Hostilities in eastern DRC continue amid increased diplomatic efforts"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">As the conflict in eastern DRC entered its third year of major hostilities between the Rwanda-backed AFC\/M23 alliance and the FARDC\/Wazalendo coalition, diplomatic efforts continued in early 2026 to advance the peace process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since November 2025, progress on the implementation of the Doha Framework agreement between AFC\/M23 and DRC has remained limited, with <a href=\"https:\/\/www.securitycouncilreport.org\/monthly-forecast\/2026-04\/great-lakes-region-drc-9.php\" target=\"_blank\" rel=\"noreferrer noopener\">only two of eight implementation protocols signed<\/a>. However, on 2 February, the parties reached an agreement in Doha on the <a href=\"https:\/\/au.int\/sites\/default\/files\/pressreleases\/45967-pr-PR-_African_Union_Commission_Welcomes_the_Signing_of_the_Terms_of_Reference_for_the_Ceasefire_Mechanism_between_the_Government_of_the_Democratic_Republic_of_the_Congo_and_AFC-M23.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">terms of reference for the Ceasefire Oversight Verification Mechanism (COVM)<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Regional <a href=\"https:\/\/au.int\/sites\/default\/files\/speeches\/45983-sp-EN-_Abertura_Cimeira_UA_2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">African-led<\/a> mediation initiatives regained momentum when AU mediator Faure Gnassingb\u00e9 <a href=\"https:\/\/kivumorningpost.com\/2026\/01\/19\/rdc-m23-lome-appelle-a-la-reprise-des-negociations-de-doha\/\" target=\"_blank\" rel=\"noreferrer noopener\">convened a high-level meeting in Lom\u00e9 in January.<\/a> Aimed at <a href=\"https:\/\/masharikirpc.org\/fragmented-africa-led-diplomatic-efforts-and-future-of-peace-in-eastern-drc\/\" target=\"_blank\" rel=\"noreferrer noopener\">harmonising<\/a> <a href=\"https:\/\/www.securitycouncilreport.org\/monthly-forecast\/2026-04\/great-lakes-region-drc-9.php\">mediation efforts<\/a> of the AU, EAC, SADC and other international actors, the meeting emphasised the need for greater <a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20260118-grands-lacs-apr\u00e8s-la-r\u00e9union-de-lom\u00e9-une-m\u00e9diation-africaine-d\u00e9sormais-structur\u00e9e-et-th\u00e9matis\u00e9e\" target=\"_blank\" rel=\"noreferrer noopener\">coherence and coordination<\/a> between the various peace initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Congolese President F\u00e9lix Tshisekedi repeatedly travelled to Angola to meet with President Jo\u00e3o Louren\u00e7o, seeking <a href=\"https:\/\/www.securitycouncilreport.org\/monthly-forecast\/2026-04\/great-lakes-region-drc-9.php\" target=\"_blank\" rel=\"noreferrer noopener\">to revive Angola\u2019s role as a regional mediator<\/a>. Consequently, on 11 February, <a href=\"https:\/\/www.facebook.com\/story.php?story_fbid=1275262897985734&amp;id=100065061061147&amp;mibextid=wwXIfr&amp;rdid=XedeBlyYC1FGl4Dq\" target=\"_blank\" rel=\"noreferrer noopener\">Louren\u00e7o proposed a ceasefire<\/a> between the Congolese government and the AFC\/M23, scheduled to take effect on 18 February. While Kinshasa accepted the proposal, the AFC\/M23 criticised what it called a \u2018<a href=\"https:\/\/www.securitycouncilreport.org\/monthly-forecast\/2026-04\/great-lakes-region-drc-9.php\" target=\"_blank\" rel=\"noreferrer noopener\">diplomatic fragmentation strategy\u2019<\/a>, while claiming to be committed to the Doha process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the United States also increased pressure on Rwanda, imposing<a href=\"https:\/\/www.state.gov\/releases\/office-of-the-spokesperson\/2026\/03\/sanctioning-rwandan-violators-of-the-washington-accords-for-peace-and-prosperity\/\" target=\"_blank\" rel=\"noreferrer noopener\"> sanctions on the Rwanda Defence Forces (RDF)<\/a> and four of its senior officers for their alleged support of the AFC\/M23 rebellion. This followed AFC\/M23\u2019s capture of Uvira<a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/01\/investigating-the-m23s-occupation-of-uvira-in-eastern-dr-congo\" target=\"_blank\" rel=\"noreferrer noopener\">, reportedly with direct support from RDF<\/a>, in <a href=\"https:\/\/ipisresearch.be\/publication\/shifting-frontlines-in-october-november-and-december-limits-of-diplomacy-afc-m23-advances-after-washington-accords\/\" target=\"_blank\" rel=\"noreferrer noopener\">violation of the Washington Accord<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After talks in Montreux, Switzerland (13-17 April) between the DRC government, the AFC\/M23 and several mediators, the <a href=\"https:\/\/rw.usembassy.gov\/joint-statement-on-progress-between-the-representatives-of-government-of-the-drc-and-of-the-afc-m23\/\" target=\"_blank\" rel=\"noreferrer noopener\">parties made substantial progress towards concluding a protocol on humanitarian and judicial protection<\/a>. The negotiations represented one of the first concrete outcomes of the broader Doha peace framework, aimed at <a>facilitating humanitarian access in conflict-affected regions and improving civilian protection<\/a>. Additionally, the two parties and the ICGLR <a href=\"https:\/\/rw.usembassy.gov\/joint-statement-on-progress-between-the-representatives-of-government-of-the-drc-and-of-the-afc-m23\/\" target=\"_blank\" rel=\"noreferrer noopener\">signed a memorandum to operationalise the Expanded Joint Verification Mechanism Plus (EJVM+),<\/a> enabling the COVM to begin surveillance and verification activities with logistical support from MONUSCO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite renewed diplomatic momentum and both parties\u2019 stated commitment to the peace processes, the situation on the ground remained marked by continuous violent clashes, shifting frontlines, and sustained civilian suffering.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 id=\"h-uvira-mass-graves-discovered-after-afc-m23-withdrawal\" class=\"wp-block-heading\"><strong>Uvira: Mass graves discovered after AFC\/M23 withdrawal<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Following the AFC\/M23\u2019s rapid advance across the Ruzizi Plain (Uvira territory, South Kivu) in December 2025 and its temporary occupation of Uvira, they <a href=\"https:\/\/actualite.cd\/index.php\/2026\/01\/17\/rdc-une-colonne-de-combattants-quitte-uvira-lafcm23-affirme-avoir-acheve-son-retrait-de\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly withdrew<\/a> from the city in mid-January 2026. Although a <a href=\"https:\/\/www.france24.com\/en\/africa\/20251216-m23-rebels-agree-to-us-request-for-withdrawal-from-city-in-dr-congo\" target=\"_blank\" rel=\"noreferrer noopener\">first withdrawal<\/a> was already announced in December <a href=\"https:\/\/www.france24.com\/en\/africa\/20251218-afc-m23-says-started-withdrawing-troops-from-key-dr-congo-city-uvira\" target=\"_blank\" rel=\"noreferrer noopener\">under US pressure<\/a>, a so-called \u201c<a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20260118-est-de-la-rdc-des-colonnes-de-combattants-afc-m23-quittent-la-ville-d-uvira\" target=\"_blank\" rel=\"noreferrer noopener\">observation and monitoring unit\u201d<\/a> of the AFC\/M23 remained in place. The FARDC only <a href=\"https:\/\/actualite.cd\/index.php\/2026\/01\/19\/est-de-la-rdc-les-fardc-annoncent-avoir-repris-le-controle-duvira-et-denoncent-des#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">regained full control<\/a> of Uvira as of 18 January.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prior to the withdrawal, AFC political coordinator Corneille Nangaa <a href=\"https:\/\/actualite.cd\/index.php\/2026\/01\/19\/est-de-la-rdc-les-fardc-annoncent-avoir-repris-le-controle-duvira-et-denoncent-des\" target=\"_blank\" rel=\"noreferrer noopener\">informed UN Secretary-General Ant\u00f3nio Guterres<\/a> in a <a href=\"https:\/\/www.ktpress.rw\/2026\/01\/afc-m23-rebels-hand-over-responsibility-for-uvira-to-international-community\/#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">letter<\/a> that the AFC\/M23 officially handed over Uvira to the international community and invited MONUSCO to ensure the protection of civilians. However, during their withdrawal, AFC\/M23 forces reportedly <a href=\"https:\/\/actualite.cd\/index.php\/2026\/01\/19\/est-de-la-rdc-les-fardc-annoncent-avoir-repris-le-controle-duvira-et-denoncent-des#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">engaged in pillaging and looting throughout the city<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several mass graves were discovered in <a href=\"https:\/\/www.reuters.com\/world\/africa\/mass-graves-found-eastern-congo-after-rebel-withdrawal-governor-says-2026-02-27\/\" target=\"_blank\" rel=\"noreferrer noopener\">Uvira and surrounding areas<\/a>, containing more than 150 civilian bodies. The South Kivu provincial government alleged that the massacres were carried out by <a href=\"https:\/\/actualite.cd\/2026\/03\/01\/uvira-des-fosses-communes-decouvertes-apres-le-retrait-de-lafcm23-des-equipes\" target=\"_blank\" rel=\"noreferrer noopener\">AFC\/M23 forces during their withdrawal<\/a>. Nonetheless, Human Rights Watch reported abuses by all parties, documenting <a href=\"https:\/\/www.hrw.org\/sites\/default\/files\/media_2026\/05\/drc_uvira0526%20web.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">summary executions committed by the AFC\/M23 during the takeover<\/a> of the city, as well as <a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/01\/investigating-the-m23s-occupation-of-uvira-in-eastern-dr-congo\" target=\"_blank\" rel=\"noreferrer noopener\">killings committed while the city was under FARDC\/Wazalendo control<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On 7 April, the Congolese Minister for Human Rights presented the <a href=\"https:\/\/acp.cd\/anglais\/rwandan-aggression-1500-deaths-and-14400-women-raped-in-uvira\/\" target=\"_blank\" rel=\"noreferrer noopener\">government\u2019s official report<\/a> on the five-week occupation of Uvira. According to the report, as cited by Radio Okapi, more than <a href=\"https:\/\/www.radiookapi.net\/2026\/04\/07\/actualite\/securite\/plus-de-1-500-morts-et-14-400-femmes-violees-en-5-semaines-de\" target=\"_blank\" rel=\"noreferrer noopener\">300,000 people were forced to flee their homes, 14,400 women were raped, and more than 1,500 people lost their lives<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In response to the fighting in the Ruzizi Plain, Burundi had closed its borders with the DRC for two months from 10 <a href=\"https:\/\/www.radiookapi.net\/2025\/12\/10\/actualite\/securite\/le-burundi-ferme-sa-frontiere-avec-la-rdc-apres-la-chute-duvira\" target=\"_blank\" rel=\"noreferrer noopener\">December<\/a> onwards. The closure had <a href=\"https:\/\/www.africanews.com\/2026\/02\/23\/trade-and-hope-return-to-uvira-after-drc-burundi-border-reopens\/\" target=\"_blank\" rel=\"noreferrer noopener\">severe economic consequences<\/a> for the region, as cross-border trade with Burundi reportedly <a href=\"https:\/\/www.rfi.fr\/en\/africa\/20260224-trade-and-aid-to-return-to-south-kivu-as-drc-burundi-strategic-border-reopens\" target=\"_blank\" rel=\"noreferrer noopener\">accounts for 50% of South Kivu\u2019s economy<\/a>. As soon as the <a href=\"https:\/\/www.france24.com\/en\/africa\/20260223-dr-congo-border-crossing-with-burundi-reopens-after-afc-m23-offensive\" target=\"_blank\" rel=\"noreferrer noopener\">Kavimvira border crossing reopened on 23 February<\/a>, many of the estimated <a href=\"https:\/\/www.aljazeera.com\/features\/2026\/2\/25\/hundreds-return-from-burundi-to-drc-as-border-shut-by-m23-fighting-reopens\" target=\"_blank\" rel=\"noreferrer noopener\">90,000 Congolese who were displaced to Burundi<\/a> during the occupation of Uvira returned home.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 id=\"h-the-rise-of-drone-warfare-in-eastern-drc\" class=\"wp-block-heading\"><strong>The rise of drone warfare in eastern DRC<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As the conflict continues, <a href=\"https:\/\/actualite.cd\/2026\/04\/26\/sud-kivu-un-drone-des-rebelles-de-lafcm23-detruit-par-les-fardc-dans-les-hauts-plateaux\" target=\"_blank\" rel=\"noreferrer noopener\">both sides<\/a> are <a href=\"https:\/\/www.ebuteli.org\/publications\/rapports\/crise-du-m23-la-guerre-des-drones-s-intensifie\" target=\"_blank\" rel=\"noreferrer noopener\">increasingly deploying kamikaze and combat drones<\/a> in military operations, repeatedly <a href=\"https:\/\/actualite.cd\/2026\/02\/27\/rdc-trois-civils-blesses-lors-dune-frappe-par-drone-de-larmee-sur-une-position-de\" target=\"_blank\" rel=\"noreferrer noopener\">causing<\/a> <a href=\"https:\/\/actualite.cd\/2026\/01\/03\/rdc-sans-citer-larmee-la-monusco-condamne-la-frappe-de-drone-ayant-fait-plusieurs-morts#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">civilian casualties<\/a>. The issue drew international attention after a <a href=\"https:\/\/www.rfi.fr\/en\/africa\/20260312-french-un-aid-worker-among-three-killed-in-drc-drone-strike\" target=\"_blank\" rel=\"noreferrer noopener\">drone strike hit Goma on 11 March<\/a>,<a href=\"https:\/\/x.com\/MONUSCO\/status\/2031735978021322799\/photo\/1\"> resulting in the deaths of a French UN worker and two civilians<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the first five months of 2026, the number of drone strikes recorded by ACLED (65) already exceeded the total number of strikes in 2025 (56). 46 of them were drone attacks attributed to FARDC, while the other 19 involved aerial attacks by the AFC\/M23.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-scaled.png\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1024\" height=\"427\" src=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-1024x427.png\" alt=\"\" class=\"wp-image-42279\" srcset=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-1024x427.png 1024w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-300x125.png 300w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-768x320.png 768w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-1536x640.png 1536w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2606010_Drone-strikes-in-eastern-DRC-2048x853.png 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Comparison of the number of drone-related incidents in eastern DRC in 2025 and 2026. <\/em><\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The growing use of drones also expands the geographic scope of the conflict to areas where the AFC\/M23 does not hold territorial claims. In <a href=\"https:\/\/www.reuters.com\/world\/africa\/congo-rebel-leader-claims-responsibility-drone-attack-strategic-northeast-city-2026-02-03\/\" target=\"_blank\" rel=\"noreferrer noopener\">February<\/a> and <a href=\"https:\/\/www.reuters.com\/world\/africa\/congos-kisangani-airport-attacked-by-suspected-rebel-drones-authorities-say-2026-03-02\/\" target=\"_blank\" rel=\"noreferrer noopener\">March<\/a> 2026, the AFC\/M23 claimed responsibility for drone strikes targeting Kisangani Airport (Tshopo province), located 500 km northwest of Goma, as the airport was allegedly used by FARDC to <a href=\"https:\/\/www.reuters.com\/world\/africa\/congos-kisangani-airport-attacked-by-suspected-rebel-drones-authorities-say-2026-03-02\/\" target=\"_blank\" rel=\"noreferrer noopener\">launch drone operations<\/a>. The latest <a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20260525-est-de-la-rdc-des-frappes-de-drones-l-a\u00e9roport-de-kisangani-touch\u00e9\" target=\"_blank\" rel=\"noreferrer noopener\">attack on the Kisangani airport<\/a> occurred on May 24, when <a href=\"https:\/\/www.radiookapi.net\/2026\/05\/25\/actualite\/securite\/kisangani-reprise-du-trafic-aerien-bangboka-apres-une-nuit-dattaques\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;FARDC\u2019s defence system<\/a> intercepted several armed drones.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 id=\"h-north-kivu-strategic-mining-areas-at-the-frontline\" class=\"wp-block-heading\"><strong>North Kivu: Strategic mining areas at the frontline<\/strong><\/h3>\n\n\n\n<figure class=\"wp-block-image alignright size-large is-resized\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-scaled.png\"><img decoding=\"async\" width=\"821\" height=\"1024\" src=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-821x1024.png\" alt=\"\" class=\"wp-image-42267\" style=\"aspect-ratio:0.8017657995509039;width:396px;height:auto\" srcset=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-821x1024.png 821w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-240x300.png 240w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-768x958.png 768w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-1231x1536.png 1231w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_February_full-1642x2048.png 1642w\" sizes=\"(max-width: 821px) 100vw, 821px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">By late February 2026, <a href=\"https:\/\/www.radiookapi.net\/2026\/02\/28\/actualite\/securite\/violents-combats-entre-lafcm23-et-les-wazalendo-masisi\" target=\"_blank\" rel=\"noreferrer noopener\">intense clashes<\/a> erupted in <strong>Masisi<\/strong> <strong>territory<\/strong> (North Kivu), where the pro-government Wazalendo coalition launched a large-scale offensive on AFC\/M23 positions in the <em>Osso<\/em> and <em>Bahunde<\/em> <em>chiefdoms<\/em> south of Masisi town, attempting to advance towards the important mining town of Rubaya (Masisi, North Kivu). Supported by <a href=\"https:\/\/www.radiookapi.net\/2026\/02\/28\/actualite\/securite\/violents-combats-entre-lafcm23-et-les-wazalendo-masisi\" target=\"_blank\" rel=\"noreferrer noopener\">FARDC air strikes<\/a>, Wazalendo fighters <a href=\"https:\/\/www.radiookapi.net\/2026\/02\/23\/actualite\/securite\/poursuite-de-combats-entre-lafcm23-et-des-miliciens-wazalendo-autour\" target=\"_blank\" rel=\"noreferrer noopener\">temporarily recaptured several villages<\/a>, notably <a href=\"https:\/\/actualite.cd\/2026\/02\/27\/masisi-chugi-katobo-et-kaniro-de-nouveau-sous-controle-de-lafcm23-la-crainte-dune-crise\" target=\"_blank\" rel=\"noreferrer noopener\">Chugi<\/a>, <a href=\"https:\/\/www.radiookapi.net\/2026\/02\/23\/actualite\/securite\/poursuite-de-combats-entre-lafcm23-et-des-miliciens-wazalendo-autour\" target=\"_blank\" rel=\"noreferrer noopener\">Kibabi<\/a> and <a href=\"https:\/\/actualite.cd\/2026\/02\/27\/masisi-chugi-katobo-et-kaniro-de-nouveau-sous-controle-de-lafcm23-la-crainte-dune-crise\" target=\"_blank\" rel=\"noreferrer noopener\">Kaniro<\/a> (<em>Bahunde<\/em> <em>chiefdom<\/em>). These villages are of <a href=\"https:\/\/actualite.cd\/2026\/02\/27\/masisi-chugi-katobo-et-kaniro-de-nouveau-sous-controle-de-lafcm23-la-crainte-dune-crise\" target=\"_blank\" rel=\"noreferrer noopener\">strategic importance<\/a>, as <a>they block secondary access roads to Rubaya.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AFC\/M23, however, quickly <a href=\"https:\/\/www.radiookapi.net\/2026\/02\/25\/actualite\/securite\/intensification-de-combats-entre-lafcm23-et-wazalendo-masisi-et-kalehe\" target=\"_blank\" rel=\"noreferrer noopener\">regained control<\/a> of these localities and, crucially, retains control of the coltan mines around Rubaya. Coinciding with these clashes, on <a href=\"https:\/\/www.dw.com\/fr\/rdc-mort-de-willy-ngoma-porte-parole-militaire-de-lafc-m23\/a-76107324\" target=\"_blank\" rel=\"noreferrer noopener\">February 24<\/a>,<a href=\"https:\/\/www.ebuteli.org\/publications\/podcasts\/la-mort-de-willy-ngoma-marque-t-elle-un-tournant-dans-le-conflit-du-m23\"> an FARDC drone strike<\/a> killed AFC\/M23\u2019s <a href=\"https:\/\/main.un.org\/securitycouncil\/en\/content\/willy-ngoma\" target=\"_blank\" rel=\"noreferrer noopener\">military spokesperson Willy Ngoma<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Heavy fighting resumed in late May, after a FARDC\/Wazalendo offensive captured several villages in the <a href=\"https:\/\/actualite.cd\/index.php\/2026\/05\/21\/masisi-apres-kinigi-larmee-et-ses-allies-semparent-de-trois-autres-villages-et-se\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Katoyi chiefdom<\/em><\/a> (<strong>Masisi<\/strong> territory). With the pro-government forces <a href=\"https:\/\/actualite.cd\/index.php\/2026\/05\/26\/masisi-deplacement-de-la-population-rubaya-suite-lavancee-des-combats-vers-cette-cite#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">advancing again towards Rubaya<\/a>, <a href=\"https:\/\/actualite.cd\/index.php\/2026\/05\/26\/masisi-deplacement-de-la-population-rubaya-suite-lavancee-des-combats-vers-cette-cite\" target=\"_blank\" rel=\"noreferrer noopener\">national media reported that residents fled the rising levels of violence in this strategic area.<\/a> According to OCHA, the ongoing hostilities in North Kivu had increased the number of displaced people in the province to <a href=\"https:\/\/www.radiookapi.net\/2026\/04\/24\/actualite\/securite\/plus-de-127-million-de-deplaces-internes-au-premier-trimestre-2026-au\" target=\"_blank\" rel=\"noreferrer noopener\">1.27 million<\/a> during the first trimester of the year.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 id=\"h-tactical-withdrawals-and-new-frontlines\" class=\"wp-block-heading\"><strong>Tactical withdrawals and new frontlines<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">By late March, reports indicated that AFC\/<a href=\"https:\/\/www.radiookapi.net\/2026\/03\/27\/actualite\/securite\/retrait-des-troupes-afcm23-de-quelques-villages-de-lubero-entre-espoir\" target=\"_blank\" rel=\"noreferrer noopener\">M23 fighters had withdrawn<\/a> from several positions in <strong>Lubero territory<\/strong> (North Kivu) and along <a href=\"https:\/\/actualite.cd\/index.php\/2026\/03\/27\/walikale-retrait-des-rebelles-de-lafcm23-de-mpety-minjenje-et-kanune\" target=\"_blank\" rel=\"noreferrer noopener\">the northern <strong>Masisi<\/strong> \u2013 <strong>Walikale <\/strong>border<\/a> (North Kivu). <a href=\"https:\/\/actualite.cd\/2025\/01\/29\/rdc-le-desormais-general-major-somo-kakule-evariste-nomme-gouverneur-militaire-du-nord\" target=\"_blank\" rel=\"noreferrer noopener\">North Kivu\u2019s military governor, \u00c9variste Kakule Somo<\/a>, confirmed the <a href=\"https:\/\/www.radiookapi.net\/2026\/03\/27\/actualite\/securite\/retrait-des-troupes-afcm23-de-quelques-villages-de-lubero-entre-espoir\" target=\"_blank\" rel=\"noreferrer noopener\">withdrawal of primarily RDF<\/a> forces to Radio Okapi, describing the move as part of the implementation of the Washington Accord. While FARDC\/Wazalendo partly <a href=\"https:\/\/actualite.cd\/index.php\/2026\/04\/11\/kalehewalikale-afflux-de-deplaces-en-provenance-de-ziralo-besoins-humanitaires-urgents\" target=\"_blank\" rel=\"noreferrer noopener\">repelled the offensive<\/a>, the clashes in the <em>Ziralo groupement<\/em> displaced at least <a href=\"https:\/\/actualite.cd\/2026\/04\/07\/kalehe-pres-de-13-000-deplaces-la-suite-des-affrontements-entre-afcm23-et-wazalendo\" target=\"_blank\" rel=\"noreferrer noopener\">13,000 people.<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In early May, reports emerged of <a href=\"https:\/\/actualite.cd\/2026\/05\/11\/sud-kivu-retrait-des-elements-de-lafcm23-dans-la-plaine-de-la-ruzizi#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">AFC\/M23 troops withdrawing<\/a> <a href=\"https:\/\/www.radiookapi.net\/2026\/05\/11\/actualite\/societe\/retrait-progressif-de-lafcm23-de-plusieurs-localites-du-territoire\" target=\"_blank\" rel=\"noreferrer noopener\">from their positions<\/a> in the <a href=\"https:\/\/www.radiookapi.net\/2026\/05\/13\/actualite\/securite\/le-repositionnement-de-lafcm23-de-fizi-vers-kamanyola-seme-la-panique\" target=\"_blank\" rel=\"noreferrer noopener\">Ruzizi Plain towards Kamanyola<\/a> and Katogota (Uvira, South Kivu), marking the most significant territorial shift in recent months. The withdrawal reportedly followed <a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20260512-rdc-le-groupe-afc-m23-se-retire-de-localit\u00e9s-du-sud-kivu-et-s-\u00e9loigne-d-uvira\" target=\"_blank\" rel=\"noreferrer noopener\">renewed pressure from the United States<\/a> and was described by the AFC\/M23 as <a href=\"https:\/\/actualite.cd\/2026\/05\/11\/rdc-lafcm23-dit-se-retirer-de-certaines-zones-de-la-plaine-de-la-ruzizi-par-bonne-foi\" target=\"_blank\" rel=\"noreferrer noopener\">deliberate \u201crepositioning\u201d and a gesture of good faith<\/a> within the ongoing peace processes. However, local sources suggest that the withdrawal from the Ruzizi Plain was in response to the clashes in Masisi territory, which prompted the AFC\/M23 to reinforce their positions around Rubaya. The move also coincided with intensified <a href=\"https:\/\/www.sosmediasburundi.org\/en\/2026\/05\/09\/south-kivu-deadly-new-clashes-between-wazalendo-militiamen-and-m23-in-the-ruzizi-plain\/\" target=\"_blank\" rel=\"noreferrer noopener\">military offensives<\/a> by Burundian-backed Wazalendo groups operating in <strong>Uvira<\/strong> <strong>territory<\/strong>. The FARDC\/Wazalendo subsequently<a href=\"https:\/\/www.radiookapi.net\/2026\/05\/13\/actualite\/societe\/les-fardc-reprennent-sans-combats-le-controle-de-plusieurs-localites\" target=\"_blank\" rel=\"noreferrer noopener\"> redeployed to the vacated areas<\/a> in the Ruzizi Plain.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 id=\"h-coalitions-in-south-kivu-s-highlands-escalating-violence-and-humanitarian-crisis\" class=\"wp-block-heading\"><strong>Coalitions in South Kivu\u2019s highlands: Escalating violence and humanitarian crisis<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the highlands of South Kivu, particularly at the border between <strong>Mwenga<\/strong> and <strong>Fizi<\/strong> <strong>territories<\/strong>, <a href=\"https:\/\/www.sosmediasburundi.org\/en\/2026\/03\/04\/mikenge-deadly-fighting-between-the-fardc-the-fdnb-and-rebels-population-trapped\/\" target=\"_blank\" rel=\"noreferrer noopener\">intense clashes erupted<\/a> between the AFC\/M23 and their allies on one side, and FARDC\/Wazalendo and the <em>Force de D\u00e9fense Nationale du Burundi <\/em>(FNDB), which has <a href=\"https:\/\/www.sosmediasburundi.org\/en\/2026\/01\/11\/war-in-eastern-drc-burundi-redeploys-troops-to-kalemie-as-congolese-exodus-intensifies\/\" target=\"_blank\" rel=\"noreferrer noopener\">deployed several thousand soldiers<\/a> in South Kivu, on the other.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-large is-resized\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-scaled.png\"><img loading=\"lazy\" decoding=\"async\" width=\"821\" height=\"1024\" src=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-821x1024.png\" alt=\"\" class=\"wp-image-42276\" style=\"aspect-ratio:0.8017638903459179;width:379px;height:auto\" srcset=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-821x1024.png 821w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-240x300.png 240w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-768x958.png 768w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-1231x1536.png 1231w, https:\/\/ipisresearch.be\/wp-content\/uploads\/2026\/06\/2026_AFCM23_South-Kivu_Jan-May-1642x2048.png 1642w\" sizes=\"(max-width: 821px) 100vw, 821px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In February and March, pro-government forces <a href=\"https:\/\/www.radiookapi.net\/2026\/03\/02\/actualite\/securite\/les-fardc-annoncent-la-reprise-de-la-cite-strategique-de-mikenge-dans\" target=\"_blank\" rel=\"noreferrer noopener\">regained control of several localities<\/a> in the High Plateau along the RP527 road, northeast of the AFC\/M23-controlled town of Minembwe (<strong>Fizi<\/strong> territory). These predominantly Banyamulenge villages, including Mikenge, had previously been controlled by the Twirwaneho movement and other AFC-aligned forces. The area is considered strategically important due to its <a href=\"https:\/\/www.sosmediasburundi.org\/en\/2026\/02\/10\/minembwe-under-crossfire-fardc-and-burundian-soldiers-attack-banyamulenge-villages\/\" target=\"_blank\" rel=\"noreferrer noopener\">location along mineral transport<\/a> routes leading to <strong>Fizi<\/strong>\u2019s major ports on Lake Tanganyika. Mikenge, in particular, <a href=\"https:\/\/www.radiookapi.net\/2026\/03\/02\/actualite\/securite\/les-fardc-annoncent-la-reprise-de-la-cite-strategique-de-mikenge-dans\" target=\"_blank\" rel=\"noreferrer noopener\">served as a logistical centre and observation post<\/a> and had been a stronghold for AFC-aligned forces overseeing the access roads towards Minembwe.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The area had experienced extensive airstrikes by the FARDC\/Wazalendo coalition, which repeatedly caused civilian casualties, as reported by <a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/14\/dr-congo-aid-movements-hindered-in-south-kivu-highlands\" target=\"_blank\" rel=\"noreferrer noopener\">Human Rights Watch<\/a> (HRW). Additionally, HRW indicates that \u201c<em>Twirwaneho had also blocked civilians from leaving Minembwe, despite ongoing attacks in the area, to protect itself from attack and bolster its image as a \u2018local defense\u2019 group<\/em>\u201d (<a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/14\/dr-congo-aid-movements-hindered-in-south-kivu-highlands\" target=\"_blank\" rel=\"noreferrer noopener\">HRW 14 April 2026<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During the offensive, <a href=\"https:\/\/www.radiookapi.net\/2026\/03\/02\/actualite\/securite\/les-fardc-annoncent-la-reprise-de-la-cite-strategique-de-mikenge-dans\" target=\"_blank\" rel=\"noreferrer noopener\">several M23 and Twirwaneho<\/a> <a href=\"https:\/\/www.mediacongo.net\/article-actualite-162316_fizi_13_elements_m23_afc_et_twirwaneho_se_rendent_aux_fardc_muramvya_repris_par_les_forces_loyalistes_et_un_helicoptere_ennemi_detruit.html;%20https:\/7sur7%20dot%20cd\/2026\/04\/06\/sud-kivu-un-helicoptere-de-larmee-rwandaise-abattu-par-les-fardc-muramvya\" target=\"_blank\" rel=\"noreferrer noopener\">fighters surrendered<\/a> to FARDC forces. Some of those who surrendered were reportedly <a href=\"https:\/\/7sur7.cd\/2026\/04\/09\/sud-kivu-une-dizaine-de-rebelles-m23-se-rendent-aux-fardc-mikenge\" target=\"_blank\" rel=\"noreferrer noopener\">no older than 16 and were forcibly recruited by Twirwaneho<\/a>. In total, <a href=\"https:\/\/www.radiookapi.net\/2026\/04\/08\/actualite\/securite\/vague-de-desertions-au-sein-de-lafcm23-plus-de-260-combattants\" target=\"_blank\" rel=\"noreferrer noopener\">over 260 AFC\/M23 fighters surrendered to FARDC<\/a> across North and South Kivu in February and March 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The humanitarian situation in the South Kivu highlands, <a href=\"https:\/\/www.sosmediasburundi.org\/en\/2025\/11\/06\/drc-minembwe-protest-against-the-burundian-army\/\" target=\"_blank\" rel=\"noreferrer noopener\">encircled by FARDC\/FDNB\/Wazalendo<\/a>, continues to deteriorate. <a>Ongoing hostilities have <\/a><a href=\"https:\/\/actualite.cd\/index.php\/2026\/04\/15\/est-de-la-rdc-hrw-alerte-sur-le-blocus-humanitaire-minembwe-depuis-plus-dun-la-suite-de\" target=\"_blank\" rel=\"noreferrer noopener\">blocked humanitarian and medical assistance in the region for over one year<\/a>. At the same time, prices for basic goods are often <a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/14\/dr-congo-aid-movements-hindered-in-south-kivu-highlands\" target=\"_blank\" rel=\"noreferrer noopener\">five times higher<\/a> than in other cities in the DRC, partly due to reduced agricultural production. In addition to the worsening humanitarian conditions in the Banyamulenge communities of the Itombwe Massif, civilians continue to live in fear of <a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/14\/dr-congo-aid-movements-hindered-in-south-kivu-highlands\" target=\"_blank\" rel=\"noreferrer noopener\">forced recruitment by the Twirwaneho<\/a>, or <a href=\"https:\/\/www.sosmediasburundi.org\/en\/2026\/01\/20\/south-kivu-twirwaneho-m23-breakthrough-in-fizi-shatters-the-fardc-burundi-wazalendo-front\/\" target=\"_blank\" rel=\"noreferrer noopener\">looting<\/a> and <a href=\"https:\/\/www.hrw.org\/news\/2026\/04\/14\/dr-congo-aid-movements-hindered-in-south-kivu-highlands\" target=\"_blank\" rel=\"noreferrer noopener\">arbitrary<\/a> arrest by FARDC\/Wazalendo fighters.<\/p>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 id=\"h-human-rights-under-threat-human-rights-defenders-become-targets\" class=\"wp-block-heading\"><strong>Human rights under threat: Human rights defenders become targets<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Serious human rights violations and <a href=\"https:\/\/www.radiookapi.net\/2026\/02\/03\/actualite\/securite\/une-centaine-de-disparus-apres-un-bouclage-de-lafcm23-bambo-au-nord\" target=\"_blank\" rel=\"noreferrer noopener\">arbitrary arrests<\/a> continue to be reported in areas under AFC\/M23 control throughout the first half of the year, amid diplomatic efforts to improve the humanitarian situation in conflict-affected areas. Reports from both North and South Kivu documented cases of <a href=\"file:\/\/\/Users\/simonschweitzer\/Downloads\/cases%20of%20arbitrary%20abductions,%20sexual%20violence,%20torture%20and%20killings%20of%20civilians\" target=\"_blank\" rel=\"noreferrer noopener\">arbitrary abductions, sexual violence, torture and killings of civilians<\/a>. But also other non-state <a href=\"https:\/\/www.ebuteli.org\/publications\/rapports\/fighting-fire-with-fire-in-eastern-congo-the-wazalendo-phenomenon-and-the-outsourcing-of-warfare\" target=\"_blank\" rel=\"noreferrer noopener\">armed groups, fighting under the Wazalendo banner<\/a>, are accused of looting, <a href=\"https:\/\/actualite.cd\/2026\/05\/25\/masisi-cinq-civils-tues-et-plusieurs-blesses-lors-de-lattaque-des-wazalendo-contre-les\" target=\"_blank\" rel=\"noreferrer noopener\">pillaging<\/a> and <a href=\"https:\/\/www.amnesty.org\/en\/wp-content\/uploads\/2026\/04\/POL1003202026ENGLISH-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sexual violence, as reported by Amnesty International<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Especially <a href=\"https:\/\/www.africanews.com\/2026\/03\/26\/violence-against-journalists-surges-in-eastern-dr-congo\/\" target=\"_blank\" rel=\"noreferrer noopener\">Journalists<\/a>, <a href=\"https:\/\/actualite.cd\/2026\/03\/31\/kalembe-un-infirmier-et-un-volontaire-de-la-croix-rouge-arretes-et-blesses-par-les\" target=\"_blank\" rel=\"noreferrer noopener\">medical<\/a> <a href=\"https:\/\/www.ohchr.org\/en\/press-releases\/2025\/03\/drc-m23-attacks-hospitals-gravely-concerning\" target=\"_blank\" rel=\"noreferrer noopener\">staff<\/a>, and <a href=\"https:\/\/www.amnesty.org\/en\/wp-content\/uploads\/2026\/04\/POL1003202026ENGLISH-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">human rights defenders<\/a> face increasing violence by AFC\/M23.
