In the Democratic Republic of Congo, fall out from the recent political violence<\/a> continues as the disputed official death toll for these events was revised to 27 country-wide. The UN\u2019s Human Rights Office reports that at least 300 people arrested during the protests continue to be held in detention, prompting due process concerns. Meanwhile, the missing human rights defender, Christopher Mutamba, has reappeared for presentation before authorities to face charges relating to allegations that he played a role in the events of 19 to 20 January. Three days before the stated deadline for the removal of two generals from commanding roles in the Congolese offensive against the FDLR, the UN has reportedly withdrawn its backing for the campaign<\/a>, citing concerns about these individuals\u2019 human rights records.<\/div>\n

In North Kivu<\/a>, telecoms equipment has been distributed to authorities in the districts of Beni and Oicha in a bid to establish an early warning system to prevent further massacres. In Province Orietnale<\/a>, eight people have been kidnapped by suspected LRA rebels in Ango territory, whilst in Bunia recent prison escapes are reported to have occasioned a rise in insecurity over the last week. MONUSCO reports that civilians in Ituri have been the target of an upsurge in violence by foreign and local armed groups with numerous instances of kidnapping, looting and rape between 3 to 11 February.<\/div>\n

In the Central African Republic, Ban Ki-moon has called for the deployment of a further 1,030 UN peacekeepers<\/a> \u2013 750 troops and 280 police \u2013 to facilitate the maintenance of security before, during and after elections. In the north of the country, the last week has seen attacks on villages by what is reported to have been armed Peul<\/a>, who left three dead last Wednesday and killed a further 10 persons in a village on Monday. One day later, fighting is reported to have erupted between international forces and ex-Seleka rebels in Bria <\/a>as MINUSCA successfully dislodged the fighters from public buildings in the town. A UNDP<\/a> senior official visit to the CAR, during which 2 million was pledged towards securing elections, sparked debate on the development and security priorities to be pursed in achieving transition.<\/div>\n

\nIt has been over two weeks ago, the concrete announcement of anti-FDLR operations by the Congolese army FARDC (with a still unclear role as to MONUSCO support) has raised waves of media comments, fears, and expectations.\u00a0In the slipstream of this announcement, a number of difficulties seem to delay the actual start of the offensive and \u2013 not unexpectedly \u2013 they are pretty much multi-layered and not necessarily easy to resolve. At the same time, recent tendencies of heightened insecurity seem to slightly exacerbate around the potential theatres of operation, most notably Northwest Rutshuru, Northeast Masisi, and South Lubero. In several instances, abductions, killings, and violent robberies have happened, with most of these events circling around the area of Kiwanja. The call for united action comes a day after a massacre of civilians took place in the area of Beni town in the DRC\u2019s restive northeast. Civilians in the village of Mayangose-Kibidiwe were attacked with machetes. At a separate attack in Kasu, in Eastern Province, several villagers were beheaded by people from outside, the UN Mission in that country (MONUSCO) confirmed.<\/p>\n

\nIn this study, IPIS analyses the conflict dynamics in the Central African Republic (CAR) since the outbreak of the latest crisis in September 2012 up to September 2014. The analysis specifically looks into the motivations and interests of the main conflict parties, Seleka and anti-balaka, and the influence and interests of neighbouring countries. The report covers the following key questions. What is the background of the conflict parties Seleka and anti-balaka, and how are they structured? Which strategic interests do they prioritise, or ignore? What do they want to achieve? Do their actions correspond to their rhetoric? What has been Chad\u2019s, Sudan\u2019s and Cameroon\u2019s influence on the CAR conflict, and what have been their interests in it? Together with the report, a web map of the area of focus has been published and is available at\u00a0www.ipisresearch.be\/mapping\/webmapping\/car<\/a>. The web map presents various layers, which can be toggled on or off, including information on security incidents, areas under control of armed groups, natural resources, and a number of other features. The Adverse Human Rights Risks and Impacts of European Companies: Getting a glimpse of the picture<\/a>\u00a0| October 2014 | IPIS
\nThis report presents the findings of a study undertaken by IPIS and commissioned by the European Coalition for Corporate Justice on the extent to which European companies are identified in concerns about adverse human rights risks and impacts. Gathering concerns raised regarding the human rights risks and impacts of companies listed on the UK\u2019s FTSE 100, France\u2019s CAC 40 and the German DAX 30, the study finds that around half of these companies have been identified in allegations or concerns regarding adverse human rights risks and impacts reported on between 2005 and early 2013. Many of these risks and impacts relate to operations outside the European Union, with the most severe often alleged to occur in countries in which rule of law and institutions are weak.<\/p>\n

Mapping Conflict Minerals: Eastern DRC (2013-2014)<\/a>\u00a0| 31 October 2014 | IPIS
\nIn collaboration with the Congolese mining cadastre (CAMI), mining service SAESSCAM and representatives from local civil society organisations, IPIS organised a series of field visits to monitor artisanal mining activities and the involvement of armed groups and criminal networks in mineral exploitation and trade. This resulted in the publication of an\u00a0interactive web map<\/a>\u00a0providing information on e.g. the on-site presence of armed groups and criminal elements within the Congolese army (FARDC) and their activities, as well as indicators of the relative importance of the mining site. It shows the location of 150 trading centres and nearly 1100 mining sites in Eastern DRC. An accompanying report provides an\u00a0analysis<\/a>\u00a0of the data collected by the local teams between March 2013 and March 2014 as presented by IPIS on its web map. It analyses the most striking findings, focussing on developments surrounding security and how they have impacted on Eastern DRC\u2019s artisanal mining sector.
