NEWS IN BRIEF<\/h1>\n

With the UN vote on whether to deploy an international peacekeeping force to the CAR today, the commencement of\u00a0commemorations on the twentieth anniversary of the Rwandan genocide<\/a>\u00a0has seen numerous references to the international community repeating the mistakes of 1994 in respect of the intercommunal violence in the country. \u00a0Ban Ki Moon<\/a>\u2019s flying visit to Bangui this week saw him echo this sentiment, stating that the international community must do more to overcome anarchy in the state, where French and African forces are currently overwhelmed. A UN investigation by the Office for the High Commissioner for Human Rights has found that shooting by\u00a0Chadian troops<\/a>\u00a0last week resulted in 30 deaths and around 300 wounded, with reports that the attack was unprovoked. This preliminary finding has seen Chad\u2019s withdrawal of its 850 military personnel, raising concerns that this move will effectively neutralise the EU\u2019s 800 strong troop deployment. Indeed, this week as seen at least 30 deaths in fighting between anti-balaka and ex-Seleka rebels in\u00a0Dekoa<\/a>.<\/p>\n

In the Democratic Republic of Congo, FARDC is said to have dislodged FRPI forces from three localities in Ituri (Province Oriental<\/a>). Meanwhile, in\u00a0North Kivu<\/a>, clashes between FARDC and the mai-mai Yukutumba in Masisi have seen four dead on each side, as attacks on the FDLR by mai-mai Cheka in Kasugho are said to be causing displacement in the area. In\u00a0Katanga<\/a>, recently repatriated traditional chiefs claim to have been held hostage at the hands of militia leader G\u00e9d\u00e9on Kyungu Mutanga, who remains very much alive and wishing to pass himself off as deceased in order to prevent FARDC attacks.<\/p>\n

Commemorations on the twentieth anniversary of the Rwandan genocide have started with diplomatic ructions between\u00a0Rwanda and France<\/a>\u00a0as the former accused the latter of playing a direct role in the 1994 genocide. The row led to the absence of high-level diplomatic representation from France at a genocide remembrance ceremony in Kigali.<\/p>\n

Les piroguiers qui naviguent sur cette partie du fleuve accusent pourtant les militaires de les ran\u00e7onner en exigeant 2 000 francs congolais (environ 2,1 dollars am\u00e9ricains) au passage de chaque barri\u00e8re. Ce tron\u00e7on fluvial, long de 125 kilom\u00e8tres, compterait une dizaine de barri\u00e8res.<\/p>\n

\nLes Forces arm\u00e9es de la RDC (FARDC) ont d\u00e9log\u00e9, en cinq jours, les miliciens de la Force de r\u00e9sistance patriotique de l\u2019Ituri (FRPI) des localit\u00e9s d\u2019Isura, Nyasumbe et Kigo, en cheffrie de Walendu Bindi, dans le district de l\u2019Ituri (Province Orientale). Selon la soci\u00e9t\u00e9 civile du territoire de Lubero, ces d\u00e9plac\u00e9s proviennent de Fatua, Kitovo, Miveya et Kasinga, localit\u00e9s situ\u00e9es entre 67 et 120 km du village de Kasugho. Ils fuient les attaques des Ma\u00ef-Ma\u00ef Cheka contre les positions des rebelles rwandais des FDLR dans leurs milieux. \nDes militaires de la garde r\u00e9publicaine sont accus\u00e9s d\u2019\u00eatre impliqu\u00e9s dans une affaire de fraude douani\u00e8re \u00e0 Goma au Nord-Kivu. Des habitants de la ville rapportent que les officiers Freddy Ntambwe et Ruffin Mwehu de cette unit\u00e9 ont favoris\u00e9 la disparition de deux v\u00e9hicules gard\u00e9s dans l\u2019entrep\u00f4t de la Direction g\u00e9n\u00e9rale de douane et accises (DGDA) depuis f\u00e9vrier dernier. Les deux voitures avaient plac\u00e9 dans cet entrep\u00f4t par les douaniers qui avaient constat\u00e9 lors de leur importation qu\u2019ils \u00e9taient vieux de plus de 10 ans. L\u2019importation des v\u00e9hicules vieux de plus de 10 ans est interdite en RDC depuis octobre 2012.<\/p>\n

\nLe porte-parole de l\u2019arm\u00e9e congolaise au Nord-Kivu, colonel Olivier Hamuli, a rejet\u00e9 mercredi 9 avril les accusations de fraude douani\u00e8re port\u00e9es contre les militaires de la garde r\u00e9publicaine \u00e0 Goma (Nord-Kivu). Ces militaires ont retir\u00e9 d\u2019un entrep\u00f4t de la Direction g\u00e9n\u00e9rale des douanes et assises (DGDA) deux v\u00e9hicules que la douane avait saisis. Pour le colonel Olivier Hamuli, il a s\u2019agit d\u2019une \u00abincompr\u00e9hension dans l\u2019ex\u00e9cution d\u2019une mesure des autorit\u00e9s du pays\u00bb.<\/p>\n

\nDe violents combats ont oppos\u00e9 t\u00f4t ce mardi 8 avril matin les FARDC aux \u00e9l\u00e9ments du groupe Yakutumba dans la localit\u00e9 de Misisi au sud d\u2019Uvira (Sud-Kivu). Le bilan reste controvers\u00e9. Selon le commandant du 1012e r\u00e9giment des FARDC \u00e0 Lulimba, le bilan provisoire est de six morts, dont deux militaires. De leur c\u00f4t\u00e9, les Ma\u00ef-Ma\u00ef parlent de treize morts, dont quatre miliciens.14<\/p>\n

Analysis of the interactive map of artisanal mining areas in Eastern DR Congo<\/a>\u00a0| 12 November 2013 | IPIS
\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.
\nA first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

\nAs stated by the authors in their report \u201cTransparency and Accountability\u201d (February 2012), the Chairman\u2019s Draft Paper (14 July 2011) presented by the Arms Trade Treaty’s Preparatory Committee (ATT PrepCom), included within the ATT\u2019s scope certain \u201cservices\u201d, such as transport and brokering. However, no provision has been envisaged for the monitoring or ATT-related regulation of arms transport services. Monitoring transport services may be key to implementing and enforcing the Arms Trade Treaty. This report will demonstrate how arms shipments may be monitored and reported where there is a substantial risk that the shipments could contribute to fuelling conflict, repressive state practices, and other human rights abuses.
