NEWS IN BRIEF<\/h1>\n
The\u00a0UN Security Council<\/a>\u00a0expressed concern this week about the escalation of violence in parts of the Central Africa region, including the Central African Republic (CAR), calling on stakeholders to enhance cooperation in seeking to restore peace. The statement follows the release of a UN report outlining that Joseph Kony is said to be sheltering in a disputed enclave on the borders of the CAR, South Sudan and Sudan. It was also preceded by the imposition of\u00a0UN sanctions<\/a>\u00a0on three individuals for their roles in fuelling the conflict in the CAR, including former CAR President Fran\u00e7ois Bozize. The US has today announced its imposition of its own sanctions on five individuals on these grounds.<\/div>\n
<\/div>\n
In northern CAR\u00a0clashes<\/a>\u00a0between ex-Seleka and anti-balaka are said to have occasioned fatalities in Kaga-Bandoro, whilst in the centre of CAR thirteen people are said to have been burned alive during conflict between ex-Seleka and armed Peuhls in the village of Dissikou. A\u00a0meeting of ex-Seleka<\/a>\u00a0in the east of the country has seen reports of the former movement\u2019s plans to regroup its scattered fighters, with the appointment of General Joseph Ndeko as the new army chief for the movement.\u00a0Chad<\/a>\u00a0decided to close its 1,000km border with the CAR this week, prompting warnings from Amnesty International that such actions risk the lives of CAR citizens fleeing ethnic violence in the country. After the murder of two journalists in Bangui last week, this week has seen the discovery of a body belonging to a French journalist near Bouar.<\/div>\n
<\/div>\n
In the Democratic Republic of Congo, national press have reported the deployment of FARDC troops to the border with the CAR in\u00a0Equateur province<\/a>, allegedly in response to reports of abuses by ex-Seleka and anti-balaka militias against CAR refugees and local inhabitants. To the east, seven APCLS fighters are said to have been killed during an attack on FARDC positions in Lukweti (North Kivu<\/a>), whilst four deaths have been attributed to the Raia Mutomboki and NDC Tcheka in Walikale territory. Hundreds of families are reported to have fled armed groups in Lubero and Walikale, reporting the creation of a new armed group called \u201cProtection du Peuple Hutu\u201d (PPH). The NGO, Creddho has reported the presence of a high concentration of FDLR elements, said to be looting inhabitants 200km northwest of Goma. Thursday saw the arrest of 45 individuals from Buganza accused of complicity with the FDLR. In\u00a0South Kivu<\/a>, a number of fatalities have been occasioned by clashes between FARDC and the Mai-mai Yakutumba in Ngandja forest, Fizi territory, whilst in\u00a0Province Oriental<\/a>\u00a0FRPI activity in Irumu is causing displacement and the LRA is said to be inhabiting a village 80km from Dungu. Clashes between FARDC and Mai-Mai Simba at a quarry in Ituri have occasioned at least one fatality. Two former rebel leaders, Joseph Mutebusi (RCD) and Udjani Mangbama (MLIA), died this week in separate incidents in Rwanda and the Republic of Congo, respectively.<\/div>\n

Upstream Implementation of the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas. Final Report on one-year pilot implementation of the Supplement on Tin, Tantalum, and Tungsten<\/a>\u00a0| January 2013 | OECD – IPIS
\nThis report is the final in a cycle of three reports on the pilot implementation by upstream companies of the “Supplement on Tin, Tantalum and Tungsten of the OECD Due Diligence Guidance for Responsible Supply Chains of Minerals from Conflict-Affected and High-Risk Areas”. The goal of the report is to provide an overall assessment of the progress and impact of the one-year pilot implementation phase of the OECD Guidance and its Supplement on Tin, Tantalum and Tungsten.\u00a0The pilot implementation phase of the Guidance focused on Africa\u2019s Great Lakes region and was carried out during the period August 2011 \u2013 October 2012. Drawing on lessons from the ground, this final report identifies key trends and common approaches to overcome challenges as well as tools used by companies to implement the OECD Guidance.<\/p>\n
