While Seleka officials have stated that the task force was attacked by mistake the Ugandan forces have announced that it was now fighting the Seleka as part of its mission, accusing the rebel group of cooperating with the LRA.<\/p>\n<p>Last week\u2019s inter-communal fighting in\u00a0<a href=\"#EL Bambari\" data-cke-saved-href=\"#EL Bambari\">Bambari<\/a>\u00a0continued this week on a lower scale, as Muslim youths attacked the town\u2019s cathedral. After last week\u2019s\u00a0<a href=\"#EL BAL SEL Talks\" data-cke-saved-href=\"#EL BAL SEL Talks\">talks between anti-balaka and Seleka<\/a>\u00a0representatives the publication of a joint statement was postponed several times. It is currently unclear whether there will be a statement at all. In the light of stalling talks and continuing fighting between the two groups, which has left at least 10 dead this week, it is feared that the search for a political solution has failed.<\/p>\n<p>In Uganda, the\u00a0<a href=\"#EL Uganda attacked\" data-cke-saved-href=\"#EL Uganda attacked\">Ugandan People\u2019s Defence Force<\/a>\u00a0have been attacked in the country\u2019s western provinces bordering the CAR leaving 40 people dead, most of them attackers. While there is speculation that CAR guerrilla groups were responsible for the attacks, the military has accused local militias, seeing the assault as retaliation after state forces killed a Muslim man allegedly responsible for inter-faith violence last month.<\/p>\n<p><a href=\"#EL Immunity\" data-cke-saved-href=\"#EL Immunity\">African leaders<\/a>\u00a0have voted to give heads of state immunity from prosecutions, including in respect of charges for crimes against humanity, war crimes and genocide. The move sparked protest from national and international rights groups.<\/p>\n<p><a href=\"#EL ICC\" data-cke-saved-href=\"#EL ICC\">Three witnesses at the ICC<\/a>\u00a0in The Hague will be expelled to the DRC, after their applications for asylum were denied in last instance. The three argued that they fear for their safety in the DRC, where they might be put on trial for their involvement in the conflict. Amnesty International and Human Rights Watch have called for ensuring their safety and a fair trial that excludes the possibility of a death sentence. According to Dutch officials the DRC has given satisfactory guarantees for their safety and a fair trial.<\/p>\n<p>Following its temporary suspension as a candidate country to the\u00a0<a href=\"#EL EITI\" data-cke-saved-href=\"#EL EITI\">Extractive Industries Transparency Initiative (EITI)<\/a>, the DRC has now become a full member of the initiative, improving its accounting of revenues from oil, gas and minerals. The country had been criticised earlier for not disclosing its earnings from this sector but has now brought itself into compliance with the EITI\u2019s requirements.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1>IPIS\u2019 Latest\u00a0Publications<\/h1>\n<h3><\/h3>\n<div><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. Ce lundi, cette cath\u00e9drale et ses abords ont \u00e9t\u00e9 directement vis\u00e9s par des combattants musulmans. Selon un pr\u00eatre r\u00e9fugi\u00e9 dans le presbyt\u00e8re, les tirs ont d\u00e9but\u00e9 \u00e0 15h45 (heure locale), pr\u00e9c\u00e9d\u00e9s d&#8217;un appel annon\u00e7ant l&#8217;attaque contre ce symbole de la chr\u00e9tient\u00e9. In 1956, 16 million tons of copper were explored and due to capital constraints on the part of investors, more areas were not explored for copper and were kept as reserves. As a country landlocked within an unstable region, neighbouring the Democratic Republic of Congo (DRC), and recently the scene of another coup, the Central African Republic (CAR) might be considered an appropriate candidate for analysis within the conflict-mineral perspective. Yet this framework would ignore the country\u2019s mining sector\u2019s very specific characteristics. The sector offers an essential livelihood to many households, represents the country\u2019s second most important export product, and is organised in a particular way. Nonetheless, a wide range of issues regarding the country\u2019s mining sector persist.<br \/>\nThis report aims to analyse both the Central African Republic\u2019s gold and diamond mining sector and related environmental and socio-economic issues.<\/p>\n<p><a href=\"https:\/\/ipisresearch.be\/\/publications_detail.php?id=405\" data-cke-saved-href=\"https:\/\/ipisresearch.be\/\/publications_detail.php?id=405\">Pinocchio Ltd. Its latest target is the Arms Trade Treaty (ATT), an international treaty to establish common international standards for the import, export, and transfer of conventional arms presently under discussion at the United Nations. The international community has been calling for the inclusion of ammunition and civilian arms within the scope of the ATT.
