{"id":2602,"date":"2015-05-20T19:20:11","date_gmt":"2015-05-20T17:20:11","guid":{"rendered":"http:\/\/ipis.mmdev.be\/?post_type=publication&#038;p=2602"},"modified":"2020-06-07T13:16:58","modified_gmt":"2020-06-07T11:16:58","slug":"30-april-5-may-2015","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/nl\/weekly-briefing\/30-april-5-may-2015\/","title":{"rendered":"30 April &#8211; 6 May 2015"},"content":{"rendered":"<p class=\"western\"><a class=\"button\" href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2015\/05\/Briefing-30-April_6-May-2015-PDF1.pdf\">Download\u00a0PDF<\/a><\/p>\n<h1>News in Brief<\/h1>\n<p><strong>This briefing provides an update of events occurring in the African Great Lakes region between<\/strong><strong> 30 April and 6 May 2015.<\/strong><\/p>\n<p>Burundi took media centre stage throughout the week as <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-y\/\" target=\"_blank\" rel=\"noopener noreferrer\">protests<\/a> over incumbent President Nkurunziza\u2019s decision to stand for a third term continued since its announcement on 26 April 2015. By 1 May, violent demonstrations had seen at least 6 deaths and 66 wounded in clashes between police and protesters, with hundreds more reportedly arrested. <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-j\/\" target=\"_blank\" rel=\"noopener noreferrer\">Grenade attacks<\/a> carried out during unrest in Bujumbura on Friday, 1 May, occasioned the further deaths of two police officers and one civilian. They were followed by a government announcement of its intent to clamp down on protesters, who it has accused of providing a cover for terrorist organisations. The weekend of 2 and 3 May saw a brief break in demonstrations, with anti-third term protest leaders calling upon the President to reconsider his position on standing for another term. Demonstrations resumed on Monday, 4 May, with confrontations between protesters and police escalating to the firing of live ammunition at demonstrators, killing three. Wednesday, 6 May, subsequently saw the arrest of opposition leader, Audifax Ndabitoreye, following a meeting with EAC leaders, on grounds that he is one of the parties responsible for the political violence unfolding in the capital.<\/p>\n<p>At least two prominent opposition leaders have threatened to boycott the June elections unless Nkurunziza\u2019s candidature is withdrawn. The UN and NGOs have expressed alarm about growing <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-t\/\" target=\"_blank\" rel=\"noopener noreferrer\">repression against freedom of expression<\/a> in Burundi following a clamp down on social media and media outlets, as well as threats to journalists. Furthermore, the government\u2019s <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-i\/\" target=\"_blank\" rel=\"noopener noreferrer\">closure of the national university<\/a> saw hundreds of students to camp outside the US embassy reportedly seeking refuge. The dispatch of a <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-d\/\" target=\"_blank\" rel=\"noopener noreferrer\">US diplomatic envoy<\/a>, reportedly in a bid to assist in easing tensions, was followed by Burundian government allegations of meddling.<\/p>\n<p>\u0002\u0002\u0002\u0002\u0002A much-anticipated <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-k\/\" target=\"_blank\" rel=\"noopener noreferrer\">Burundian Constitutional Court decision<\/a> on the legality of the standing president\u2019s third term was finally rendered on Tuesday, 5 May. Holding that his first term should be discounted for the purposes of the constitutional limitation of two terms in office, the Court upheld the legality of Nkurunziza\u2019s candidature for a third \u2013\u00a0 a finding that prompted further protests. The Court\u2019s Vice-President is reported to have fled Burundi prior to the decision citing death threats and stating that most of his colleagues considered the third term unconstitutional but had been put under pressure to reverse this finding. Nkurunziza has made public assurances that this will be his final term in office, whilst the Burundian Defence Minister stated that the army would respect the Arusha Agreement and Burundi\u2019s Constiution.<\/p>\n<p>Meanwhile, allegations of threats from the ruling party\u2019s youth wing persist as <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-u\/\" target=\"_blank\" rel=\"noopener noreferrer\">refugee flows<\/a> into neighbouring states continue, with the UNHCR recording over 7,000 Burundian arrivals in Uvira and Fizi territories of South Kivu, DRC, and 21,000 refugees in Rwanda. Fearing wider regional repercussions if the crisis is not contained, the Secretary General for the <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-o\/\" target=\"_blank\" rel=\"noopener noreferrer\">East African Community<\/a> (EAC) called upon regional and international leaders to engage on Burundi, scheduling a summit over the crisis for 13 May.<\/p>\n<p>In the DRC, a new wave of amnesties at the end of April saw over 350 ex-M23 rebels amnestised. In <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-b\/\" target=\"_blank\" rel=\"noopener noreferrer\">North Kivu<\/a> the start of this month saw the discovery of four mass graves in the former ADF-held town of Bango in Beni. The find has heightened concerns over the 1,000 ADF hostage victims still missing. Sixteen ADF fighters and four FARDC soldiers were reportedly killed in clashes between the parties near Beni town on the first weekend of May. As reports of the arrest and detention of ADF leader Jamil Mukulu in Tanzania continue, the Congolese authorities announced the death of the group\u2019s third in command, Kasada Karume in late April. MONUSCO troops came under attack twice in the week with an assault on a helicopter on the morning of 4 May and an ambush killing two peacekeepers near Eringeti, north of Beni town. Meanwhile, tribal tensions were reported between Hutu and Nande communities in Nyamilima, Rutshuru. In <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-n\/\" target=\"_blank\" rel=\"noopener noreferrer\">South Kivu<\/a>, Shabunda territory has seen clashes between the FARDC and the Raia Mutomboki, whilst Uvira and Fizi territories have seen an influx of Burundian refugees fleeing political violence, prompting a further deterioration in humanitarian conditions. In <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-p\/\" target=\"_blank\" rel=\"noopener noreferrer\">Province Orientale<\/a>, Mai-Mai have reportedly killed a police commander in Mambasa, whilst elsewhere in Ituri the FRPI claims to have resumed negotiations with the FARDC following a spiral of violence perpetrated by the group.<\/p>\n<p>In the Central African Republic, Monday, 4 May, saw the opening of the <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-x\/\" target=\"_blank\" rel=\"noopener noreferrer\">Bangui Forum<\/a>. The forum is expected to host around 680 participants for discussions on the country\u2019s current and future challenges, though was boycotted from the start of proceedings by ex-Seleka factions criticising the event\u2019s side-lining of major actors in the Central African Crisis, namely Francoise Bozize and Michael Djotodia.\u00a0 The week saw the striking of a UNICEF-brokered agreement with armed groups to release around 10,000 <a href=\"http:\/\/mailers.motionmill.com\/t\/t-l-tujtidl-l-m\/\" target=\"_blank\" rel=\"noopener noreferrer\">child soldiers<\/a> forming part of these groups.
