In\u00a0<a href=\"#S KIVU\" data-cke-saved-href=\"#S KIVU\">South Kivu<\/a>\u00a0the army\u2019s push against the Mai-Mai Mutomboki is said to have left several fighters dead. Meanwhile, it was reported that this militia group has attacked and looted a mine in Nsele. In\u00a0<a href=\"#Oriental\" data-cke-saved-href=\"#Oriental\">Province Orientale<\/a>\u00a0fighters of the FRPI are accused of murdering a local chief in the village Medu. Radio Okapi reports that he was killed as a reprisal for informing the military about atrocities committed by the militiamen in the last weeks. In the\u00a0<a href=\"#Katanga\" data-cke-saved-href=\"#Katanga\">Katanga<\/a>\u00a0region the fighting between Pygmies and Luba fighters of the last weeks has continued causing concerns that the situation could escalate further.<br \/>\nThe\u00a0<a href=\"#EDITORIAL FDLR\" data-cke-saved-href=\"#EDITORIAL FDLR\">FDLR<\/a>\u00a0has announced its refusal to transfer to the transit camp in Kisangani as part of the DDR process. With disarmament taking place slowly over the last weeks and allegations of FDLR related killings reported in the last days, Martin Kobler has said that a military option always remains on the table.<br \/>\nAn oil company owned by Israeli billionaire Dan Gertler, announced the discovery of a 3 billion barrel\u00a0<a href=\"#DRC OIL\" data-cke-saved-href=\"#DRC OIL\">oil deposit at Lake Albert<\/a>. A seismic study is said to have concluded that the oil reserves will have a production capacity of 50,000 barrels per day.<\/p>\n<p>Following last week\u2019s resignation of the Central African Republic\u2019s Prime Minister,\u00a0<a href=\"#CAR new President\" data-cke-saved-href=\"#CAR new President\">Mahamat Kamoun<\/a>\u00a0has been announced as the country\u2019s new and first ever Muslim Prime Minister. The step is reportedly part of an initiative to build a new and more inclusive government, though Seleka spokesperson, Habilah Awal, has declared the group\u2019s official opposition to the new government and Prime Minister.<\/p>\n<p>At the end of the US-Africa Leaders Summit, Barack Obama has announced that the US will support the establishment of\u00a0<a href=\"#BRIEF Rapid Response peacekeeping\" data-cke-saved-href=\"#BRIEF Rapid Response peacekeeping\">rapid reaction peacekeeping forces in Africa<\/a>. The American President has pledged to spend 110 million USD annually to fight insecurity and violence in African countries caused by militant groups such as Boko Haram or al-Shabab. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd.
