In\u00a0<a href=\"#EDIT ORIENTALE\" target=\"_blank\" data-cke-saved-href=\"#EDIT ORIENTALE\" rel=\"noopener noreferrer\">Province Orientale<\/a>\u00a0MONUSCO and FARDC have announced a military advance against the FRPI and its leader Cobra Matata. While an exact date for the initiative has not been announced, the local leader of the Walendu Bindi region has requested time to negotiate a peaceful surrender of the militiamen. In\u00a0<a href=\"#EDIT MANIEMA\" target=\"_blank\" data-cke-saved-href=\"#EDIT MANIEMA\" rel=\"noopener noreferrer\">Maniema<\/a>\u00a0three Ra\u00efa Mutomboki militiamen also reportedly have died in clashes with the FARDC in the Punia region.<\/p>\n<p>The\u00a0<a href=\"#EDIT FDLR\" target=\"_blank\" data-cke-saved-href=\"#EDIT FDLR\" rel=\"noopener noreferrer\">FDLR<\/a>\u00a0has urged the international community to politically facilitate their return to Rwanda. They refuse to go to the designated camp in Kisangani, as they fear the local population will be hostile towards their presence. Meanwhile civil society groups are said to have called for investigations into the atrocities committed by the group since 1998.<\/p>\n<p>The government of the DRC has published a list of a further 272 beneficiaries of an\u00a0<a href=\"#EDIT AMNESTY\" target=\"_blank\" data-cke-saved-href=\"#EDIT AMNESTY\" rel=\"noopener noreferrer\">amnesty law<\/a>\u00a0passed in February this year. Of these, 191 are\u00a0former M23 fighters, making them the main beneficiaries of this fifth round of amnesties.<\/p>\n<p>In the\u00a0<a href=\"#EDIT MSF\" target=\"_blank\" data-cke-saved-href=\"#EDIT MSF\" rel=\"noopener noreferrer\">Central African Republic<\/a>\u00a0Doctors Without Borders (MSF) has announced the suspension of its activities in Batangfo in the North of the country. Following the growing tensions in the region and threats towards MSF staff, 40 employees had to be evacuated. MSF has called on all sides of the conflict to guarantee the safety of its staff and patients.<\/p>\n<p>In the on going effort to curb the trade in\u00a0<a href=\"#EDIT CONFLICT MINERALS DRC\" target=\"_blank\" data-cke-saved-href=\"#EDIT CONFLICT MINERALS DRC\" rel=\"noopener noreferrer\">conflict minerals<\/a>\u00a0this week 70 academics, politicians and civil society professionals signed an open letter warning that legislation requiring companies to assure that their minerals sourced from the DRC are \u201cconflict-free\u201d may worsen the problem it aims to solve. The professionals argue that with widespread artisanal mining and poor infrastructure in DRC\u2019s East this certification is difficult to implement driving small-scale miners into illegality.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa\u00a0<\/a>\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. IPIS<br \/>\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd.
