In the Democratic Republic of Congo<\/a>, six people died during violent clashes between Nande and Hutu communities in North Kivu<\/a> on Friday, February 5. In Mukeberwa, Luberu territory, between 15 and 32 people were killed during confrontations between FDLR and Ma\u00ef-Ma\u00ef rebels on Sunday, February 7. The UN High Commissioner for Human Rights is concerned over this prevalence of intercommunal conflict in the province, as over the course of the weekend, at least 21 people died and 40 others were injured in the violence. The governor of North Kivu, Julien Paluku, accused Rwandan FDLR rebels of inciting the conflict. Nevertheless, the FDLR stated that they have no responsibility for the massacre. Both in Opala territory, Tshopo<\/a> province, and Mitwaba, Haut-Katanga<\/a>, fighting between the FARDC and Ma\u00ef-Ma\u00ef elements displaced several hundreds of local residents. In Opala, two rebels and one civilian died in the crossfire. Meanwhile in Ituri<\/a>, the mayor of Bunia stated on Tuesday, February 9, that there have been five armed robberies in one week, presumably perpetrated by bandits that were recently released from prison.<\/p>\n

In the Burundi<\/a>an capital Bujumbura, four to six youngsters were killed by elements of the Republican Forces of Burundi (Forebu) during an attack<\/a> on a police station in Musaga on Friday, February 5. The victims were identified as Imbonerakure, members of the youth league of the ruling party in Burundi. The next day, four civilians died due to three grenade explosions in Kinama. In Gihanga, armed men kidnapped two people and looted the property of several others after ambushing two taxis in the night between Saturday 6 and Sunday 7 February. This Monday, February 8, the fourth decapitated body<\/a> in less than one month was found in the city centre of Bujumbura.<\/p>\n

Civil society groups in Uganda<\/a> continue to express their concerns over raised tensions<\/a> ahead of the elections. The Ugandan police also bought new anti-riot gear to boost security during voting. Meanwhile, the government\u2019s crime preventer programme and its restrictions on media freedom continue to be met with both national and international criticism.<\/p>\n

Over the past week, the Central African Republic<\/a> saw LRA<\/a> elements take dozens of people hostage near Bangassou, only to release them immediately afterwards. The rebel group also killed one man on Saturday and looted local population\u2019s property and food reserves. This Monday, February 8, one of the principal\u00a0commanders of the LRA, Okot Odek, was captured by the FPRC, a faction of the mainly Muslim Seleka militia, and delivered to American soldiers.<\/p>\n

Quinze personnes sont mortes et cinq autres bless\u00e9es, dimanche 7 f\u00e9vrier, dans un accrochage entre les rebelles FDLR et les Ma\u00ef-Ma\u00ef du groupe NDC\/R\u00e9nov\u00e9 de Guidon, \u00e0 Mukeberwa, en territoire de Lubero (Nord-Kivu). Selon l\u2019administrateur du territoire de Lubero, Bokele Joy, les bless\u00e9s ont \u00e9t\u00e9 achemin\u00e9s le m\u00eame dimanche \u00e0 l\u2019h\u00f4pital de Mbwavinywa, situ\u00e9 \u00e0 20 km de Mukeberwa. Le gouverneur du Nord-Kivu, Julien Paluku, accuse les rebelles rwandais des FDLR d\u2019\u00eatre \u00e0 la base des violences observ\u00e9es ces derniers temps entre les communaut\u00e9s Hutu et Nande dans le Sud de Lubero. Il a port\u00e9 ces charges mardi 9 f\u00e9vrier, lors des consultations qu\u2019il a entam\u00e9es \u00e0 Miriki avec ces deux groupements. Selon lui, les rebelles rwandais qui se sont install\u00e9s dans le Sud du territoire de Lubero ont une administration, manipulent ces deux communaut\u00e9s et tentent pour l\u2019instant d\u2019y changer le pouvoir coutumier.<\/span><\/p>\n

Les populations du territoire d\u2019Opala dans la province de la Tshopo fuient des affrontements qui opposent depuis le 31 janvier les Forces arm\u00e9es de la RDC (FARDC) aux rebelles Ma\u00ef-Ma\u00ef dans la localit\u00e9 Yabale-congo. Selon le pr\u00e9sident de la soci\u00e9t\u00e9 civile d\u2019Opala, deux rebelles Ma\u00ef-Ma\u00ef et un civil ont trouv\u00e9 la mort dans les affrontements et les habitants de Yabale et des villages environnants, pris de peur, ont abandonn\u00e9 leurs villages respectifs pour prendre des directions diff\u00e9rentes.<\/span><\/p>\n

Plus de quatre cent-cinquante personnes d\u00e9plac\u00e9es sont enregistr\u00e9es depuis un mois dans le village Lumbwe en territoire de Lubudi. Elles fuient des affrontements entre les Forces arm\u00e9es de la RDC et les Ma\u00ef-Ma\u00ef \u00e0 Mitwaba (Haut-Katanga). La Ligue des femmes pour le d\u00e9veloppement communautaire (Lifedhec) qui a livr\u00e9 ce chiffre, mardi 9 f\u00e9vrier, indique que ces d\u00e9plac\u00e9s sont majoritairement constitu\u00e9s des femmes et des enfants.<\/p>\n

Cinq cas de vols arm\u00e9s ont \u00e9t\u00e9 enregistr\u00e9s en une semaine, a indiqu\u00e9 mardi 9 f\u00e9vrier, le maire de Bunia en Ituri, Ferdinand Fimbo. Le maire de Bunia attribue ce regain d\u2019ins\u00e9curit\u00e9 aux bandits arm\u00e9s r\u00e9cemment lib\u00e9r\u00e9s de la prison centrale de cette ville. Il promet avoir pris des dispositions pour d\u00e9manteler le r\u00e9seau de ces bandits arm\u00e9s. Ces personnes arm\u00e9es ont fait incursion, la nuit derni\u00e8re, au domicile d\u2019un particulier, situ\u00e9 au quartier Lumumba. La m\u00eame nuit, un agent de la Monusco \u00e9tait tomb\u00e9 dans l\u2019embuscade de ces bandits alors qu\u2019il \u00e9tait \u00e0 bord d\u2019une moto avec sa femme en train de retourner \u00e0 la maison.<\/p>\n

Allegations that Rwanda has been recruiting and training Burundian rebels on its territory with the goal of ousting Burundian President Pierre Nkurunziza resurfaced Thursday in a confidential U.N. report. A group of experts monitoring U.N. sanctions implementation in the Democratic Republic of Congo said it had interviewed 18 Burundian fighters in DRC\u2019s South Kivu Province. They all told the experts that \u201cthey had been recruited in the Mahama Refugee Camp in eastern Rwanda in May and June 2015,\u201d and were given two months of military training by instructors who \u201cincluded Rwandan military personnel,\u201d according to the U.N. experts.<\/p>\n

The United Nations wants to send independent forensics experts to Burundi to help authorities investigate allegations of mass graves in the strife-torn country, a senior official said Wednesday. After a government security crackdown in December, witnesses came forward with accounts of at least nine mass graves in and around Bujumbura including one in a military camp where more than 100 bodies were allegedly buried. Corpses were allegedly dumped in grave sites by police who had carried out raids in Bujumbura, arresting and shooting young men in response to a December 11 attack by gunmen on three military barracks.<\/span><\/p>\n

Selon trois personnes qui \u00e9taient sur les lieux, l\u2019attaque a fait 13 bless\u00e9s vite \u00e9vacu\u00e9s \u00e0 l\u2019h\u00f4pital. Deux parmi eux ont succomb\u00e9, ce dimanche.<\/p>\n

Des hommes arm\u00e9s et en tenue militaire ont tendu une embuscade contre 2 taxis dans la nuit de ce samedi \u00e0 dimanche 7 f\u00e9vrier vers 20 heures du soir, c\u2019est sur la RN 5 au niveau de la 8\u00e8me transversale \u00e0 Gihanga. Selon des sources sur place, 2 passagers ont \u00e9t\u00e9 enlev\u00e9s, les autres ont \u00e9t\u00e9 d\u00e9pouill\u00e9s de leurs biens. Il s\u2019agit essentiellement de l\u2019argent, de leurs t\u00e9l\u00e9phones portables, leurs bagages et des marchandises.<\/span><\/p>\n

Des hommes arm\u00e9s non encore identifi\u00e9s ont tendu une embuscade contre une double cabine de l\u2019usine th\u00e9icole de Tora ce dimanche 7 f\u00e9vrier vers 20 heures du soir. C\u2019est dans la commune de Mugamba, au sud du Burundi. Des coups de feu ont \u00e9t\u00e9 \u00e9chang\u00e9s entre ces hommes arm\u00e9s et les militaires qui \u00e9taient \u00e0 bord de ce v\u00e9hicule, il se rendait \u00e0 Matana. Des sources polici\u00e8res parlent d\u2019un \u2019\u2019groupe de bandits arm\u00e9s qui s\u2019est volatilis\u00e9\u2019\u2019 apr\u00e8s leur forfait. Signalons que cette commune du sud du Burundi est, depuis quelques mois, le th\u00e9\u00e2tre d\u2019accrochages entre les forces de l\u2019ordre et des groupes arm\u00e9s. Tout a commenc\u00e9 avec le mouvement de contestation du 3\u00e8me mandat du pr\u00e9sident Nkurunziza.<\/span><\/p>\n

C\u2019est officiel, cette demande de rapatriement de ces trois officiers burundais est contenue dans une note officielle du 5 f\u00e9vrier 2016 sign\u00e9e par le Lieutenant G\u00e9n\u00e9ral Maqsood Ahmed, conseiller au D\u00e9partement des op\u00e9rations de maintien de la paix \u00e0 New York.<\/span><\/p>\n
