News in Brief<\/h1>\n

On Thursday, January 28, the FARDC and MONUSCO officially signed an agreement<\/a> on military cooperation against armed rebel groups in the east of the Democratic Republic of Congo<\/a>. During the last week of January, FARDC soldiers stated that they have driven FDLR rebels out of several localities in Lubero and Walikale territory in North Kivu<\/a>. In Shabunda, Ra\u00efa Mutomboki militiamen ambushed and abducted six civilians on January 30. The next day, armed men attacked a police station in Kalangala, killing three people and injuring three others. In Bondo territory, Bas-U\u00e9l\u00e9<\/a>, presumed LRA rebels settled in Mabia, a mining site that got abandoned by its population since September. Meanwhile in Ituri<\/a>, parliamentarians accuse the FARDC of robbing travellers along several main roads of the province.<\/p>\n

In Burundi<\/a>, grenade attacks<\/a> and extrajudicial killings<\/a> continue to cause panic in Bujumbura. On Thursday January 28, one person was found decapitated in the city centre. On Monday night, two other bodies were discovered in the rural part of the capital and a grenade attack killed one and injured seven others in Buterere quarter. This Wednesday, February 3, eight people were injured during three other grenade attacks in the centre of Bujumbura. On Tuesday, the Burundian police announced the arrest<\/a> of 17 people in an opposition-held quarter of the city. Two of them were foreign journalists, who were released without their equipment after protest from human rights organisations. Burundi was also the main focus of the African Union\u2019s 26th Summit<\/a> in Addis Ababa last weekend. The AU decided not to send the proposed peacekeepers to manage the Burundian crisis. Meanwhile, Amnesty International has confirmed the existence of mass graves<\/a>, where security forces supposedly buried dozens of civilians after the violence last December.<\/p>\n

In Uganda<\/a>, authorities continue to repress anti-government protesters and media<\/a> who give the floor to voices of the opposition. On Sunday, Ugandan police arrested<\/a> General David Sejusa, a former intelligence chief who opposes current President Museveni\u2019s rule. Several government officials have already stated that anyone who will protest or disrupt the upcoming elections will be shot dead<\/a>.<\/p>\n

Meanwhile, the UN Security Council decided to extend the arms trade embargo<\/a> against the Central African Republic<\/a>, despite a call<\/a> by Muslim soldiers for more weapons and ammunition. France also announced<\/a> at the end of January that it considers putting an end to the Sangaris operation in 2016.<\/p>\n

The Forces D\u00e9mocratiques de Lib\u00e9ration du Rwanda (Democratic Forces for the Liberation of Rwanda, FDLR)\u2014including its armed wing, the Forces Combattantes Abacunguzi (Abacunguzi Fighting Forces, FOCA)\u2014is among the most enduring armed groups in the eastern Democratic Republic of the Congo (DRC). Several members of the group\u2019s top leadership are suspected of involvement in the 1994 Rwandan genocide, making the FDLR\u2019s continued presence in the DRC a recurring point of contention between Kinshasa and Kigali and a source of tensions for the Great Lakes region as a whole. The \u201ccycle of misery\u201d is continuing in eastern Democratic Republic of the Congo (DRC) three years after a major rebel offensive was defeated by United Nations and Government forces in North Kivu, as now, armed militia and rebel groups are again targeting the region for violence and putting thousands of civilians on the run, the UN refugee agency reported today. \u201cIn the latest major forced mass movement, more than 21,000 people had fled from Miriki village and surrounding areas in North Kivu’s Lubero Territory on 7 January after the killing of at least 14 people in a night raid by suspected Democratic Forces for the Liberation of Rwanda (FDLR),\u201d Leo Dobbs, spokesperson for the Office of the UN High Commissioner for Refugees (UNHCR), told journalists in Geneva during a briefing.<\/span><\/p>\n

Deux infirmiers faisaient partie du groupe. Des hommes arm\u00e9s ont attaqu\u00e9 dimanche 31 janvier un poste de police situ\u00e9 au village Kalangala dans le groupement Mufunyi Karuba (Nord-Kivu). Ils y ont tu\u00e9 trois personnes et bless\u00e9 trois autres, selon des sources locales. Des sources administratives font pourtant \u00e9tat de deux morts dont un policier. Les habitants du village d\u00e9plorent les attaques arm\u00e9es, devenues r\u00e9currentes dans cette zone.<\/span><\/p>\n

Un homme est accus\u00e9 d\u2019avoir tu\u00e9 son ami par d\u00e9capitation samedi 30 janvier dans la cit\u00e9 de Mbanza-Ngungu au Kongo-Central. Il a \u00e9t\u00e9 arr\u00eat\u00e9, pr\u00e9cise l\u2019officier de police judiciaire au parquet g\u00e9n\u00e9ral de Mbanza-Ngungu. Cette source indique que les deux hommes se seraient disput\u00e9s pour une somme de 880 000 francs congolais (947,33 USD), obtenue apr\u00e8s la vente des produits vivriers. La victime aurait utilis\u00e9 l\u2019argent pour se marier et acheter une moto sans donner \u00e0 son ami la part qui lui revenait. Ce qui aurait conduit son ami \u00e0 le d\u00e9capiter.<\/span><\/p>\n

Rwanda National Police has revealed that the arrest of a terrorism suspect, Muhammad Mugemangango-who was recently shot dead by police in an attempted escape-led them to a number of suspects who are currently in police custody, while others are still at large. Munyengango, 39, was shot shot dead on January 24, when he jumped off a police vehicle in what is believed to have been a suicidal escape attempt, according to Police.<\/p>\n

Son cadavre a \u00e9t\u00e9 d\u00e9couvert dans la matin\u00e9e de ce jeudi 28 janvier dans les environs du si\u00e8ge de la banque \u2019\u2019Ecobank\u2019\u2019. Selon des t\u00e9moins, il s\u2019agit d\u2019une sentinelle, il passait la nuit derri\u00e8re des kiosques et partageait cette vie de mis\u00e8re avec des enfants de la rue. Certains parmi eux sont des jeunes gens. D\u2019apr\u00e8s ces t\u00e9moins, le corps de ce veilleur de nuit gisait dans une mare de sang, sa t\u00eate ne tenait plus que par un lambeau de chair. D\u2019autres sources indiquent que cette sentinelle \u00e9tait ivre mort.<\/span><\/p>\n

Bujumbura rural: 2 demi-fr\u00e8res tu\u00e9s \u00e0 Ruyaga<\/span><\/a><\/u><\/span> | 2 February 2016 | IWACU<\/span><\/p>\n

Deux demi-fr\u00e8res, Faustin Uwingabire, 15 ans et Landry Niyokwizera, 14 ans, ont \u00e9t\u00e9 assassin\u00e9s par balles dans la nuit de ce lundi 01 f\u00e9vrier \u00e0 Ruyaga en commune Kanyosha. C\u2019\u00e9tait vers 19 heures et demie. Les auteurs de ce double assassinat ne sont pas encore connus. Selon des sources contact\u00e9es \u00e0 Ruyaga, quand les parents de ces deux adolescents qui tiennent une boutique \u00e0 Kamesa, rentraient, ils ont crois\u00e9 sur leur chemin les bourreaux de leurs enfants: deux hommes arm\u00e9s. Le premier portait un fusil et le deuxi\u00e8me une machette. Ils ont directement ouvert le feu sur ce couple et le p\u00e8re de ces deux jeunes hommes tu\u00e9s a \u00e9t\u00e9 bless\u00e9 gri\u00e8vement. Son beau-fr\u00e8re venu le secourir a \u00e9galement re\u00e7u une balle. La police confirme cette information et affirme que des enqu\u00eates sont en cours pour d\u00e9terminer les auteurs de ces crimes.<\/span><\/p>\n

La police burundaise a annonc\u00e9 jeudi soir l’arrestation de 17 personnes dont Jean-Philippe R\u00e9my et Phil Moore, deux journalistes \u00e9trangers, dans un quartier contestataire de Bujumbura. Tard dans la nuit de jeudi 28 au vendredi 29 janvier, le minist\u00e8re burundais de la S\u00e9curit\u00e9 publique a confirm\u00e9 l\u2019arrestation de 17 personnes dont deux journalistes \u00e9trangers \u00e0 Nyakabiga, l\u2019un des quartiers contestataires de Bujumbura. \u00ab Ces deux \u00e9trangers ont \u00e9t\u00e9 arr\u00eat\u00e9s en compagnie d\u2019un groupe de criminels arm\u00e9s \u00bb, a d\u00e9clar\u00e9 le minist\u00e8re dans un communiqu\u00e9. Tous les deux d\u00e9tenaient une accr\u00e9ditation de journaliste, selon les autorit\u00e9s burundaises.<\/span><\/p>\n

On Jan. 12, portfolio minister Louise Munga Mesozi and mines minister Martin Kabwelulu, who have the final say at MIBA, appointed a new management team. A troika made up of Adalbert Otshomapita, an auditing expert, Agnes Kabongo, an economist, and Octavie Mulaya, a lawyer, replaced the trio consisting of Mbaya Tshiakany, Celestin Bulabula and Jacquy Prosper Ngandu.<\/p>\n

A meeting organized by Banro Corporation at the end of November (AMI 359) seems to have soothed tempers at the Mushinga mining site near Mukungwe. China’s CNMC already plans to build two plants in Katanga and has other projects up his sleeve. The China Nonferrous Metal Mining (Group) Co (CNMC), listed in Hong Kong, signed a memorandum of understanding in mid-January with state-owned Gecamines to build two metallurgical works. The biggest will be constructed on the grounds of the Deziwa copper mine (80,000 t\/year) and the other, at Kambove, is to turn out 35,000 tons.<\/p>\n

A farm-out contract for diamonds on the Sankura River between state-own MIBA (Miniere de Bakwanga) and Mercure Resources, a firm owned by Chinese billionaire Wang Bin (AMI 352) appears doomed. After the deal was modified to MIBA\u2019s advantage and several letters were sent to Mercure enjoining it sign the contract, no response was forthcoming. As a result, MIBA decided to break off negotiations with Mercure, which is having other headaches with government authorities in the Ituri region where it extracts gold and diamonds.<\/p>\n

Production at the Kibali gold mine in 2015 ought to have topped the 600,000 oz mark that had previously been predicted. The exact figure will be known on Feb. 8. The success of Kibali Gold Mine, a subsidiary of Randgold Resources in the gold belt in eastern DRC, has prompted the group\u2019s boss, Mark Bristow, to beef up Randgold\u2019s presence there. He has forged several joint ventures over the past quarter, doubling the company\u2019s operations perimeter: it now amounts to 6,539 sq.km.<\/p>\n

Among them figure \u201can audit of farm-out and partnership contracts signed with state-owned mining companies,\u201d that could lead to the cancellation of some contracts and a tougher policy with regards granting waivers and exonerations. The other measures include tightening controls at borders to curb smuggling of precious goods as well as a systematic checks on the quality and amount of investments in the mining sector.<\/span><\/p>\n
