By dropping leaflets in the Beni region it is hoped to convince militiamen to drop their arms and release the around 250 people currently held hostage by the group. In\u00a0<a href=\"#South Kivu\" data-cke-saved-href=\"#South Kivu\">South Kivu<\/a>, fighting is reported to have broken out between the FARDC and the Mai-Mai Yakutumba on early Tuesday. A FARDC position and convoy were reportedly attacked by the militiamen. Whilst the army says it repelled the attacks, sources close to the militia claimed they had gained control over neighbouring villages. Meanwhile local officials called on the Government to strengthen their dialog with the militia. The debate around the\u00a0<a href=\"#FDLR\" data-cke-saved-href=\"#FDLR\">relocation of former FDLR fighters<\/a>\u00a0continued this week. While local civil society planed a \u2018ghost town\u2019 protest against the relocation of former fighters to Kisangani, government officials pleaded for national solidarity in order to bring peace for the country. The majority of locals reportedly did not follow the protest action, a step that is seen by the government as silent support of their plans.<\/p>\n<p>An\u00a0<a href=\"#Amnesty\" data-cke-saved-href=\"#Amnesty\">Amnesty International report on Burundi<\/a>\u00a0published this week denounces a rise in political violence, oppression of civil society and opposition politicians, and a clamp down on human rights such as freedom of expression and peaceful assembly. The report describes how the ruling party\u2019s youth organisation, Imbonerakure, intimidates and even kills opposition politicians and civil society activists with impunity. This development is seen as connected with next year\u2019s presidential election. President Nkurunziza aims to run for a third term, a step widely criticised as unconstitutional.<\/p>\n<p>National and international actors have congratulated the signing of a\u00a0<a href=\"#Ceasefire\" data-cke-saved-href=\"#Ceasefire\">ceasefire agreement for the Central African Republic<\/a>, whilst reiterating that it has to be followed by further steps to bring lasting peace to the country. Local Seleka fighters have declared that they will not respect the agreement. Meanwhile,\u00a0Mohamed Moussa Dhaffane has rejected the idea of a partition of the country.<\/p>\n<p>The CEO of DRC\u2019s state mining company\u00a0<a href=\"#Gecamines\" data-cke-saved-href=\"#Gecamines\">G\u00e9camines<\/a>, Ahmed Kalej Nkand, has been fired by President Kabila. According to a press statement he is accused of \u2018Mismanagement\u2019. Rfi reports that he is accused of overpaying in the acquisition of new machinery. On Sunday a spokesman of the opposition party UDPS demanded that a criminal prosecution be initiated against Nkand.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<h3><\/h3>\n<p><a href=\"https:\/\/ipisresearch.be\/\/publications_detail.php?id=445\" data-cke-saved-href=\"https:\/\/ipisresearch.be\/\/publications_detail.php?id=445\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. By 2012, the international interest in the issue had grown but the map was out-dated.
