However, after the signing of the <a href=\"https:\/\/docs.un.org\/en\/S\/2025\/590\" target=\"_blank\" rel=\"noreferrer noopener\">Declaration of Principles in Doha on 19 July<\/a>, direct negotiations between the DRC and AFC\/M23 were intended to result in a comprehensive peace agreement and were <a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20250922-rdc-fin-du-cinqui\u00e8me-round-des-n\u00e9gociations-\u00e0-doha-apr\u00e8s-un-mois-de-difficiles-discussions\" target=\"_blank\" rel=\"noreferrer noopener\">planned to begin no later than 8 August<\/a>. By the end of September, however, these negotiations had still not commenced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The implementation of the Washington agreement was also hampered by differing interpretations by the DRC and Rwanda regarding <a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20250925-rdc-et-rwanda-fixent-le-d%C3%A9but-de-la-neutralisation-des-fdlr-et-de-la-lev%C3%A9e-des-mesures-d%C3%A9fensives-de-kigali\" target=\"_blank\" rel=\"noreferrer noopener\">the sequence of key steps<\/a><a>: <\/a>notably the withdrawal of Rwandan troops and the neutralisation of <em>the Democratic Forces for the Liberation of Rwanda<\/em> (FDLR). At a<a> <\/a><a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20250925-rdc-et-rwanda-fixent-le-d\u00e9but-de-la-neutralisation-des-fdlr-et-de-la-lev\u00e9e-des-mesures-d\u00e9fensives-de-kigali\" target=\"_blank\" rel=\"noreferrer noopener\">Joint Security Coordination Mechanism meeting<\/a> held in Washington in mid-September, both parties have now committed to begin the implementation on 1 October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the <a href=\"https:\/\/www.dw.com\/en\/drc-conflict-is-the-peace-deal-with-m23-faltering\/a-73697971\" target=\"_blank\" rel=\"noreferrer noopener\">new permanent ceasefire<\/a> agreed on in Doha, continuous clashes between the AFC\/M23 and the FARDC-Wazalendo coalitions persist in the DRC\u2019s North and South Kivu provinces. While MONUSCO welcomed the initial step towards peace and highlighted the <a href=\"https:\/\/monusco.unmissions.org\/sites\/default\/files\/pr_monusco_welcomes_the_signing_of_the_declaration_of_principles_between_the_gov_of_drc_and_the_afcm23_as_a_major_step_toward_peace_19_july_2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Doha declaration\u2019s emphasis on the protection of civilians<\/a>, new <a href=\"https:\/\/www.doctorswithoutborders.org\/latest\/patients-describe-massacres-civilians-binza-dr-congo\" target=\"_blank\" rel=\"noreferrer noopener\">severe human rights abuses<\/a> spiked in North Kivu, marking July as one <a href=\"https:\/\/docs.un.org\/en\/S\/2025\/590\" target=\"_blank\" rel=\"noreferrer noopener\">of the bloodiest months<\/a> since the resurgence of the conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, the M23 continues its efforts to establish a parallel government in the occupied territories. In this regard, AFC\/M23 reported the establishment of an autonomous<a href=\"https:\/\/www.dw.com\/fr\/afc-m23-tente-consolider-autorit\u00e9-via-justice\/a-74007617\" target=\"_blank\" rel=\"noreferrer noopener\"> judicial system<\/a> in areas under their control, following an assessment of over 500 magistrate candidates in Goma. DRC authorities have <a href=\"https:\/\/actualite.cd\/2025\/09\/15\/rdc-contre-lavis-du-gouvernement-lafcm23-enclenche-la-procedure-de-recrutement-des\" target=\"_blank\" rel=\"noreferrer noopener\">rejected the legitimacy of these actions<\/a> and intend to annul all court decisions made by the rebellion. The Minister of Communication and Media has also stated that these <a href=\"https:\/\/rtnc.cd\/recrutement-des-magistrats-par-lafc-m23-le-gouvernement-prendra-toutes-les-actions-pour-quaucun-des-actes-poses-ne-produise-deffets-patrick-muyaya\/\" target=\"_blank\" rel=\"noreferrer noopener\">initiatives violate the Doha Declaration of Principles<\/a>, which <a href=\"https:\/\/docs.un.org\/en\/S\/2025\/590\" target=\"_blank\" rel=\"noreferrer noopener\">calls for the complete restoration<\/a> of state authority.<\/p>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-north-kivu-civilians-in-the-crossfire-or-primary-targets\"><strong>North Kivu \u2013 Civilians in the crossfire or primary targets?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Amidst the ongoing mediation efforts and the signing of agreements, the security landscape in the <strong>North Kivu Province<\/strong> has remained <a href=\"https:\/\/actualite.cd\/2025\/09\/21\/rdc-autour-de-pinga-affrontements-et-guerre-des-communiques-entre-fardc-et-lafcm23\" target=\"_blank\" rel=\"noreferrer noopener\">highly volatile<\/a> over the past months. Clashes between the M23 and Wazalendo self-defence groups, supported by the Congolese army (FARDC), have intensified once again, resulting in high numbers of <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/07\/actualite\/securite\/plus-de-300-civils-tues-par-les-rebelles-du-m23-en-juillet-2025\" target=\"_blank\" rel=\"noreferrer noopener\">civilian casualties<\/a>, <a href=\"https:\/\/actualite.cd\/2025\/09\/12\/entre-insecurite-et-precarite-de-la-vie-les-deplaces-ayant-fui-la-guerre-de-lafcm23\">mass displacement<\/a> and territorial changes.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/10\/251007_July-September_Overview_North-Kivu.png\"><img decoding=\"async\" src=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/10\/251007_July-September_Overview_North-Kivu.png\" alt=\"\" class=\"wp-image-40445\" style=\"width:377px;height:auto\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">In <strong>Rutshuru\u2019s<\/strong> <em>Bwito chiefdom<\/em>, <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/10\/actualite\/securite\/deplacements-massifs-de-populations-fuyant-les-combats-entre-m23\" target=\"_blank\" rel=\"noreferrer noopener\">clashes between the M23 and Wazalendo defence groups<\/a> persisted as part <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/21\/actualite\/securite\/nord-kivu-tensions-kahumiro-la-suite-des-operations-de-traque-menees\" target=\"_blank\" rel=\"noreferrer noopener\">of M23\u2019s broader campaign to eradicate opposing armed groups, especially FDLR<\/a>, from the region. Concerning reports also surfaced from the neighbouring <a href=\"https:\/\/www.hrw.org\/news\/2025\/08\/20\/dr-congo-m23-mass-killings-near-virunga-national-park\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Bwisha chiefdom<\/em><\/a> (<strong>Rutshuru<\/strong> territory), where the M23 carried out <a href=\"https:\/\/www.doctorswithoutborders.org\/latest\/patients-describe-massacres-civilians-binza-dr-congo\" target=\"_blank\" rel=\"noreferrer noopener\">massacres<\/a> of civilians in July and <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/11\/actualite\/securite\/rutshuru-tension-binza-apres-la-decouverte-dau-moins-8-corps-sans-vie\" target=\"_blank\" rel=\"noreferrer noopener\">August<\/a>, accusing them of being affiliated with the FDLR. The UN High Commissioner for Human Rights, Volker Turk, estimated that <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/8\/6\/m23-rebels-killed-319-civilians-in-east-dr-congo-in-july-un-says\" target=\"_blank\" rel=\"noreferrer noopener\">more than 300 civilians had been killed in the <strong>Rutshuru<\/strong><\/a> territory during July alone.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\"><em>&#8220;The M23 armed group, which has Rwandan government backing, attacked over a dozen villages and farming areas in July and committed dozens of summary executions of primarily Hutu civilians<\/em>&#8221; stated by Clementine de Montjoye (<a href=\"https:\/\/www.hrw.org\/news\/2025\/08\/20\/dr-congo-m23-mass-killings-near-virunga-national-park\" target=\"_blank\" rel=\"noreferrer noopener\">HRW<\/a>, 20\/08\/2025 ).<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">To sustain fighting along the frontlines and to bolster its ranks, the M23 continues <a href=\"https:\/\/docs.un.org\/en\/S\/2025\/590\" target=\"_blank\" rel=\"noreferrer noopener\">(forced)<\/a> <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/09\/actualite\/securite\/les-fardc-denoncent-les-exactions-du-m23rdfafc-dans-le-sud-kivu\">recruitment<\/a> efforts in its 11.500km<sup>2 &nbsp;<\/sup>occupied areas.<sup> <\/sup>By mid-September, they <a href=\"https:\/\/en.igihe.com\/news\/article\/m23-afc-unveils-over-7-000-new-recruits\" target=\"_blank\" rel=\"noreferrer noopener\">presented over 7.400 new recruits<\/a> who had just completed six months at the Rumangabo (<strong>Rutshuru<\/strong>, North Kivu) military training camp. Reports have also surfaced about <a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/documents\/hrbodies\/hrcouncil\/ffmk-drc\/a-hrc-60-80-auv-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">inhumane<\/a> conditions at Rumangabo, following <a href=\"https:\/\/actualite.cd\/index.php\/2025\/09\/25\/kisangani-larmee-presente-des-combattants-de-lafcm23-captures-et-ceux-ayant-fui-les?\" target=\"_blank\" rel=\"noreferrer noopener\">testimonies<\/a> from <a href=\"https:\/\/www.radiookapi.net\/2025\/09\/26\/actualite\/securite\/presentation-kisangani-de-45-presumes-combattants-du-m23-captures-et\" target=\"_blank\" rel=\"noreferrer noopener\">suspected M23 members<\/a> detained in Kisangani. One of them highlighted:<\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\" style=\"font-size:18px\"><em>&#8220;I&nbsp;was treated like an animal, with no clothes or pay, and food was scarce. We slept in the forest, in holes called trenches. That&#8217;s why I decided to escape this suffering.&#8221;<\/em> (free translation from French; <a href=\"https:\/\/www.radiookapi.net\/2025\/09\/26\/actualite\/securite\/presentation-kisangani-de-45-presumes-combattants-du-m23-captures-et\" target=\"_blank\" rel=\"noreferrer noopener\">Radio Okapi 26\/09\/2025<\/a>)<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">These new recruits are crucial for consolidating M23\u2019s control and their gradual expansion of influence, as they have <a href=\"https:\/\/actualite.cd\/2025\/08\/29\/walikale-les-rebelles-de-lafcm23-se-renforcent-mpety-et-katobi-dans-le-groupement\" target=\"_blank\" rel=\"noreferrer noopener\">reinforced their positions<\/a> along the western frontline at the border between <strong>Masisi<\/strong> and <strong>Walikale<\/strong> territory. West of Masisi town, the M23 launched repeated attacks on Wazalendo positions in the <em>Osso chiefdom<\/em>, seizing new villages and territory throughout July and August. The operations led to <a href=\"https:\/\/actualite.cd\/2025\/09\/12\/entre-insecurite-et-precarite-de-la-vie-les-deplaces-ayant-fui-la-guerre-de-lafcm23\" target=\"_blank\" rel=\"noreferrer noopener\">massive displacement of the local population<\/a>, many of whom fled towards villages and forests in the <em>Waloa Yungu groupement<\/em> (<strong>Walikale<\/strong>, North Kivu).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The rebel group also attempted to push northwards from Masisi towards Pinga (on the border with <strong>Walikale<\/strong> territory), but Wazalendo fighters successfully <a href=\"https:\/\/actualite.cd\/index.php\/2025\/09\/18\/masisi-reprise-de-trafic-entre-nyabiondo-et-pinga-apres-la-prise-du-village-kinyaongo\" target=\"_blank\" rel=\"noreferrer noopener\">disrupted their progress along the Nyabiondo-Pinga axis<\/a> by mid-September. Nevertheless, the M23 has <a href=\"https:\/\/actualite.cd\/2025\/06\/03\/rdc-les-rebelles-de-lafcm23-continuent-de-renforcer-leurs-positions-sur-plusieurs-axes?utm_source=chatgpt.com#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">reinforced its positions<\/a> east and north of Pinga in the <em>Kisimba <\/em>and<em> Ikobo groupements<\/em> of <strong>Walikale<\/strong> territory, in preparation for a larger attack on Pinga, which holds a strategic airstrip. <a href=\"https:\/\/actualite.cd\/2025\/09\/08\/walikale-les-renforts-continus-des-rebelles-de-lafcm23-autour-de-pinga-inquietent\" target=\"_blank\" rel=\"noreferrer noopener\">Local leaders<\/a> claim Pinga\u2019s capture risks destabilising Walikale town, as it enables the M23 to use this position to resupply with weapons and ammunition during further operations in the <strong>Walikale <\/strong>territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Late September, the FARDC-Wazalendo coalition launched a counteroffensive to repel the M23\u2019s advances towards Pinga, supported by <a href=\"https:\/\/actualite.cd\/2025\/09\/28\/walikale-deux-positions-des-rebelles-de-lafcm23-ciblees-par-des-frappes-aeriennes-de\" target=\"_blank\" rel=\"noreferrer noopener\">airstrikes in the <em>Kisimba groupement<\/em><\/a> (<strong>Walikale<\/strong> territory) and <a href=\"https:\/\/actualite.cd\/2025\/09\/19\/masisi-laviation-des-fardc-pilonne-les-positions-des-rebelles-de-lafcm23-bibwe\" target=\"_blank\" rel=\"noreferrer noopener\"><em>Bashali Moko groupement<\/em><\/a> (<strong>Masisi<\/strong> territory), which <a href=\"https:\/\/actualite.cd\/index.php\/2025\/09\/29\/nord-kivu-pour-la-deuxieme-fois-le-pont-minjenje-detruit-par-des-frappes-aeriennes-de\" target=\"_blank\" rel=\"noreferrer noopener\">destroyed the Minjenje bridge<\/a> on the road RP1030 between Kalembe and Mpeti. In retaliation, M23 fighters <a href=\"https:\/\/www.radiookapi.net\/2025\/09\/21\/actualite\/securite\/les-fardc-pilonnent-les-positions-de-lafc-m23-masisi-et-walikale\" target=\"_blank\" rel=\"noreferrer noopener\">set fire to homes in two villages<\/a> in the <em>Kisimba groupement<\/em>, further worsening the humanitarian situation along the frontlines. Additionally, the M23 launched <a href=\"https:\/\/actualite.cd\/2025\/09\/20\/rdc-au-moins-25-civils-tues-par-les-rebelles-de-lafcm23-lors-des-bombardements-dans-la\">bombardments<\/a> and conducted cordon and search operations against civilians seeking refuge from the clashes in nearby forests. This resulted in the <a href=\"https:\/\/actualite.cd\/2025\/09\/20\/rdc-au-moins-25-civils-tues-par-les-rebelles-de-lafcm23-lors-des-bombardements-dans-la\" target=\"_blank\" rel=\"noreferrer noopener\">death of more than 25 people<\/a> and the <a href=\"https:\/\/actualite.cd\/2025\/09\/21\/walikale-apres-avoir-tue-plus-de-25-personnes-banamulema-les-rebelles-de-lafcm23\" target=\"_blank\" rel=\"noreferrer noopener\">arrest of dozens of civilians<\/a>, who have been brought to <a href=\"https:\/\/actualite.cd\/2025\/09\/22\/walikale-lafcm23-se-renforce-davantage-buleusa-rusamambu-et-bukumbirwa\" target=\"_blank\" rel=\"noreferrer noopener\">rebel positions in Buleause<\/a> in the <em>Ikobo groupement<\/em>. The <em>Ikobo groupement<\/em> is now completely under M23 control and reports surface of the M23 forcing <a href=\"https:\/\/actualite.cd\/2025\/09\/16\/buleusa-un-jeune-succombe-ses-blessures-par-balle-apres-avoir-refuse-de-transporter-les\" target=\"_blank\" rel=\"noreferrer noopener\">the local population to carry weapons and ammunition<\/a> to help reinforce their positions.<\/p>\n\n\n\n<div style=\"height:5px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-south-kivu-new-fronts-and-coalitions\"><strong>South Kivu \u2013 New fronts and coalitions<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Also in <strong>South Kivu<\/strong>, fighting persisted throughout July, August and September. While the M23 was able to occupy several new localities in the <em>Irhimba-Katana groupement<\/em> (<strong>Kalehe<\/strong> territory) in July, the <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/12\/actualite\/securite\/sud-kivu-mouvements-de-troupes-du-m23-afc-les-fardc-et-les-wazalendo\" target=\"_blank\" rel=\"noreferrer noopener\">M23 withdrew from the closeby city of Katana<\/a> in August, to consolidate its positions further south in the <strong>Walungu<\/strong> and <strong>Uvira<\/strong> territories.<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/09\/2509024_August_Overview.png\"><img decoding=\"async\" src=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2025\/09\/2509024_August_Overview.png\" alt=\"\" class=\"wp-image-40249\" style=\"width:333px;height:auto\"\/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Throughout August, the <strong>Walungu territory<\/strong> experienced heavy clashes. FARDC\/Wazalendo claimed it <a href=\"https:\/\/actualite.cd\/2025\/08\/10\/rdc-walungu-reprise-des-combats-entre-afcm23-et-wazalendo-mulamba\" target=\"_blank\" rel=\"noreferrer noopener\">withdrew from key localities, such as Kaniola and Mulamba<\/a>, to prevent bloodshed in these densely populated areas. Nevertheless, fighting escalated further in September, resulting in M23\u2019s <a href=\"https:\/\/www.rfi.fr\/fr\/podcasts\/invit\u00e9-afrique-midi\/20250922-rdc-en-prenant-nzibira-le-m23-cherche-des-voies-de-contournement-pour-atteindre-uvira\" target=\"_blank\" rel=\"noreferrer noopener\">capture of Nzibira.<\/a> Nzibira is an important mineral-trading town, strategically located on the axis towards <strong>Shabunda<\/strong> and <strong>Mwenga <\/strong>territories, and its capture risks enabling the M23 to advance further west.<br><br>In August, reports of new joint operations with AFC\/M23-allies also resurfaced further south, in the <a href=\"https:\/\/kivutimes.com\/hauts-plateaux-une-accalmie-precaire-a-mikenge-apres-une-journee-dagitation-suite-aux-violents-affrontements-entre-twigwaneho-m23-et-wazalendo\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Mwenga<\/strong><\/a><strong> <\/strong>and <strong>Fizi <\/strong>territories. The <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/10\/actualite\/securite\/au-moins-100-000-personnes-deplacees-la-suite-des-combats-entre-fardc\" target=\"_blank\" rel=\"noreferrer noopener\">M23-Tirwanhero-RED-Tabara coalitions reportedly clashed with government forces<\/a> in <strong>Fizi\u2019s<\/strong> <em>Mutambala chiefdom<\/em>, where they attempted to <a href=\"https:\/\/www.radiookapi.net\/2025\/08\/29\/actualite\/securite\/sud-kivu-violents-combats-entre-fardc-twiraneho-red-tabara-et-m23-fizi\" target=\"_blank\" rel=\"noreferrer noopener\">seize control of mining sites<\/a> around Rugezi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These operations illustrate the extension of AFC\/M23\u2019s influence through alliances with other armed groups.
