NEWS IN BRIEF<\/h1>\n

In\u00a0North Kivu<\/a>, the leader of the Mai Mai Kifuafua is reported to have stated the group\u2019s willingness to disarm under the condition that state forces provide security in the region. As fighting continues between local militias and the FDLR many people are said to have fled their villages located along the border between Walikale and Lubero. In\u00a0South Kivu<\/a>, a FARDC soldier died during fighting with the Mai Mai Raia Mutomboki near Shabunda. In\u00a0Province Orientale<\/a>, an attempt to negotiate the peaceful surrender of the FRPI and its leader Cobra Matata has failed. Local leaders tried to negotiate with the group after last week\u2019s FARDC announcement of its intent to pursue a military advance against the FRPI. In\u00a0Katanga<\/a>, a police commander and his wife have reportedly been killed in the town of Malemba Nkulu. According to civil society, Mai-Mai militiamen executed the couple before looting the city and taking hostages.<\/p>\n

Ugandan<\/a>\u00a0security forces claim to have foiled a terrorist attack by an al Shabaab cell. Reports suggest that 19 suspects have been arrested and explosives confiscated. Meanwhile, the US has warned its citizens in the country to stay at home. The alleged attack plot is understood to be linked to the intelligence assistance given by Ugandan forces stationed in Somalia that led to the US\u2019 attack on an al Shabaab commander earlier this month.<\/p>\n

In the\u00a0Central African Republic<\/a>, the UN peacekeeping force\u00a0MINUSCA<\/a>\u00a0has officially taken over the mission from the AU-led MISCA. While MINUSCA will have a larger number of troops on the ground, whether it will be able to bring peace to the country is a matter of debate. Amnesty International has urged for a quicker deployment of the full contingent. So far only 65% of the pledged troops have been deployed, they say. Meanwhile, a\u00a0report published by the Enough Project<\/a>\u00a0this week identifies four elements deemed essential for a successful transition into peace.<\/p>\n

After reports of dead bodies floating in\u00a0Lake Rweru<\/a>\u00a0between Rwanda and Burundi a few weeks ago, little more is known. Human Rights Watch accuse both countrie\u2019s officials of inactivity, as no official investigation has yet been conducted. Both Rwanda and Burundi reject responsibility for the case.<\/p>\n

In\u00a0Uganda<\/a>, an alleged rise in land grabbing has been criticised. Since the discovery of oil in 2006 it is reported that locals have been illegally expelled from their lands. Meanwhile, the Ministry of Energy and Mineral Development has announced the discovery of new natural gas resources.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n\n\n\n\n\n\n\n\n\n\n

Supply Chains and Transport Corridors in East Africa\u00a0<\/a>\u2758 June 2014 \u2758 IPIS and TransArms-Research
\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed. A strategy relying on a piecemeal approach (e.g. on ad hoc investments in infrastructure) is likely to result in a \u2018quick fix\u2019 to ship raw materials out of the African continent rather than in an effort to boost sustainable economic development.<\/p>\n

\nZo goed als de helft van de Belgische middelen voor ontwikkelingshulp gaat naar partnerlanden waar de overheid niet de capaciteit, wil en\/of legitimiteit heeft om de publieke zaken effici\u00ebnt te beheren, voor veiligheid te zorgen en om de bevolking uit de armoede te halen. Omdat traditionele hulprecepten in deze \u2018fragiele staten\u2019 op hun limieten stuiten, is er de laatste decennia een internationaal beleid ontwikkeld dat een blauwdruk voorstelt voor een gedifferentieerde aanpak om deze landen te ondersteunen in het traject richting meer weerbaarheid. De Belgische ontwikkelingssamenwerking onderschrijft de internationale engagementen over fragiele staten die hieruit ontstonden, zoals de fragiele staten principes (FSP\u2019s) en de New Deal. In 2013 werd er een Belgische strategienota voor fragiele situaties goedgekeurd. \nOn the 5th of March 2014, the European Commission proposed a responsible trading strategy for minerals from conflict zones. The proposal took place within a specific and timely context. As IPIS has long documented, the exploitation of natural resources can have adverse human rights impacts. Singer Kizito Mihigo, radio journalist Cassien Ntamuhanga, retired soldier Jean Paul Dukuzumuremyi and Agnes Niyibizi, an accountant, appeared in court clad in the pink outfits worn by detainees. The case has drawn wide public interest because of Mihigo’s popularity as a performer. It has also prompted criticism from rights group Reporters Without Borders, who have expressed concern about press freedom over the arrest of a journalist and others.<\/p>\n

He appears to have abandoned plans for his son, Brigadier Muhoozi Kainerugaba, to succeed him after they got a hostile reception. And the breaking of a gentlemen’s agreement between Museveni and Prime Minister Amama Mbabazi that he would receive the NRM presidential nomination in 2016 has put the two old friends at loggerheads. Analysis of the interactive map of artisanal mining areas in Eastern DR Congo<\/a>\u00a0| 12 November 2013 | IPIS
\nIn August 2009 the \u2018International Peace Information Service\u2019 (IPIS) published a first map of militarised mining areas in Eastern DR Congo. By 2012, the international interest in the issue had grown but the map was out-dated. To find a structural solution, IPIS sat down with the Congolese mining cadastre (CAMI) and agreed to set up a permanent system to monitor artisanal mining activities and the involvement of armed groups in the mineral exploitation and trade.\u00a0A first version of the resulting map has been published at\u00a0https:\/\/ipisresearch.be\/\/mapping\/webmapping<\/a>. It shows the location of nearly 800 mining sites and 85 trading centres, including information about armed groups presence and involvement, and the scale of the mining activity. The map includes at least 410 cases of illegal taxation by armed groups or the Congolese army.<\/p>\n

‘Conflict Minerals’ initiatives in DR Congo: Perceptions of local mining communities<\/a>\u00a0| 12 November 2013 | IPIS
\nThe exploitation of minerals is an important source of income for many communities in eastern Democratic Republic of Congo (DRC). Yet this mineral wealth also plays a significant role in the continuation of insecurity in parts of the country.
\nOver recent years, several domestic, regional and international initiatives have been developed to address the so-called \u2018conflict minerals\u2019 problem and the high level of informality in the DRC\u2019s artisanal mining sector. These initiatives have provoked varying reactions regarding their impact on local livelihoods.

\nThe National Rifle Association (NRA) claims to have monitored in the last 20 years all United Nations activities that could impact Second Amendment rights. Its latest target is the Arms Trade Treaty (ATT), an international treaty to establish common international standards for the import, export, and transfer of conventional arms presently under discussion at the United Nations. The international community has been calling for the inclusion of ammunition and civilian arms within the scope of the ATT. This reasonable call is used by the NRA to claim that the ATT could restrict the lawful ownership of firearms in the United States.<\/p>\n
