NEWS IN BRIEF<\/h1>\n

Bangui descended further into violence\u00a0over the last week with a\u00a0church attack<\/a>\u00a0reportedly perpetrated by Muslim fighters once again prompting retaliation attacks targeting a Bangui mosque and the city\u2019s remaining\u00a0Muslim population<\/a>. Protests in the city saw two people shot dead by MISCA forces this week as popular disaffection was directed at both the transition government and international troops. These events were followed by allegations on Monday that Republic of Congo MISCA troops have been implicated in\u00a0human rights abuses<\/a>, including the enforced disappearance of 11 individuals in March this year. Medecins sans Frontieres has suffered another assault on its operations and Radio Ndeke Luka journalists have been the subject of death threats.<\/p>\n

In the DRC, 100\u00a0FDLR<\/a>\u00a0fighters are said to have demobilised in\u00a0North Kivu<\/a>, prompting official calls for the surrender of the group\u2019s remaining fighters in accordance with a prior agreement to that affect, said to have been breached by the rebels. Clashes between FARDC and ADF-Nalu have seen the former regain two localities north of Beni, as fighting took place between the Mai-Mai Cheka and the FDLR in the Oninga region of Walikale, causing displacement towards Lubero. The Mai-Mai Cheka are said to be occupying four localities in the region where they are reported to be engaging in extortion. FARDC troops have been accused of perpetrating abuses against local civilians in Shabunda (South Kivu) and Rutshuru (North Kivu) territories. In\u00a0Katanga<\/a>, insecurity is said to prevail in the north of the province as local officials called for the redeployment of MONUSCO to Pweto. In\u00a0Province Orientale<\/a>\u00a0armed groups are said to have burned down hundreds of homes in the collectivity of Walendu Bindi, whilst in Ituri 20 people are reported to have been kidnapped by gunmen. On the fourth anniversary of the\u00a0Chebeya\/Bazana<\/a>\u00a0assassinations, the victims\u2019 families have reportedly lodged a deposition before the courts in Senegal in respect of the case.<\/p>\n

This Monday saw the\u00a0deadline<\/a>\u00a0for corporate reporting on conflict minerals sourcing under section 1502 of the US Dodd-Frank Act.<\/p>\n

\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. Positief is dat Belgi\u00eb zich, ondanks de moeilijke context, rond dit thema blijft engageren \u2013 zowel op internationaal beleidsniveau als binnen haar eigen ontwikkelingsbeleid.<\/p>\n

\nOn the 5th of March 2014, the European Commission proposed a responsible trading strategy for minerals from conflict zones. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. Analysis of the interactive map of artisanal mining areas in Eastern DR Congo<\/a>\u00a0| 12 November 2013 | IPIS
\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.\u00a0A first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

\nThe exploitation of minerals is an important source of income for many communities in eastern Democratic Republic of Congo (DRC). Yet this mineral wealth also plays a significant role in the continuation of insecurity in parts of the country.
\nOver recent years, several domestic, regional and international initiatives have been developed to address the so-called \u2018conflict minerals\u2019 problem and the high level of informality in the DRC\u2019s artisanal mining sector. These initiatives have provoked varying reactions regarding their impact on local livelihoods.
