News in Brief<\/h1>\n

In Burundi<\/a>, unidentified assailants attacked<\/a> several military camps in the capital Bujumbura last Friday, December 11. According to the army, 87 people died, 79 of whom were labelled as \u2018enemies\u2019. According to local witnesses, however, dozens of innocent victims \u2013 hands bound behind their backs \u2013 were executed by security forces. The United Nations and human rights organisations are calling for an independent investigation into the events. Tensions<\/a> also flared between Burundi and Rwanda last week, when Burundian officials accused Rwanda of recruiting and training refugees and aiding rebels to fight against the Burundian government.<\/p>\n

This week, a report by Human Rights Watch drew attention to a marked prevalence of kidnappings<\/a> in the eastern part of the Democratic Republic of Congo<\/a>. According to the NGO, at least 175 people have been abducted for ransom over the past year by armed groups. The Congo-based human rights NGO Asadho also released a communication last week, stating that in 2015, 350 people were killed by machetes and gunfire in Beni territory, North Kivu<\/a>. Last Sunday, December 13, ADF rebels attacked Oicha, killing at least one person before being repelled by the Congolese army. The insecure situation moved civil society in Beni territory to call a halt to all activities on Monday. In South Kivu<\/a>, inhabitants of Katanga village fled from nightly attacks by armed assailants last Wednesday. Two people were killed and eight houses burnt down. Meanwhile, the FARDC and MONUSCO have been targeting FRPI posts in several villages in the Semuliki valley, Ituri<\/a>.<\/p>\n

In Uganda<\/a>, the upcoming elections continue to spark violence<\/a> between supporters of the ruling NRM party and followers of independent and opposition candidates. On Sunday, independent candidate Mbabazi\u2019s security team clashed with NRM supporters, after Mbabazi\u2019s vehicle was hit by a stone. Inspector General Kayihura says there will be an investigation into why the police failed to prevent the chaos.<\/p>\n

Meanwhile, the Central African Republic<\/a> saw violence over its constitutional referendum<\/a> on Sunday, December 13. Five people were killed and at least 20 others injured in Bangui, when supporters and opponents of the referendum exchanged gunfire. The unrest mainly concentrated around the Muslim quarter PK5, where voting was extended to Monday. In the north of the\u00a0country, FPRC leader Noureddine Adam<\/a> declared the territory under his control as an autonomous state, rejecting any national elections.<\/p>\n

Officials in Burundi say refugees in neighboring Rwanda are being recruited to fight against the Burundian government – and they accuse Rwanda of aiding the rebels. The allegation heightens regional tensions as political violence in Burundi escalates. Burundian presidential adviser Willy Nyamitwe told VOA his government has proof that Burundian refugees have been recruited into armed groups – and he was quick to name the suspected culprit. \u201cWe have evidence that people are being trained in Rwanda. Some persons who came to attack Burundi last July, that have been caught by the army, they revealed that they have been trained in Rwanda. And all the plotters, the coup plotters, those who attempted the coup last May, when they run away, they went in Rwanda. So we do believe that people are being trained in Rwanda, as well as weapons that are coming from Rwanda,\u201d he said.<\/p>\n

At least 175 people have been kidnapped for ransom during 2015 in the Democratic Republic of Congo, Human Rights Watch said today. Former and current members of armed groups appear responsible for many of the kidnappings. The vast majority of the cases documented by Human Rights Watch were in Rutshuru territory, North Kivu province, in the eastern part of the country. At least three hostages were killed while another was fatally shot in a kidnapping attempt. One remains missing. Nearly all hostages were released after relatives or employers paid ransom. Twenty of the victims were Congolese and international aid workers. \u201cThe alarming increase in kidnappings is a grave threat to the people of eastern Congo,\u201d said Ida Sawyer, senior Africa researcher at Human Rights Watch. \u201cCongolese authorities should urgently establish a special police unit to help rescue hostages and investigate and prosecute those responsible.\u201d<\/span><\/p>\n

Elle a pris cette d\u00e9cision pour protester contre l\u2019ins\u00e9curit\u00e9 persistance dans cette partie du Nord-Kivu. M\u00eame l\u2019h\u00f4pital d\u2019Oicha, d\u2019une capacit\u00e9 de 500 malades, ne fonctionne plus. Les infirmiers et m\u00e9decins sont rentr\u00e9s chez eux et les malades ont \u00e9t\u00e9 renvoy\u00e9s dans leurs familles. Plusieurs activit\u00e9s sont paralys\u00e9es depuis lundi 14 d\u00e9cembre \u00e0 Oicha et dans le secteur de Beni-Mbau au Nord-Kivu. La soci\u00e9t\u00e9 civile locale y a d\u00e9cr\u00e9t\u00e9 des journ\u00e9es \u00ab ville morte illimit\u00e9es \u00bb pour protester contre l\u2019ins\u00e9curit\u00e9 \u00e0 Beni. L\u2019h\u00f4pital g\u00e9n\u00e9ral de r\u00e9f\u00e9rence de la cit\u00e9 d\u2019Oicha et tous les centres hospitaliers de la r\u00e9gion fonctionnent au ralenti. Seuls les malades dont l\u2019\u00e9tat de sant\u00e9 est tr\u00e8s pr\u00e9caire sont pris en en charge, indiquent des sources locales. Les autres malades se rendraient \u00e0 la ville de Beni, situ\u00e9e \u00e0 une trentaine des kilom\u00e8tres de la cit\u00e9 d\u2019Oicha, \u00e0 la ville de Bunia en Ituri pour se faire soigner.<\/span><\/p>\n

<\/a>South Kivu<\/b><\/p>\n

Sud-Kivu: la localit\u00e9 de Katanga vid\u00e9e de ses habitants<\/span><\/a><\/u><\/span> | 10 December 2015 | Radio Okapi<\/span><\/p>\n

Les habitants de la localit\u00e9 de Katanga, \u00e0 11 kilom\u00e8tres de Baraka \u00e0 Fizi au Sud-Kivu, ont abandonn\u00e9 leurs habitations depuis mercredi 9 d\u00e9cembre. Ils fuient des attaques nocturnes perp\u00e9tr\u00e9es par des hommes arm\u00e9es dans cette r\u00e9gion pour trouver refuge \u00e0 Baraka. Ces d\u00e9plac\u00e9s venus par centaines \u00e0 Baraka ont signal\u00e9 des cas des pillages des biens des habitants de Katanga et des meurtres sans donner plus de pr\u00e9cisions. La soci\u00e9t\u00e9 civile locale confirme ces atrocit\u00e9s et \u00e9voque deux morts et huit maisons incendi\u00e9es lors de ces attaques.<\/span><\/p>\n

Les Forces arm\u00e9es de la R\u00e9publique d\u00e9mocratique du Congo (FARDC) et les casques Bleus de la Monusco attaquent depuis environ une semaine les positions des miliciens FRPI dans les localit\u00e9s de Mukato, Mabili, Tchanda et Avelulu dans la vall\u00e9e de Semuliki en Ituri. Ces miliciens se seraient retranch\u00e9s dans cette vall\u00e9e, ont indiqu\u00e9 mardi 15 d\u00e9cembre les repr\u00e9sentants de la soci\u00e9t\u00e9 civile locale. Ces op\u00e9rations sont destin\u00e9es \u00e0 traquer ces miliciens et \u00e0 les \u00e9radiquer dans la r\u00e9gion, a pr\u00e9cis\u00e9 le G\u00e9n\u00e9ral Jean-Pierre Bongwangela, commandant de la 32e r\u00e9gion militaire. Sur le terrain, ces op\u00e9rations sont men\u00e9es par l\u2019arm\u00e9e congolaise au sol avec l\u2019appui a\u00e9rien des h\u00e9licopt\u00e8res de combat de la Monusco.<\/p>\n

Un groupe de bandits a \u00e9gorg\u00e9 samedi 12 d\u00e9cembre un enseignant du territoire Lwebo dans une for\u00eat entre les villages Kampelenge et Tshialupemba \u00e0 160 kms de Djokopunda, dans la province du Kasa\u00ef. Un de ses coll\u00e8gues de l\u2019\u00e9cole primaire Tshiadi indique que la victime revenait de la Sous-Division de Lwebo II Djokopunda, o\u00f9 elle \u00e9tait all\u00e9e retirer les salaires du mois de novembre. Pour \u00e9viter l\u2019arr\u00eat des cours lorsque tous les enseignants vont toucher leurs salaires \u00e0 Djokopunda, l\u2019\u00e9cole primaire Tshiadi a mandat\u00e9 un seul enseignant qui devrait \u00e0 cet effet effectuer pr\u00e8s de 300 kms \u00e0 pied. Les sources locales indiquent que cet enseignant a \u00e9t\u00e9 intercept\u00e9, sur son chemin de retour, par un groupe d\u2019assaillants dans un bosquet. Ses bourreaux l\u2019ont \u00e9gorg\u00e9 et ont coup\u00e9 ses pieds. Ils ont brul\u00e9 son corps et ont emport\u00e9 les salaires de dix enseignants et celui du directeur de l\u2019\u00e9cole, renseignent les m\u00eames sources.<\/span><\/p>\n

Police, yesterday, paraded three men arrested in connection with murder and armed robbery. The suspects, Jean Baptiste Semakamba, Eugene Musafiri and Florien Munyaneza are alleged to have shot dead Ismael Bisengimana, a member of District Administrative Security Support Organ (DASSO), as he attempted to stop them from robbing a motorcycle from Nuha Harindintwari, a taxi-moto operator. The incident happened on December 7, in Kacyiru Sector, Gasabo District. Harindintwari, who was shot in the chest, is currently admitted at Kacyiru Police Hospital, according to Police.<\/span><\/p>\n

Burundi has been in turmoil since April when President Pierre Nkurunziza announced he would seek a third term.
