Tensions between the states continued to manifest this week as Rwandan forces arrested nine Congolese fishermen. Meanwhile,\u00a0<a href=\"#sk\" data-cke-saved-href=\"#sk\">South Kivu<\/a>\u00a0saw clashes involving Burundian FLN rebels, who claim to have killed 9 Burundian soldiers in the province. The Burundian army denies any troop presence on Congolese territory. \u00a0FARDC are said to have dislodged the mai-mai Yakutumba from Talama after a week of intense fighting, whilst in\u00a0<a href=\"#nk\" data-cke-saved-href=\"#nk\">North Kivu<\/a>, there has been public outcry over military abuses against civilians in and around Beni, including the alleged murder of Buloloma\u2019s chief. In\u00a0<a href=\"#po\" data-cke-saved-href=\"#po\">Province Orientale<\/a>, Mbororo pastoralists are accused of colluding with the LRA in the perpetration of abuses against civilians in Dungu and Niangara. Three FADRC soldiers are reported dead in Ituri after an attack on FARDC positions by armed men in attire resembling South Sudanese army uniforms. In\u00a0<a href=\"#k\" data-cke-saved-href=\"#k\">Katanga<\/a>, there are rumors that Gideon has proposed disarming and disbanding his group, whilst the South Katanga Mining Company has faced public anger this week after police seeking to secure its Kawama concession fired shots to disperse illegal miners, killing three.<\/p>\n<p>In the Central African Republic, retaliatory clashes between anti-balaka and the Seleka left dozens dead in\u00a0<a href=\"#bambari\" data-cke-saved-href=\"#bambari\">Bambari\u00a0<\/a>between Sunday and Monday, as ten bodies said to bear signs of torture, were found in the\u00a0<a href=\"#ouaka\" data-cke-saved-href=\"#ouaka\">Ouaka river<\/a>\u00a0this week. Seleka and anti-balaka representatives have reportedly agreed on engaging in talks under the mediation of NGO\u00a0<a href=\"#talks\" data-cke-saved-href=\"#talks\">Pareto<\/a>, in what is hoped might be a first step towards a cease-fire. The week has seen the publication of two notable NGO reports on the situation in the CAR by\u00a0<a href=\"#icg\" data-cke-saved-href=\"#icg\">International Crisis Group<\/a>\u00a0and\u00a0<a href=\"#fidh\" data-cke-saved-href=\"#fidh\">FIDH<\/a>.<\/p>\n<p>In France,\u00a0<a href=\"#ohlala\" data-cke-saved-href=\"#ohlala\">French youth leaders<\/a>\u00a0have called upon previous political generations to shed light on the country\u2019s involvement in the \u201994 Genocide and, consequently, take responsibility for their actions at that time. Former Liberian president Charles Taylor has requested a prison transfer to Rwanda, citing proximity and threat of exposure to attacks by Al Qaeda militants.<\/p>\n<p>The\u00a0<a href=\"#Uganda o\" data-cke-saved-href=\"#Uganda o\">United States has taken measures<\/a>\u00a0that communicate its discontent with Uganda\u2019s recent Anti-Gay Law. The measures, viewed by Uganda\u00a0as \u2018blackmail\u2019, appeared to have an immediate effect on the country\u2019s currency.<\/p>\n<h1><\/h1>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. The summit highlighted what can and must be done to address this widespread issue. High-level politicians, A-list celebrities (Foreign Secretary William Hague co-chaired with Angelina Jolie) and over 900 survivors and opinion-leaders, policy-makers and practitioners, and international, national and local organisations from over 100 countries came together. They aimed to raise awareness around the use of rape as a weapon of war, and other related forms of sexual violence; to strengthen laws and practices to bring perpetrators to justice and to support practical means to protect women in conflict settings and support victims. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.\u00a0A first version of the resulting map has been published at\u00a0<a href=\"https:\/\/ipisresearch.be\/\/mapping\/webmapping\" data-cke-saved-href=\"https:\/\/ipisresearch.be\/\/mapping\/webmapping\">https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>.
