Martin Kobler has stressed the centrality of a continued and constructive partnership between the UN force and the Congolese government to ensuring the success of MONUSCO\u2019s mandate. Thirteenth July, saw the International Conference for the Great Lakes region decide to deploy a joint verification mission to Burundi to investigate potential <\/span><a style=\"line-height: 1.5;\" href=\"#FDLR\">FDLR<\/a><span style=\"line-height: 1.5;\"> presence in the country.<\/span><\/p>\n<p>In <a href=\"#NK\">North Kivu<\/a>, an attack on villages in northeast Beni on Tuesday, 14 July, saw nine deaths at the hands of alleged ADF rebels. Walikale is said to be experiencing a rise in the formation of local self-defence militias in response to abuses perpetrated by national and international armed groups in the locality. In <a href=\"#PO\"><i>Province Orientale<\/i><\/a>, six people have been abducted by suspected Lord\u2019s Resistance Army fighters over four days, whilst on the night of Sunday 12 July, Gety displaced persons camp was attacked by FRPI fighters. Clashes between two ethnic communities in Dibaya, <a href=\"#KO\">Kasai Occidental<\/a>, has occasioned two deaths, several injuries and the destruction of over 130 homes.<\/p>\n<p>In Burundi, Friday, 10 July, saw heavy gunfire between the Burundian army and unidentified armed persons in the vicinity of <a href=\"#Kibira\">Kibira Forest<\/a> near the Rwandan border. Two days of fighting reportedly culminated in over 30 deaths and 100 detentions. The events, occasioned by an alleged attack on a locality in Cibitoke province, have been followed by claims by Burundi that Rwanda has provided arms and logistical support to Nkurunziza opponents. Reports of the discovery of a <a href=\"#cache\">weapons cache<\/a> in Muyinga province, northeast of Bujumbura, has triggered a wave of opposition supporter arrests. With around 60 persons detained, opposition leaders claim that the discovery of the cache was orchestrated to justify the arrests. These events, together with a statement of intent to seize power by a prominent member of June\u2019s failed coup, have sparked concerns of a possible second coup attempt.<\/p>\n<p>Whilst Burundi\u2019s <a href=\"#election\">presidential elections<\/a> were postponed from 15 to 21 July pursuant to UN and AU calls, this move has been denounced as inadequate for the restoration of conditions for free and fair elections. Residents in Bujumbura\u2019s townships report a rise in surveillance and intimidation by government forces, and the UN Security Council has been told that Burundi\u2019s security situation is deteriorating rapidly, posing a risk to human life and regional stability. Tuesday saw Museveni launch a third attempt to <a href=\"#Museveni\">mediate between the parties<\/a>, leaving the continuation of talks to Ugandan defence minister on Thursday.<\/p>\n<p>Electoral tensions in the Great Lakes continue to be felt of late as the <a href=\"#HR\">UN Joint Office for Human Rights<\/a> reported a rise in rights violations in the DRC, with restrictions of freedoms posing a threat to the credibility of forthcoming elections. In <a href=\"#Rw\">Rwanda<\/a>, both parliamentary houses voted in favour of moves to introduce a constitutional amendment lifting presidential term limits last week, whilst in <a href=\"#Ug\">Uganda<\/a> the arrest of two presidential candidates has sparked controversy.<\/p>\n<p>In the Central African Republic, concern has been expressed about the transitional government\u2019s decision to <a href=\"#ref\">deny CAR refugees a vote<\/a> in this October\u2019s elections. Meanwhile, the country\u2019s <a href=\"#CoS\">Chief of Staff of the Armed Forces<\/a> tendered his resignation on Thursday, 9 July, citing disagreement with the transitional authorities over the handling of the national army. The UN sent twenty UN peacekeepers home on Thursday, with calls for their prosecution following a finding that they used excessive force that culminated in the deaths of two people on 10 June.
