NEWS IN BRIEF<\/h1>\n

A year after the Seleka rebel coalition ousted president Boziz\u00e9, intercommunal violence and killings rage on despite the cessation of large-scale conflict in the Central African Republic. The weekend saw fierce\u00a0fighting reignite in Bangui<\/a>, where 20 people are reported killed and dozens wounded amid heavy fire from automatic weapons and grenade attacks. A fatal\u00a0attack on MISCA by anti-balaka<\/a>\u00a0militias 80 km north of the capital has prompted the force to announce its intention to treat these militia as enemy combatants. Meanwhile, the UN continues to appeal for further support from the international community to avert the unfolding humanitarian catastrophe and restore stability to the country.<\/p>\n

In the DRC, over 100 Congolese refugees returning from Uganda are believed to have died as their repatriation vessel sank in Lake Albert. Meanwhile, an ambush on FARDC troops by\u00a0ADF\/Nalu<\/a>\u00a0in Beni (North Kivu) on Thursday occasioned 40 deaths (7 soldiers and 33 militiamen). In Uvira (South Kivu), FARDC forces have reported killing four Burundian FNL rebels during patrols seeking to secure villages around Kiliba. The\u00a0Raia Mutomboki\u00a0<\/a>were active in Shabunda (South Kivu), and Punia (Maniema), this week, whilst the Bakata Katanga launched a new attack in three groupement in Mitwaba territory, Katanga. Friday saw reports on Afrik.com of the distribution of pamphlets in Butembo, North Kivu, announcing the return of\u00a0M23<\/a>, and this week the US announced plans to upscale its support to Special Ops forces tracking the Lord\u2019s Resistance Army, dispatching US military aircraft to join the hunt.<\/p>\n

The heads of state of the International Conference on the Great Lakes Region met this week to discuss the continuing fight against negative forces in the DRC, an event under the auspices of which attempts were made to thaw the\u00a0diplomatic freeze between Rwanda and South Africa.<\/a>\u00a0Both Zuma and Kagame are reported to have participated in an\u00a0in camera<\/em>\u00a0discussion on recent diplomatic events.<\/p>\n

Tullow Oil has become the\u00a0first extraction company to disclose payments<\/a>\u00a0made to governments at project level in anticipation of the coming into force of the EU’s new rules on disclosure. The news came as high-level officials met in Goma for the\u00a0Second National Conference on Mining in the DRC<\/a>, on the theme of “sustainable and transparent management of natural resources in post-conflict DRC”.<\/p>\n

In Burundi, twenty opposition supporters have been handed down life imprisonment terms for their participation in an illegal demonstration that turned violent.<\/p>\n

\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.
\nA first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. \nAs stated by the authors in their report \u201cTransparency and Accountability\u201d (February 2012), the Chairman\u2019s Draft Paper (14 July 2011) presented by the Arms Trade Treaty’s Preparatory Committee (ATT PrepCom), included within the ATT\u2019s scope certain \u201cservices\u201d, such as transport and brokering. However, no provision has been envisaged for the monitoring or ATT-related regulation of arms transport services. Monitoring transport services may be key to implementing and enforcing the Arms Trade Treaty. This report will demonstrate how arms shipments may be monitored and reported where there is a substantial risk that the shipments could contribute to fuelling conflict, repressive state practices, and other human rights abuses. The report provides examples of the monitoring of actual conventional arms shipments to Egypt and Syria in 2011 and 2012, and of suspected conventional arms shipments to Syria in 2012.\u00a0 It also shows that where there is an open society, or at least a fair degree of access to government activities, arms transfers can be monitored and discussed without jeopardizing legitimate security policies.<\/p>\n
