In light of the International Peace Day on September 21, head of MONUSCO Martin Kobler has expressed his belief that durable peace in DRC is achievable. At the end of his term, he states to be satisfied with the mission\u2019s accomplishments. Meanwhile, MINUSCA investigates allegations of sexual abuse by peacekeepers in CAR, announcing a zero-tolerance policy.<\/p>\n

Last week, North Kivu<\/a><\/span><\/span> saw the arrest of six suspected bandits in Butembo, 280 km from Goma. Meanwhile, a human rights NGO deplores increasing attacks against civilians and military posts in Beni. In Province Orientale<\/a><\/span><\/span>, three people died in Mambasa territory, when two military groups opened fire after mistaking each other for highway robbers. FRPI members attacked several villages in the south of Irumu territory on Sunday night, firing shots and looting the population\u2019s property. In Katanga<\/a><\/span><\/span>, riot police violently dispersed a demonstration against the postponement of the 2016 elections in Lubumbashi. Two opponents and a journalist were arrested. Meanwhile inhabitants of Shindaika, near Lubumbashi, state that soldiers are forcing them to pay money for crossing barriers they erected in nearby villages. The authorities of Manono territory on the other hand, report to be satisfied that armed militias are no longer operational there, thanks to MONUSCO\u2019s \u2018Island of Stability\u2019-project. A joint delegation of MONUSCO and DRC security forces also installed peace committees between Bantus and Pygmies in the area.<\/p>\n

In Burundi<\/a><\/span><\/span>, police carried out a series of searches after two nights of grenade explosions, seizing several arms and military equipment and arresting three suspects. Residents along the Nyabagere north of Bujumbura are concerned, as for the fifth time this month, a tied-up corpse was found in the river. In Ngaraga, a barber was killed and two of his clients gravely injured, when gunmen arrived by pick-up and started shooting. Unidentified assailants also killed a man in Uganda<\/a><\/span><\/span> last week, at a victory party organised by a National Resistance Movement (NRM) chairperson in Lugusulu. In the meantime, land disputes between government authorities and local population rage in Amuru and Lira. Furthermore, Uganda mourns General Aronda Nyakairima, who died on September 12. Although the official cause of death is heart failure, conspiracy theories are omnipresent in Ugandan media. In CAR<\/a><\/span><\/span>, armed Anti-Balaka members released 15 prisoners during demonstrations in Gobongo and PK 12. A gendarmerie commander was hit by a bullet during the attack and admitted to the hospital.<\/p>\n

Il l\u2019a dit mercredi 23 septembre au cours de sa derni\u00e8re conf\u00e9rence de presse hebdomadaire des Nations Unies . Il quitte la RDC avec un sentiment de satisfaction, de fiert\u00e9 mais aussi de frustration. Le chef de la Monusco se dit profond\u00e9ment satisfait des r\u00e9sultats obtenus dans le cadre de la pacification et de la stabilisation de l’Est de la RDC.<\/p>\n

La police du Nord-Kivu a arr\u00eat\u00e9 mercredi 16 septembre six pr\u00e9sum\u00e9s bandits arm\u00e9s dans la ville de Butembo, situ\u00e9e \u00e0 280 km de Goma (Nord-Kivu). Selon Valerien Mbalutwirandi, les personnes arr\u00eat\u00e9es seraient des criminels de haut niveau. Ils d\u00e9tenaient sur eux des armes blanches au moment de leur interpellation. Le ministre provincial de l’Int\u00e9rieur au Nord-Kivu, Val\u00e9rien Mbalutwirandi, qualifie ces bandits de v\u00e9ritables criminels, auteurs de l’ins\u00e9curit\u00e9 et des assassinats des civils dans cette partie de la province. Pour sa part, le maire de Butembo, Sikuly Uvaska Makala, appelle la population \u00e0 se d\u00e9solidariser des criminels pour faciliter leur neuralisation.<\/p>\n

La Convention pour le respect des droits de l’homme d\u00e9plore la multiplication des attaques contre les civils et les positions de l’arm\u00e9e congolaise dans le territoire de Beni au Nord-Kivu. Le coordonnateur de cette ONG regrette qu’aucune mesure n’ait \u00e9t\u00e9 prise alors que ces attaques sont enregistr\u00e9es dans des zones militaris\u00e9es.<\/p>\n

Ituri: accrochage entre militaires, 3 morts \u00e0 Bandegaido<\/span><\/a><\/span><\/span> | 19 September 2015 | Radio Okapi<\/span><\/p>\n

Trois personnes ont \u00e9t\u00e9 tu\u00e9es \u00e0 la suite d’un accrochage, survenu jeudi 17 septembre, \u00e0 Bandegaido, en territoire de Mambasa (Ituri). Des t\u00e9moins affirment que parmi les victimes, il y a un militaire et un policier, succomb\u00e9s de leur blessure apr\u00e8s avoir \u00e9t\u00e9 admis dans un h\u00f4pital de la place. Selon les m\u00eames sources, ces militaires, venus \u00e0 la rescousse d’un commer\u00e7ant d\u00e9pouill\u00e9, se sont confondus aux coupeurs de route avant de s’\u00e9changer des tirs. Le premier groupe de militaires est venu de la localit\u00e9 d’Adusa vers Bandegaido sur la route n\u00b0 4 tandis que le second groupe faisait partie de passagers d’un mini bus en provenance de PK 51. Les deux groupes se sont rencontr\u00e9s au lieu, o\u00f9 les coupeurs de route avaient commis leur forfait et ils se sont \u00e9chang\u00e9s des tirs pendant que ces malfaiteurs s’\u00e9taient d\u00e9j\u00e0 retir\u00e9s dans la brousse.<\/p>\n

Plusieurs villages dans le sud du territoire d’Irumu ont \u00e9t\u00e9 victimes d’exactions d’hommes arm\u00e9s identifi\u00e9s aux miliciens de la Force de r\u00e9sistance patriotique de l’Ituri (FRPI) dans la nuit de dimanche \u00e0 lundi, ont rapport\u00e9 des acteurs de la soci\u00e9t\u00e9 civile locale mardi 22 septembre. Selon eux, ces bandits arm\u00e9s ont tir\u00e9 des coups de feu avant de se livrer aux pillages des biens des habitants. Ils d\u00e9plorent l’absence des FARDC dans plusieurs localit\u00e9s. De son c\u00f4t\u00e9, l’arm\u00e9e a promis de mettre fin \u00e0 l’activisme des miliciens dans la r\u00e9gion. Les villages touch\u00e9s par les nouvelles exactions des miliciens sont Aveba Mdogo et Bunga dans le groupement d’Alingba ainsi que Mbise et Zitono, \u00e0 une soixantaine de kilom\u00e8tres au sud de Bunia.<\/p>\n

Katanga<\/b><\/p>\n

Lubumbashi: les policiers ont encercl\u00e9 l’Eglise que fr\u00e9quente Kyungu Wa Kumwanza<\/span><\/a><\/span><\/span> | 20 September 2015 | Radio Okapi<\/span><\/p>\n

Un important dispositif policier a \u00e9t\u00e9 d\u00e9ploy\u00e9 dimanche 20 septembre dans la matin\u00e9e aux alentours de la basilique Sainte Marie de la commune de la Kenya \u00e0 Lubumbashi. Selon des t\u00e9moins, des policiers \u00e9taient visibles autour de cette \u00e9glise pendant que Kyungu wa Kumwanza, pr\u00e9sident de l’Union nationale de f\u00e9d\u00e9ralistes du Congo (Unafec), s’y trouvait pour la pri\u00e8re. Tous les policiers \u00e9taient arm\u00e9s. Certains \u00e9taient \u00e0 pieds et d’autres \u00e0 bord d’un v\u00e9hicule. Ils ont quitt\u00e9 la basilique Sainte Marie, apr\u00e8s l’avoir encercl\u00e9e pendant quelques temps. Kyungu wa Munwanza est sorti quelques temps apr\u00e8s de l’Eglise, sous les applaudissements des membres de son parti. Pour lui, l’objectif de ce d\u00e9ploiement du dispositif des policiers \u00e9tait de l’emp\u00eacher de rejoindre le si\u00e8ge de son parti qui se trouve non loin de l’\u00e9glise, car il avait pr\u00e9vu d’y rencontrer ses partisans.<\/p>\n

Manono: la s\u00e9curit\u00e9 revient \u00e0 Mpiana avec l\u2019aide de la Monusco<\/span><\/a><\/span><\/span> | 22 September 2015 | Radio Okapi<\/span><\/p>\n

Les autorit\u00e9s du territoire de Manono, province du Tanganyika, ont affirm\u00e9, samedi 19 septembre, que les groupes arm\u00e9s ne sont plus op\u00e9rationnels, et la vie a repris son cours normal dans la zone de Mpiana autrefois en proie aux exactions des miliciens. L\u2019administrateur du territoire de Manono reconnait que les populations regagnent les villages environnant Mpiana ainsi que les zones autrefois difficiles d\u2019acc\u00e8s. Des r\u00e9sultats \u00e0 mettre sur le compte du projet \u00ab \u00eelot de stabilit\u00e9 \u00bb de Manono initi\u00e9 par la Monusco. Gr\u00e2ce \u00e0 ce projet, trois sous-commissariats de Police Nationale Congolaise (PNC) ont \u00e9t\u00e9 install\u00e9s en plus de sept que comptait le secteur de Manono I.<\/p>\n

Tanganyika: installation des comit\u00e9s de paix entre bantous et pygm\u00e9es<\/span><\/a><\/span><\/span> | 22 September 2015 | Radio Okapi<\/span><\/p>\n

La d\u00e9l\u00e9gation mixte Monusco-Services de s\u00e9curit\u00e9 de la RDC et Soci\u00e9t\u00e9 civile installe, depuis samedi 19 septembre, des comit\u00e9s de paix entre bantous et pygm\u00e9es, dans les territoires de Manono et Nyunzu (Tanganyika). A l’\u00e9tape de Mukebo, localit\u00e9 situ\u00e9e \u00e0 160 km au Nord-Est de Manono-centre, cette d\u00e9l\u00e9gation a facilit\u00e9 la mise sur pied d’une commission mixte paritaire de pacification, constitu\u00e9e de sept bantous et sept pygm\u00e9es.<\/p>\n

La police anti-\u00e9meutes a violemment dispers\u00e9e des opposants hostiles \u00e0 un report de la pr\u00e9sidentielle de 2016 qui venaient d\u2019entamer une marche \u00e0 Lubumbashi, chef-lieu de la province sud-est du Katanga. L\u2019AFP estime \u00e0 400 le nombre des manifestants partis de l\u2019entr\u00e9e de la ville pour le centre-ville. Mais la police leur a bloqu\u00e9 la route. Deux manifestants ont \u00e9t\u00e9 interpell\u00e9s ainsi qu\u2019un journaliste, Tutu Nchuvi, de la Radio-t\u00e9l\u00e9vision Jua appartenant \u00e0 Jean-Claude Muyambo, opposant d\u00e9tenu \u00e0 Kinshasa depuis le mois de janvier.<\/p>\n

Le maire de la ville de Boma, dans la Province du Kongo Central, Marie-Jos\u00e9 Nyongo Nsuami, a pr\u00e9sent\u00e9 le 15 septembre \u00e0 la presse huit pr\u00e9sum\u00e9s voleurs arm\u00e9s dont trois femmes qui op\u00e9raient dans la ville. Ces personnes ont \u00e9t\u00e9 arr\u00eat\u00e9es au terme d\u2019une op\u00e9ration de ratissage de la police nationale congolaise (PNC) men\u00e9e dans plusieurs quartiers des communes de Boma: Nzadi, Kalamu et Kabondo.<\/p>\n

Apr\u00e8s les coups de feu et des explosions de grenades entendus ce mercredi soir \u00e0 Mutakura et \u00e0 Buterere, la route principale vers Bubanza ne passe pas, elle est bloqu\u00e9e ce jeudi 17 septembre par la police. Tous les habitants des quartiers nord qui empruntent cet axe ont d\u00fb faire des contours pour arriver au centre-ville. La police a ceintur\u00e9 ce quartier pour y mener une fouille perquisition. Des policiers en patrouille sur la route menant vers Buterere ont \u00e9t\u00e9 attaqu\u00e9s \u00e0 la grenade ce mercredi soir par des hommes \u00e0 bord d\u2019un tuk-tuk. Ils ont pu s\u2019\u00e9chapper.<\/p>\n

Maramvya: 4 corps d\u00e9terr\u00e9s pour identification puis inhum\u00e9s<\/span><\/a><\/span><\/span> | 17 September 2015 | IWACU<\/span><\/p>\n

4 corps ont \u00e9t\u00e9 d\u00e9terr\u00e9s ce jeudi 17 septembre vers 7 heures du matin par la population \u00e0 Maramvya dans la commune de Mutimbuzi. Selon des sources sur place, ces cadavres auraient \u00e9t\u00e9 enterr\u00e9s cette nuit dans un terrain vague au milieu des maisons en construction. \u00abCe sont les habitants des environs qui ont donn\u00e9 l\u2019alerte, la terre semblait fra\u00eechement retourn\u00e9es et il y avait du sang par terre. Les gens ont vite conclu que des criminels ont ex\u00e9cut\u00e9 ces personnes pour les enterrer par la suite au m\u00eame endroit\u00bb, affirme un t\u00e9moin.<\/p>\n

Dans un point de presse tenu \u00e0 la commune Kinindo, le porte-parole adjoint de la police, Pierre Nkurikiye, a pr\u00e9sent\u00e9 le butin d\u2019une s\u00e9rie de fouilles-perquisitions effectu\u00e9es dans certains coins du pays. Sept armes, des chargeurs, des munitions, des radios, des effets militaires, un poste \u00e0 souder, c\u2019est le r\u00e9sultat des fouilles perquisitions men\u00e9es notamment \u00e0 Musaga (quartier Gasekebuye) et \u00e0 Kinindo ce matin. \u00ab Un stock important d\u2019armes a \u00e9t\u00e9 aussi saisi \u00e0 Cankuzo ce matin, au lendemain d\u2019attaques men\u00e9es dans cette commune contre un d\u00e9put\u00e9 et un agent du SNR \u00bb a ajout\u00e9 Pierre Nkurikiye. Le porte-parole a aussi donn\u00e9 le bilan des deux derni\u00e8res nuits: \u00ab Un bless\u00e9 par grenade \u00e0 Kinyankonge et une grenade sans gros d\u00e9g\u00e2ts lanc\u00e9e dans la RN1 au niveau de la Gare du nord.\u00bb Ce qui aurait pouss\u00e9 la police \u00e0 entreprendre des fouilles dans certains m\u00e9nages de Kamenge proches de la Gare du Nord. \u00ab Trois suspects ont \u00e9t\u00e9 arr\u00eat\u00e9s \u00bb, a indiqu\u00e9 l\u2019officier.<\/p>\n

L\u2019inconnu, une vingtaine, pantalon jean noir et chemise ray\u00e9e a \u00e9t\u00e9 trouv\u00e9 ligot\u00e9, les bras dans le dos. Les habitants de Cibitoke ne d\u00e9col\u00e8rent pas : \u00ab Avant, nous assurions notre s\u00e9curit\u00e9 par les rondes nocturnes, mais la police nous l\u2019a interdit, arguant que la s\u00e9curit\u00e9 revient dans ses attributions \u00bb.<\/p>\n

Il est tr\u00e8s fr\u00e9quent\u00e9. Selon des t\u00e9moins, des hommes arm\u00e9s d\u00e9pos\u00e9s par un pick up ont fait irruption dans ce salon de coiffure. Ils se sont mis \u00e0 tirer. Le coiffeur pr\u00e9nomm\u00e9 Vianney a \u00e9t\u00e9 tu\u00e9 sur le champ. 2 clients dont un Congolais ont \u00e9t\u00e9 gri\u00e8vement bless\u00e9s. The regional premier bar association has once again blasted the East African Community (EAC) over the deteriorating security situation in Burundi, its member state. In a terse letter addressed to the secretary general, the East African Law Society (EALS) said the on-going trends in Burundi which recently held the controversial elections, were deeply worrying. It made reference to the numerous media reports highlighting the ongoing incidents of extrajudicial killings, shutdown of independent media stations and restriction of civil and political rights in the strife torn country.<\/p>\n

Shock has engulfed residents of Lugusulu in Sembabule District after they woke up to the chilling news of a dead colleague. Mugerwa Kamamaalo 56, a resident of Kagango Village, Lwentale Parish in Lugusulu Sub County in Sembabule District was found dead after he was killed by unidentified assailants. The shocking incident is said to have happened on Sunday night at the victory party organized by the National Resistance Movement (NRM) Chairperson elect for Lugusulu Sub County, Benon Bulora, to thank his supporters for voting him.<\/p>\n

Presidents Omar al-Bashir of Sudan and Yoweri Museveni of Uganda have reiterated their support to the peace agreement in South Sudan, and vowed to exert the necessary effort to bring stability to the country. President Museveni concluded a two-day visit to Khartoum Wednesday. Two police officers of the Criminal Investigations and Intelligence Directorate (CIID) at Kaberamaido Central Police Station have been arrested on charges of soliciting a bribe from suspects who had been detained. Mr Juma Hassan Nyene, the police spokesperson for East Kyoga region, identified the officers as CID officer Stephen Oselle and his deputy, Detective Assistant Inspector of Police Mr Richard Obace. According to Nyene, the two officers demanded a bribe of Shs 50,000 from suspects Robert Okello and Michael Eucu, who had been detained over land cases but later released on police bond.<\/p>\n

Ce colis se trouvait \u00e0 bord d’un bateau en provenance de la Tanzanie. Un membre de la F\u00e9d\u00e9ration des Entreprises du Congo (FEC) estime \u00e0 trente-cinq mille dollars la valeur marchande de ce colis. Des sources portuaires indiquent que le porteur du colis, un voyageur en provenance de la Tanzanie a tent\u00e9 de corrompre les agents de la DGDA pour que ces derniers ne le contr\u00f4lent pas. La fouille op\u00e9r\u00e9e sur lui a permis de trouver ce colis d\u2019or. Cependant, le porteur de ces pierres pr\u00e9cieuses a r\u00e9ussi \u00e0 s\u2019\u00e9chapper, alors que les services de la DGDA voulaient le verbaliser. Police in Ngororero District have impounded a truck that was found loaded with one tonne of amethyst stones that had been illegally mined from Gishwati forest. Amethyst is a bright shining purple stone that is often used in making jewelry. Although the mineral is found in Gishwati Forest, miners have been extracting it illegally. Rwanda suspended mining in Gishwati to first restore a nearly extinct forest.<\/p>\n

Under the Petroleum Exploration and Production Bill, tabled before the House in June by State Minister for Minerals Evode Imena, the government seeks to have all legal instruments in place before exploration, extraction and production works, should the feasibility studies confirm mass reserves of crude oil. If the Bill is enacted into law, it will provide a regulatory framework for the development and management of upstream petroleum activities, if the reserves are in big quantity and commercially viable.<\/p>\n

Kenya will start supplying power to Rwanda in the next three months. According to Kenya Power officials, they will start selling 30MW of electricity to Rwanda in the next three months. The country has bagged a $50 million syndicated loan from the African Development Bank (AfDB) and Japan International Cooperation Agency (JICA) to finance the project, they said. Confirming the development, Jean Bosco Mugiraneza, the Rwanda Energy Group chief, told The New Times yesterday that works on the power transmission line for the electricity from Kenya will be completed in September.<\/p>\n
