NEWS IN BRIEF<\/h1>\n

In reprisal attacks between Christian and Muslim communities in the town of\u00a0Bambari<\/a>\u00a0over 70 people have died in recent days. The renewed violence has caused thousands of civilians to flee the area. At the African Union meeting officials of the\u00a0Economic Community of Central African States<\/a>\u00a0debated possible responses to bring an end to the ongoing violence and to hold presidential elections. At the same time,\u00a0Human Rights Watch<\/a>\u00a0has urged the ICC to start renewed investigations into crimes committed by both sides to the conflict. Despite the current violence, a\u00a0diplomatic solution<\/a>\u00a0to the conflict is atempted, as anti-balaka and S\u00e9l\u00e9ka representatives have set up a joint committee in order to prepare peace talks. The anti-balaka has conducted an internal meeting to develop its strategy.<\/p>\n

Following the\u00a0border clash<\/a>\u00a0in mid June between Rwanda and the DRC that left five dead diplomatic disputes have continued after parts of a\u00a0verification report<\/a>\u00a0by the International Conference on the Great Lakes Region (ICGLR) verification team were leaked. The report allegedly states that the disputed hill belongs to Congolese territory. According to the BBC, the results of autopsies on the dead indicate that they were executed. The Rwandan Ministry of Defence objected the leaked documents, criticising the methodology of the report and disputing its findings.<\/p>\n

In\u00a0Province Orientale<\/a>\u00a0Mai-Mai rebels are said to have recruited and trained more than 80 fighters, whilst in\u00a0Katanga<\/a>\u00a010 people died in clashes between Bantus and Pygmies.
\nHaving gone on strike last week\u00a0Gecamines<\/a>\u00a0workers in Kolwezi have now returned to work, after the state mining firm started to pay oustanding wages to its workers.<\/p>\n

The political tension has risen in\u00a0Uganda<\/a>\u00a0after the commander of Uganda’s elite military force defected and allegedly joined a rebellion to topple president Yoweri Museveni. Days later, opposition leaders are said to have threatened Museveni that they now have control over parts of the army and may use them against the president if he does not stop using the military forces to intimidate the opposition.<\/p>\n

At the ICC in The Hague\u00a0Germain Katanga<\/a>\u00a0withdrew his appeal against his conviction. Katanga was sentenced by the international court to 12 years in prison for his complicity in the destruction of a village in north-eastern Democratic Republic of Congo (DRC) in February 2003.\u00a0The ICTR\u2019s Appeals Chamber has confirmed the 30 year sentence imposed upon\u00a0Augustin Bizimungu<\/a>\u00a0for crimes against humanity committed as former general of the Rwandan Army.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n\n\n\n\n\n\n\n\n

Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research
\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. A strategy relying on a piecemeal approach (e.g. on ad hoc investments in infrastructure) is likely to result in a \u2018quick fix\u2019 to ship raw materials out of the African continent rather than in an effort to boost sustainable economic development.<\/p>\n

\nOn the 5th of March 2014, the European Commission proposed a responsible trading strategy for minerals from conflict zones. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. Businesses operating in conflict-affected or fragile regions should therefore ascertain whether their direct operations or their business relationships with other parties, including through their supply chains, have fueled or funded conflict and\/or human rights abuse.<\/p>\n

\nThe ministry of defense has rubbished the content of a leaked report of the Expanded Joint Verification team which investigated recent border clashes between the RDF and DRC army. The report, which was not signed by all members of the team, claimed among other things that there is a border dispute between Rwanda and DRC. The leaked document also said that the border clashes were partly due to “alleged capture of an FARDC soldier by RDF” and the “location of Kanyesheja II hill which is contested by the two countries given its positioning along the presumed borderline.”<\/p>\n

The insurgents shot dead the soldiers at Kiliba Ondes in Congo\u2019s South Kivu province, near the border between the two countries, Eraste Dondogori, a spokesman for the armed group, said in a phone interview yesterday. Burundi army spokesman Colonel Gaspard Baratuza denied the attack took place and repeated the government\u2019s denial that it has any troops in Congo.<\/p>\n

\nTwo of the four firms that bid to build the 60,000 barrels-per-day oil refinery in Hoima have been dropped, the Energy ministry confirmed this week. A statement from Fred Kabagambe-Kaliisa, the permanent secretary in the ministry of Energy and Mineral Development, noted that proposals from Marubeni Corporation (of Japan) and China Pipeline Petroleum Bureau were dropped after failing to meet the basic requirements. The drop followed a Request For Proposals (RFP) for the refinery project, which had a deadline for submission of 30 mei 2014. “The RFP required the submission of a bid bond, and detailed technical, financial and commercial plans to develop, finance, build and operate the project in partnership with the GOU [government], among other requirements. The bidders were also required to review and comment on draft principal project agreements,” Kabagambe-Kaliisa said.<\/td>\n<\/tr>\n

President Joseph Kabila seems determined to serve a third term of office, although his attempts to make the idea popular at home have failed. The Government Spokesman and Information Minister, Lambert Mende Omalanga, however, portrayed the appeals as assaults on Congo-Kinshasa’s sovereignty. Analysis of the interactive map of artisanal mining areas in Eastern DR Congo<\/a>\u00a0| 12 November 2013 | IPIS
\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.\u00a0A first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

\nThe exploitation of minerals is an important source of income for many communities in eastern Democratic Republic of Congo (DRC). Yet this mineral wealth also plays a significant role in the continuation of insecurity in parts of the country.
\nOver recent years, several domestic, regional and international initiatives have been developed to address the so-called \u2018conflict minerals\u2019 problem and the high level of informality in the DRC\u2019s artisanal mining sector. These initiatives have provoked varying reactions regarding their impact on local livelihoods.

\nThe National Rifle Association (NRA) claims to have monitored in the last 20 years all United Nations activities that could impact Second Amendment rights. Its latest target is the Arms Trade Treaty (ATT), an international treaty to establish common international standards for the import, export, and transfer of conventional arms presently under discussion at the United Nations. The international community has been calling for the inclusion of ammunition and civilian arms within the scope of the ATT. This reasonable call is used by the NRA to claim that the ATT could restrict the lawful ownership of firearms in the United States.<\/p>\n
