NEWS IN BRIEF<\/h1>\n

The Ugandan People\u2019s Defence Force, tracking Joseph Kony in the Central African Republic (CAR) reported the capture of\u00a0Lord\u2019s Resistance Army<\/a>\u00a0leader Charles Okello this week. In the CAR around\u00a01,300 Muslims<\/a>\u00a0were escorted from Bangui by peacekeepers over the weekend. The event was marked by clashes between French Sangaris forces and armed actors, occasioning at least 7 deaths. This incident was shortly followed by an attack on an MSF hospital in\u00a0Nanga Bougila<\/a>, reportedly killing 15 tribal leaders and three MSF workers. The attack is alleged to have been orchestrated by ex-Seleka combatants, an assertion denied by the new president of the former coalition. The deputy heads for the pending UN peacekeeping force for the CAR (MINUSCa) have been named.<\/p>\n

In Kinshasa, 500 Congolese nationals have arrived following expulsion from the\u00a0Republic of Congo<\/a>. In the East, the Nduma Defense of Congo (NDC) militia has been called upon to disarm after displacing thousands in Lubero,\u00a0North Kivu<\/a>. In\u00a0Province Oriental<\/a>, South Sudanese soldiers are accused of killing two students and 30 cattle in Dungu territory and naval forces are said to be committing abuses against the population of Basoko. MONUSCO has reported the registration of 189 human rights violations in the DRC for March alone. Tanzanian, General Ramadhan Abdoul Kimweri has been named as the new commander for the MONUSCO mission.<\/p>\n

In\u00a0Rwanda<\/a>, Reporters without borders have expressed concerns about the oppressive climate for free media in the country. In\u00a0Burundi<\/a>, the national parliament has voted on a new electoral code in a bid to quell rising political tensions ahead of the 2015 elections. International observers have expressed concerns about the possibility of a return to political violence in the country as the election period advances.<\/p>\n

The US\u00a0Securities and Exchange Commission<\/a>\u00a0has responded to the recent US Appeals Court ruling on s.1502, stating that the rule can still be partially implemented by companies without using the wording struck down by the court as being violative of free speech rights.<\/p>\n

Morgan, was killed last week on April 14, two days after he surrendered with 42 members of the Congolese militia Mai Mai Morgan to the Congolese army in the locality of Bandegaido, Mambasa territory, Orientale province (map). It is still unclear why Morgan, who was alleged to engage in sexual violence, gold pillaging, and ivory poaching, surrendered in the first place. One possibility might be that he wanted to benefit from a new disarmament, demobilization, and reintegration program recently put in place.<\/p>\n

\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.
\nA first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. However, no provision has been envisaged for the monitoring or ATT-related regulation of arms transport services. Monitoring transport services may be key to implementing and enforcing the Arms Trade Treaty. This report will demonstrate how arms shipments may be monitored and reported where there is a substantial risk that the shipments could contribute to fuelling conflict, repressive state practices, and other human rights abuses.
