NEWS IN BRIEF<\/h1>\n

In the DRC, recent UN supported\u00a0offensives in Rutshuru<\/a>\u00a0have seen FARDC regain territories formerly under FDLR-FOCA control on the border with Virunga National Park. FARDC\u00a0operations against the APCLS<\/a>\u00a0in Masisi have seen gains in Mont Sinai and Lukweti. The rebel group is now said to be seeking to form a coalition with other armed groups in Walikale, where the Raia Mutomboki and Mai-Mai Cheka-NDC are committing abuses against civilians. Clashes in Saasita-Sa village during an\u00a0Operation \u201cSoloka\u201d offensive<\/a>\u00a0against ADF-Nalu in Beni have culminated in FARDC taking control of the village, said to be a stronghold for the group. The fate of 600 ADF-Nalu hostages remains unknown. In Province Orientale, NGOs have called for MONUSCO to protect civilians from\u00a0LRA exactions<\/a>\u00a0as the group is reported to have attacked several locations in Niangara territory last week. Fighting between Bakata Katanga and FARDC has displaced 15,000 in northern Katanga.<\/p>\n

As\u00a0MONUSCO\u2019s mandate<\/a>\u00a0comes up for renewal Martin Klober has told the Security Council of the need for the force to enhance its flexibility and geographical deployment, especially in Ituri and Katanga. The Council is currently discussing the force’s mandate together with the Addis Ababa Framework Agreement.<\/p>\n

The World Bank has agreed to provide $73 million for the DRC\u2019s controversial\u00a0Inga 3 Dam<\/a>\u00a0amid claims that the social and environmental impacts of the project have not been adequately addressed, whilst civil society groups have expressed disappointment about the Congolese government\u2019s recent workshop on oil exploration in\u00a0Virunga National Park<\/a>.<\/p>\n

Uganda is preparing to\u00a0withdraw its troops from South Sudan<\/a>\u00a0pending the deployment of a regional stabilisation force to which Rwanda and Burundi are to contribute troops. Critics claim that the clashes in this fledgling state may risk pulling its neighbours into conflict. Meanwhile, at home the Ugandan police are on high alert after an alleged Al Shabaab terror threat.<\/p>\n

An\u00a0EU peace keeping force<\/a>\u00a0for the CAR has been delayed due to Member State reluctance to pledge troops and equipment caused by recent instability in the Ukraine. Rights groups continue to lobby the UN for an international force. The World Food Programme has reported the risk of humanitarian catastrophe in the country due to escalating levels of malnutrition and low levels of funding. In Bangui, MISCA found a large\u00a0cache of weapons<\/a>\u00a0this week, as the CAR authorities considered plans for the disarmament of anti-Balaka rebels and the situation of over 10,000 Muslims in\u00a0Boda<\/a>\u00a0remained fraught with tension.<\/p>\n

Amid burgeoning political crisis in\u00a0Burundi<\/a>, Ban Ki-moon has appealed to the authorities to de-escalate tensions and campaign to end political violence ahead of the presidential and parliamentary elections in 2015.<\/p>\n

A French court has jailed former Rwandan spy chief\u00a0Pascal Simbikangwa<\/a>\u00a0for 25 years over the 1994 genocide. He’s the first genocide suspect to be tried in France. The South African government says it has evidence that Rwandan diplomats were involved in cases of murder and attempted murder on South African territory as\u00a0diplomatic tensions<\/a>\u00a0between the states continue.<\/p>\n

\nFor the first time, an armed UN mission is employing drones to keep the peace. In the past three months two Italian-made, snub-nosed craft with the UN logo painted on their sides have been taking off from Goma in eastern Congo to scan rebel-infested hill regions with high-tech cameras. Intelligence is beamed back to units trying to flush out homicidal groups. At 1% of the mission\u2019s annual budget, the drones are considered good value. Three more will be launched this month to cover remote areas. The problem now is a lack of manpower to follow up intelligence.<\/p>\n

\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.
\nA first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

\nAt a moment when the attention of both the national and international communities is focused on the reorganisation of the mining sector in the east of the Democratic Republic of the Congo, the local civil society organisation ASSODIP considered it opportune to carry out a study of the impact of mining exploitation on the socio-economic development in North Kivu\u2019s Walikale and Masisi territories. These territories are among the richest in mineral resources of eastern DRC, with the exploitation and trade in minerals adding greatly to public revenues. Nonetheless, the concrete situations as presented in this paper sufficiently show that the development of the local mining communities has never been taken into due account.<\/p>\n

Assessment of existing practices regarding end-user certification<\/a>\u00a0| February 2012 | UNODA | IPIS
\nAlready, in 2002, the Security Council called upon States to establish an effective national end-user certificate system and to study the feasibility, as appropriate, of developing such a system at the regional and global levels, as well as information exchange and verification mechanisms. This study assesses existing practices regarding end-user certification in a wide range of countries. It examines concepts, documents and procedures relating to the regulation of end use and end users of conventional arms. It also endeavours to identify political and practical obstacles to the development of an international framework for authentication, reconciliation and standardization of end-user certificates. Finally, it proposes practical guidelines to assist States in the development of a reliable system of end-user certification.<\/p>\n

Transparancy and Accountability. Monitoring and Reporting Methods Under An Arms Trade Treaty<\/a>\u00a0| February 2012 | TransArms R | IPIS
\nWithout an understanding of the existing practices of States regarding their commonly agreed standards for the monitoring and reporting of their international transfers of conventional arms, it will be very difficult to draft many of the basic provisions of the Treaty to ensure compliance and enforcement. This report therefore seeks to clarify and discuss existing terminology and reporting practices for State regulation of international transfers of goods and services and for international transfers of conventional arms. It is hoped that this will also help contribute to the development of common international standards for monitoring and reporting international transfers of conventional arms. Standardization of statistical requirements and reporting methods is of paramount importance for the ATT to be effective.<\/p>\n
