On January 19, demonstrations<\/a> took place in several provinces of the Democratic Republic of Congo<\/a>, to commemorate the victims of the 2015 riots against an attempt to change the electoral law, exactly one year ago. Thousands of people took to the streets in Bukavu and several hundreds in Lubumbashi, while in the capital Kinshasa, police prevented demonstrations by arresting protesters. The United Nations expressed their concern<\/a> over the security situation in the country, which they fear will deteriorate ahead of the upcoming elections.<\/p>\n

Last week, on January 13, presumed ADF rebels killed four Congolese soldiers during an attack in Beni territory, North Kivu<\/a>. That same day, nine people were injured when the FARDC opened fire at civilians in a minerals trading centre in Rubaya, 60 km west of Goma. 200 km north of Goma, civil society in Kirumba reports a heightened insecurity in their area, with abductions, killings and pillaging perpetrated against the population by local and foreign armed militias. After the Miriki attacks at the beginning of this month, the Congolese army launched military operations against these rebel groups in Lubero territory. Infiltration by foreign rebels also continues to cause security concerns in Uvira and Kalehe territory, South Kivu<\/a>. In Shabunda territory, the Congolese army occupies the mining village of Kamulila in order to repel armed groups who attempt to control the area. This Monday, the FARDC killed four FRPI militia members during an attack in Irumu territory, Ituri <\/a>province.<\/p>\n

In Burundi<\/a>, evidence of extrajudicial killings<\/a> continues to surface in Bujumbura. On Monday, January 18, three people were killed in the 6eme Avenue in Bwiza. The next day, the bodies of two people, who had disappeared since Sunday, were found in Kivoga. Meanwhile, the United Nations denounced<\/a> the prevalence of cases of sexual violence, torture and killings by Burundian security forces. The organisation called for an urgent investigation into the mid-December events and the reported existence of at least nine mass graves.<\/p>\n

In Uganda<\/a>, criminal gangs have been targeting<\/a> police officers. Over the past three weeks, two policemen were killed in Luwero district. Last week, one police officer was murdered and two others were injured in three separate incidents in Kampala. Meanwhile, human rights organisations continue to condemn the Ugandan government\u2019s crime preventer programme and a lack of media freedom<\/a>.<\/p>\n

The Central African Republic<\/a> saw several attacks by Lord\u2019s Resistance Army<\/a> elements in the east of the country on Tuesday, January 19. Militia members injured four civilians and abducted several others in Bria, while in Z\u00e9mio, the militia kidnapped and released ten people. A day earlier, January 18, one MINUSCA peacekeeper<\/a> was shot while guarding the Data Processing Centre of the National Electoral Authority in the capital Bangui.<\/p>\n

Yet these presumed \u2018wives\u2019 are forced to survive in or on the periphery of the combat zones, concealing their identity while using their affiliation to armed groups as a source of survival. This study, which was conducted in eastern DRC, shows that many of the women are less dependent on their partners than is generally presumed, and that their spousal relationships often become a survival mechanism.<\/span><\/p>\n

Selon le porte-parole des op\u00e9rations Sokola 1, lieutenant Mak Hazukay, sept militaires \u00e9taient gri\u00e8vement bless\u00e9s au cours de l\u2019attaque. Quatre ont succomb\u00e9 \u00e0 leurs blessures ce jeudi dans la matin\u00e9e. Pour le lieutenant Mak Hazukay, deux assaillants ont \u00e9t\u00e9 tu\u00e9s. La soci\u00e9t\u00e9 civile de Kirumba d\u00e9nonce la mont\u00e9e de l\u2019ins\u00e9curit\u00e9 dans cette cit\u00e9, situ\u00e9e \u00e0 200 km au Nord de Goma (Nord-Kivu). Cette structure dit avoir recens\u00e9, en deux semaines, les cas d\u2019enl\u00e8vements, tueries et vols dans cette partie du Nord-Kivu, o\u00f9 les FARDC m\u00e8nent des op\u00e9rations contre les groupes arm\u00e9s locaux et \u00e9trangers. Dans la nuit du 14 au 15 janvier, des hommes arm\u00e9s ont pill\u00e9 une dizaine de maisons dans le quartier Kinawa, dans la cit\u00e9 de Kirumba, o\u00f9 ils ont emport\u00e9 de petits b\u00e9tails et autres biens de la population. Un jour avant, des hommes arm\u00e9s avaient \u00e9galement kidnapp\u00e9 un homme r\u00e9pondant au nom de Bobozo, apr\u00e8s avoir fait incursion dans son domicile, situ\u00e9 au quartier Kisimba, dans la m\u00eame cit\u00e9.<\/span><\/p>\n

La situation s\u00e9curitaire, sociale et humanitaire reste pr\u00e9caire \u00e0 Miriki, huit jours apr\u00e8s les tueries des dix-huit civils par les hommes arm\u00e9s dans cette localit\u00e9 situ\u00e9e au sud du territoire de Lubero (Nord-Kivu). Selon l\u2019administrateur du territoire qui s\u2019est exprim\u00e9, vendredi 15 janvier \u00e0 Radio Okapi, au moins neuf cent familles de d\u00e9plac\u00e9s sont dans le camp de Miriki. Ces d\u00e9plac\u00e9s vivent sans assistance, de suite de la m\u00e9fiance de la population locale \u00e0 leur \u00e9gard. La cohabitation entre les communaut\u00e9s locales et les d\u00e9plac\u00e9s reste tr\u00e8s conflictuel depuis quelques semaines \u00e0 Miriki.<\/span><\/p>\n

Des groupes arm\u00e9s locaux et \u00e9trangers fuient les attaques lanc\u00e9es contre eux par l\u2019arm\u00e9e dans le territoire de Lubero (Nord-Kivu). L\u2019administrateur de ce territoire, Bokele Joy, a affirm\u00e9 mardi 19 janvier que des miliciens et des rebelles ont quitt\u00e9 les r\u00e9gions de Miriki et Mbwavinywa o\u00f9 les militaires m\u00e8nent cette traque et se dirigent vers les localit\u00e9s de Kamandi et Bunyatenge. La population locale souhaite que les op\u00e9rations de l\u2019arm\u00e9e s\u2019\u00e9tendent dans tout le territoire de Lubero pour neutraliser ces hommes arm\u00e9s.<\/span><\/p>\n

M\u00e9decins Sans Fronti\u00e8res (MSF) announces today the closure of its project in Mweso, Masisi territory, North Kivu Province, Democratic Republic of Congo, after armed actors attacked one of our convoys and abducted two of our staff members from 15-16 December 2016. \u201cWe\u2019ve been forced to take this painful decision because our staff cannot continue to work in a situation where they are targeted or attacked,\u201d says Annemarie Loof, MSF Operational Manager in Amsterdam. \u201cAfter the incident, we were hopeful that we could resolve the situation, and asked everyone we know to work with us to ensure that everything that was taken from us during the incident was returned to MSF, and that we receive new security assurances from all actors present in the region. The Congolese army has undertaken a symbolic occupation of the village of Kamulila in the Baliga area some 40 km from Kigulube in the huge territory of Shabunda in South Kivu. The exercise is aimed at regaining control over armed groups like the Raia Mutomboki who were initially self-defence groups but morphed into a militia force that now roams the territory, sowing disorder and terrorizing and robbing small-scale miners. As for the diggers, they have been compelled to move into this more isolated area because of a sudden move by the government in early 2015 to ban mining operations of any type along the Ulindi River in the Shabunda region. Radioactive ore like has reportedly been found in the area.<\/p>\n
