News in Brief<\/h1>\n

This week saw tensions in eastern political circles over Kinshasa\u2019s lack of mobilisation regarding the Ugandan incursion onto Congolese soil a month ago, as well as the filing of a <\/span>corruption and fraud complaint<\/a><\/span><\/span> by a presidential special adviser against four provincial governors, including Mo\u00efse Katumbi. In <\/span>North Kivu<\/a><\/span><\/span>, a special police unit deployed to Rutshuru has been accused by local civil society of engaging in extortion, unlawful detention and torture. Walikale has seen local populations in the Ihana <\/span>groupement<\/i> flee clashes between two NDC factions since Wednesday 24 June \u2013 fighting in which six rebels are said to have been killed. The FARDC claim to have killed four alleged ADF fighters in Mayi Moya on Friday 26 June. A number of civilians are also said to have been kidnapped during the clashes. In <\/span>South Kivu<\/a><\/span><\/span>, three people have been killed by armed bandits in Nyabibwe over the last month, whilst in <\/span>Katanga<\/a><\/span><\/span> 60 pygmy militiamen have surrendered to the FARDC in Mukebo, pursuant to a sensitisation campaign by local authorities. In <\/span>Province Orientale<\/a><\/span><\/span>, civil society reports that a dozen roadblocks have been put in place to illegally tax travellers in Opala territory, south west of Kisangani, with soldiers allegedly beating those unable to pay. In <\/span>Equateur<\/a><\/span><\/span>, last week\u2019s protests at the Kota Koli demobilisation camp have prompted the transfer of over 1,000 ex-combatants and their dependants to camps in Katanga and Bas Congo. Martin Kobler has called for an acceleration of disarmament, demobilisation and reintegration efforts.<\/span><\/p>\n

Burundi\u2019s vice-president<\/a><\/span><\/span> has fuelled rumours of a split in the ranks of Nkurunziza\u2019s party by seeking sanctuary in Belgium this week citing threats to his person prompted by his outspokenness about a third presidential term. Parliamentary polls<\/a><\/span><\/span> went ahead on Monday despite a boycott by 17 opposition parties and widespread condemnation from the international community<\/a><\/span><\/span>. As the US suspended its technical assistance to the CENI pending steps to restore favourable election conditions, the AU and EU condemned Monday\u2019s polls are unfree and unfair in light to prevailing political and security situation. Nkurunziza\u2019s party unsurprisingly claimed an early victory in the elections, which are said to have seen a very low turn out. In the run up to the polls grenade attacks<\/a><\/span><\/span> saw six wounded in Bujumbura city centre and two fatalities on Saturday night. Six people including one policeman were killed during fighting on Wednesday, 1 July, in the Cibitoke district<\/a><\/span><\/span> of Bujumbura \u2013 a third term opposition stronghold. While police said the deaths followed gun battles with\u00a0an “armed group”, witnesses have said the police staged summary executions after being attacked. The\u00a0last week and a half has seen a spike in the exodus<\/a><\/span><\/span> of Burundians from the country with around 600 border crossings per day. Rwanda alone is now said to be hosting around 50,000 refugees.<\/p>\n

In the Central African Republic<\/a><\/span><\/span>, concerns have been expressed about the extent to which effective and legitimate elections can realistically be held by the end of 2015.<\/p>\n

Ugandan rebels blamed for slaughtering hundreds in eastern Democratic Republic of Congo have a “terrorist aspect” which could draw them closer to African jihadist movements, a UN military leader said Wednesday. The insurgency by the mainly Muslim rebels of the Allied Democratic Forces (ADF) has a “terrorist aspect that must be taken extremely seriously,” said General Jean Baillaud, deputy commander of MONUSCO, the United Nations peacekeeping mission in DR Congo. The rebels are accused of murdering — primarily with machetes and farming tools — over 400 people in nine months of massacres in and around the major eastern trading hub of Beni.<\/p>\n

La Mission des Nations unies pour la stabilisation en RDC (Monusco) a facilit\u00e9 lundi 29 juin, le rapatriement de quarante Rwandais dans leur pays d\u2019origine. Ces personnes sont celles qui ont refus\u00e9 de se rendre \u00e0 Kisangani pr\u00e9f\u00e9rant regagner directement leur pays. Ils proviennent du camp de transit du territoire de Walungu. Ces rapatri\u00e9s ont \u00e9t\u00e9 re\u00e7us \u00e0 la fronti\u00e8re rwandaise par les autorit\u00e9s de ce pays et ont \u00e9t\u00e9 conduits par la suite au camp de regroupement de Nyagatare dans leur pays.<\/p>\n

Une dizaine de barri\u00e8res militaires seraient \u00e9rig\u00e9es sur la route du territoire d\u2019Opala, au Sud-Ouest de la ville de Kisangani en Province Orientale, a d\u00e9nonc\u00e9 jeudi 25 juin un notable de cette entit\u00e9. Selon lui, les hommes en uniforme exigent de l\u2019argent aux passants \u00e0 chaque barri\u00e8re. Ceux qui ne sont pas en mesure de payer sont tabass\u00e9s. \u00ab\u00a0Ces militaires mettent la population en ins\u00e9curit\u00e9, en ran\u00e7onnant la population et en leur demandant la carte d\u2019\u00e9lecteur. Une fois qu\u2019ils ont la carte d\u2019\u00e9lecteur, ils la bloquent et vous demandent 2000 Fc (presque 2 dollars). Si vous n\u2019avez pas de carte d\u2019\u00e9lecteur, ils vous exigent 5 000 Fc (5.4 dollars)\u00a0sinon, ils vont vous tabasser \u00bb, a affirm\u00e9 ce notable qui a pr\u00e9f\u00e9r\u00e9 garder l\u2019anonymat.<\/p>\n

La soci\u00e9t\u00e9 civile attribue cette reddition \u00e0 la campagne de sensibilisation que les autorit\u00e9s administratives locales de Manono ont men\u00e9e aupr\u00e8s des milices autochtones en conflits interethniques depuis plusieurs mois dans\u00a0ce territoire de Manono.<\/p>\n

Ces personnes \u00e9taient casern\u00e9es depuis environ deux ans dans ce centre. Parmi les personnes \u00e9vacu\u00e9es, on compte exactement 821 ex-combattants et 385 d\u00e9pendants, dont des femmes et des enfants.<\/p>\n

Gervais Rufyikiri says he was personally threatened for speaking out against President Pierre Nkurunziza’s bid for a third term.
