Meanwhile, the <a href=\"#UNHCR\">UNHCR<\/a> office has condemned continuing abuses by Ugandan police against opposition members, calling for investigations into and accountability for perpetrators.<\/p>\n<p>In <a href=\"#NK\">North Kivu<\/a>, ADF rebels reportedly killed a woman, injured three soldiers and abducted two others in Oicha. Earlier this week, Minister for Decentralisation, Salomon Banamuhere, and provincial governor, Julien Paluku, visited Oicha to inquire about the local security conditions, concluding that the military was in control of the situation. Nevertheless, a sense of insecurity persists in Beni, with transporters asking the Congolese army to escort their vehicles on the Oicha-Luna axis, and civil society calling upon the population not to pay their taxes in protest against the security situation. In Rutshuru territory, several robberies and kidnappings have been attributed to 34 prisoners, who escaped from jail on October 9. Meanwhile in <a href=\"#PO\">Province Orientale<\/a>, four Doctors Without Borders (MSF) personnel were robbed and assaulted by armed FRPI militiamen in Walendu Bindi. In Haut Uele, the population is said to live in fear due to LRA activities in the area. Last weekend, FARDC general Emmanuel \u201cKakolele\u201d Bwahambele, accused of organising armed Ma\u00ef-Ma\u00ef groupings, was arrested and transferred to the capital. In <a href=\"#K\">Kinshasa<\/a>, a group of armed men attacked the residence of opposition member Mo\u00efse Moni Della (RCDN), terrorising his family and children.<\/p>\n<p><a href=\"#Burundi\">Burundi<\/a>\u2019s opposition also continues to be the target of assaults. On October 17, the body of opposition member <a href=\"#CU\">Charlotte Umugwaneza<\/a> (MSD) was found near Gikoma river, after she had disappeared a day earlier. Several other <a href=\"#EK\">extrajudicial killings<\/a> were reported in Bujumbura and Bubanza province. One officer was killed and another injured, when armed men attacked a police post in Musaga. Meanwhile, opposition members in <a href=\"#Uganda\">Uganda<\/a> continue to experience <a href=\"#police brutality\">abuse<\/a> from national police ahead of the 2016 elections. Last week, key figures of the Forum for Democratic Change (FDC) party were arrested and journalists, who reported on their activities, beaten.<\/p>\n<p>Violence erupted again last week in the <a href=\"#CAR\">Central African<\/a> capital, Bangui. On Thursday, three people were killed and a dozen others injured during clashes between PK5 and anti-balaka militias. Kalonda, accusant tout comme lui les rebelles ougandais musulmans des Forces d\u00e9mocratiques alli\u00e9es (ADF) d&#8217;\u00eatre responsables de l&#8217;attaque.
