The UNJHRO highlights that these atrocities constitute crimes under both international and Congolese law, calling upon the authorities to bring perpetrators to justice. The report preceded a second publication outlining human rights violations committed by state security forces during operation \u201cLikofi\u201d in Kinshasa, aimed at curbing urban delinquency.<\/div>\n<div><\/div>\n<div>Martin Kobler has called for the demobilisation of the FRPI this week as abuses by the group in Bunia (<a href=\"#PO\" target=\"_blank\" data-cke-saved-href=\"#PO\" rel=\"noopener noreferrer\">Province Orientale<\/a>) provoked protests and three mass graves were discovered containing the bodies of what are said to be the victims of FRPI atrocities in 2012. The Special Representative for the Secretary General has also called for a joint FARDC, Africom and MONUSCO mission to combat the Lord\u2019s Resistance Army in Dungu territory, as well as joint efforts to preserve the biodiversity of Garamba Park, after a visit to the reserve. MONUSCO has donated three helicopters to the park for deployment in the event of urgent intervention. The security situation in Ituri is said to have deteriorated since the death of Morgan \u2013 his former fighters, now led by Manu, abducting 40 women at the end of last week. In North Kivu,\u00a0<a href=\"#ADF\" target=\"_blank\" data-cke-saved-href=\"#ADF\" rel=\"noopener noreferrer\">ADF attacks<\/a>\u00a0continued in Beni territory last week, with attacks in Oicha and Erengeti causing thousands to flee. Meanwhile, in\u00a0<a href=\"#K\" target=\"_blank\" data-cke-saved-href=\"#K\" rel=\"noopener noreferrer\">Katanga<\/a>, 3,000 people are reported to have fled Mai-Mai Bakata Katanga incursions following clashes with the FARDC, killing seven soldiers, in Kyona Nzini, Pweto territory.<\/div>\n<div><\/div>\n<div>In the Central African Republic, Bangui has seen a week of\u00a0<a href=\"#Bangui\" target=\"_blank\" data-cke-saved-href=\"#Bangui\" rel=\"noopener noreferrer\">inter-communal violence<\/a>, said by the Red Cross to be the worst outbreak in the capital since July\u2019s ceasefire.The violence appears to have begun near the Presidential residence, followed by an ambush on a MINUSCA convoy killing one peace keeper and injuring nine others on Thursday, with a second anti-balaka attack targeting a Burundian UN peace keeping contingent on Friday. Catherine Samba-Panza has denounced the violence as an\u00a0<a href=\"#CSP\" target=\"_blank\" data-cke-saved-href=\"#CSP\" rel=\"noopener noreferrer\">attempt to destabilise the government<\/a>, holding talks with the Seleka \u00a0and the anti-balaka, which saw a tense calm restored at the weekend. However, this Wednesday saw another attack on UN troops and violence reignite in certain neighbourhoods of the city. The disorder forms the backdrop to questions raised as part of a parliamentary hearing demanding accountability for $2.5 million given to the transitional authorities by Angola but that does not appear to have passed through the central treasury.<\/div>\n<div><\/div>\n<div>As fallout from the\u00a0<a href=\"#R\" target=\"_blank\" data-cke-saved-href=\"#R\" rel=\"noopener noreferrer\">BBC documentary<\/a>\u00a0on the Rwandan genocide continues amid calls for an apology from the broadcaster, in Burundi, public prosecutors claim that an investigation into the bodies found in\u00a0<a href=\"#Burundi\" target=\"_blank\" data-cke-saved-href=\"#Burundi\" rel=\"noopener noreferrer\">Lake Rweru<\/a>\u00a0has indicated that the victims were Rwandan.<\/div>\n<h1><\/h1>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\" cke_show_border\" border=\"0\" width=\"850\" cellspacing=\"0\" cellpadding=\"20\" bgcolor=\"white\">\n<tbody>\n<tr>\n<td align=\"left\" valign=\"top\">\n<h1><strong>IPIS\u2019 Latest\u00a0Publications<\/strong><\/h1>\n<p><a title=\"Supply Chains and Transport Corridors in East Africa\" href=\"https:\/\/ipisresearch.be\/\/publication\/supply-chains-transport-corridors-east-africa\/\">Supply Chains and Transport Corridors in East Africa<\/a>\u00a0\u2758 June 2014 \u2758 IPIS and TransArms-Research<br \/>\nTransport infrastructure plays a key role in boosting a country or region\u2019s economic development. IPIS and TransArms have ascertained on several occasions that the underdevelopment or degeneration of transport infrastructure is a problematic issue across a number of African countries and regions. This report analyses the current logistics situation in Eastern Africa, and the logistic challenges faced by various actors in that region. It is based on desktop research, and interviews and data collected by the authors during several field missions to East and Central Africa. At the time of writing, however, logistic and other challenges to cost-efficient trade and overall economic development are yet to be addressed. Further research and policy actions to effectively tackle current shortcomings are much needed.
