande ethnic group on Hutu villages and Hutu militia attacks on Nande villages.<\/p>\n

Speaking at a press conference in Burundi, Mr. Ban said that President Pierre Nkurunziza told him this morning that, among other measures, he will release a list of 1,200 detainees. \u201cThis is an encouraging step,\u201d the UN chief said, emphasizing that he would expect that additional measures should be taken.<\/span><\/p>\n

The Burundian authorities are targeting perceived opponents with increased brutality. Government forces are killing, abducting, torturing, and arbitrarily arresting scores of people at an alarming rate. As the capital, Bujumbura, descends into new levels of lawlessness, patterns of human rights abuses have shifted. Whereas dead bodies on the streets of Bujumbura were a daily occurrence in the second half of 2015, many abuses are now taking place under the radar, with security forces secretly taking people away and refusing to account for them. \u201cThe Burundian police, military, intelligence services, and members of the ruling party\u2019s youth league are using increasingly brutal methods to punish and terrorize perceived opponents,\u201d said Daniel Bekele, Africa director at Human Rights Watch. \u201cGovernment forces and the ruling party are treating suspected opponents with extreme cruelty and viciousness, which could further escalate the violence.\u201d<\/span><\/p>\n

Amid continued violence and a dangerous polarisation between the Burundi government and opposition, a delegation of African Union (AU) heads of state will visit Bujumbura on 25-26 February. Mandated by the recent AU summit and led by South African President Jacob Zuma, the five heads of state need to deliver tough messages to both President Pierre Nkurunziza and the armed opposition. These should include insistence on a credible dialogue outside the country, an end to the armed opposition\u2019s provocative attacks, a halt to impunity and ongoing killings, and respect for the Arusha Peace Agreement that brought an end to the country\u2019s twelve-year civil war.<\/p>\n

Depuis plusieurs ann\u00e9es, la province du Sud-Kivu conna\u00eet des catastrophes naturelles telles que des inondations, des \u00e9rosions et des \u00e9boulements de terrain qui emportent tout sur leur passage. Pour r\u00e9duire les risques de catastrophes naturelles et att\u00e9nuer leurs cons\u00e9quences sur les populations riveraines des sites \u00e0 risques, le Programme alimentaire mondial des Nations Unies (PAM) \u00e0 travers son programme \u00ab Vivres contre travail \u00bb et son partenaire Gorilla Organisation ont mis en place, depuis novembre 2015, un programme de formation en lutte anti\u00e9rosive en faveur des victimes de l’\u00e9rosion et des inondations \u00e0 travers la plantation de certaines esp\u00e8ces d\u2019arbres qui r\u00e9sistent \u00e0 de telles catastrophes.<\/p>\n

Ce nouveau premier tour des l\u00e9gislatives a eu lieu le 14 f\u00e9vrier, en m\u00eame temps que le second tour de la pr\u00e9sidentielle qui a vu la victoire de Faustin Archange Touad\u00e9ra.
