{"id":1627,"date":"2015-02-11T18:06:15","date_gmt":"2015-02-11T17:06:15","guid":{"rendered":"http:\/\/ipis.mmdev.be\/?post_type=publication&#038;p=1627"},"modified":"2020-06-07T13:17:06","modified_gmt":"2020-06-07T11:17:06","slug":"29-january-4-february-2015","status":"publish","type":"weekly-briefing","link":"https:\/\/ipisresearch.be\/nl\/weekly-briefing\/29-january-4-february-2015\/","title":{"rendered":"29 January &#8211; 4 February 2015"},"content":{"rendered":"<p>This week\u2019s news began with the FARDC\u2019s announcement of the launch of its Sukola 2 offensive against the FDLR on Thursday, 29 January. Whilst broadly welcomed, the news was received with concern and skepticism about the conduct of the operation and its potential impact on civilians, due in large part to a lack of clarity surrounding MONUSCO\u2019s role. Later pledging its strategic, operational and logistic support to the campaign, MONUSCO nevertheless joined rights groups in calling for the replacement of two generals central to the operation (military head of the operation and new commander of the 34th Military region). These calls are based on the inclusion of these individuals on a UN list regarding the commission of human rights abuses.<\/p>\n<p>&nbsp;<\/p>\n<p>In North Kivu, a new massacre in the early hours of Wednesday morning in a village north east of Beni town has prompted condemnation. Around 20 people were reportedly killed in a machete attack. In South Kivu, an attack on a bus between Uvira and Bukavu has been attributed to Burundian FNL rebels, whilst in Province Oriental 15 people, including one peacekeeper, were murdered in a gun attack on a nightclub in Aru, Ituri territory. In Katanga, clashes between Luba and Pygmy militias are said to have destabilised the Nyunzu and Manono territories causing displacement. The Carter Centre and three Congolese NGOs have raised concerns about a lack of public disclosure for over 60 mining contracts in the DRC despite the country\u2019s transparency undertakings.<\/p>\n<p>&nbsp;<\/p>\n<p>In the Central African Republic, the transitional authorities have rejected the draft ceasefire agreed between ex-seleka and anti-balaka representatives in Nairobi last week. The agreement has proved controversial in both method and content, having excluded the transitional government from the process and being attended by numerous demands including amnesty for those responsible for sectarian violence, a new transitional government and the subsuming of all foreign forces under UN trusteeship. Bangui\u2019s rejection was echoed by, amongst others, France and the Economic Community of Central African States (CEEAC), culminating in the talks\u2019 mediators confirming that the text of the agreement could not be validated. The analysis specifically looks into the motivations and interests of the main conflict parties, Seleka and anti-balaka, and the influence and interests of neighbouring countries. The report covers the following key questions. What is the background of the conflict parties Seleka and anti-balaka, and how are they structured? Which strategic interests do they prioritise, or ignore? What do they want to achieve? Do their actions correspond to their rhetoric? What has been Chad\u2019s, Sudan\u2019s and Cameroon\u2019s influence on the CAR conflict, and what have been their interests in it? Gathering concerns raised regarding the human rights risks and impacts of companies listed on the UK\u2019s FTSE 100, France\u2019s CAC 40 and the German DAX 30, the study finds that around half of these companies have been identified in allegations or concerns regarding adverse human rights risks and impacts reported on between 2005 and early 2013.
