The meeting focused on establishing a framework between MONUSCO and the M23 to ensure the safety and <a href=\"https:\/\/www.securitycouncilreport.org\/whatsinblue\/2025\/06\/democratic-republic-of-the-congo-briefing-and-consultations-17.php\" target=\"_blank\" rel=\"noreferrer noopener\">free movement of UN personnel and civilians<\/a>. Bintou Keita noted that the leaders of AFC\/M23 expressed their <a href=\"https:\/\/monusco.unmissions.org\/sites\/default\/files\/declaration_a_la_presse_de_mme_bintou_keita_rep._spec._du_sg_des_nations_unies_et_cheffe_de_la_monusco_goma_13_juin_2025.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">willingness to pursue a peaceful resolution to the crisis<\/a> and affirmed MONUSCO\u2019s commitment to <a href=\"https:\/\/peacenews.com\/head-of-monusco-meets-with-m23-in-drc-a-spark-of-effective-peace\/\" target=\"_blank\" rel=\"noreferrer noopener\">supporting initiatives aimed at de-escalating tensions<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.state.gov\/peace-agreement-between-the-democratic-republic-of-the-congo-and-the-republic-of-rwanda\" target=\"_blank\" rel=\"noreferrer noopener\">On June 27<sup>th<\/sup>, the Democratic Republic of Congo and Rwanda signed a peace agreement<\/a> in Washington, D.C., aimed at de-escalating tensions and fostering regional stability after years of conflict in eastern DRC. The accord reaffirms both nations\u2019 commitment to respect each other\u2019s sovereignty and territorial integrity, to support the disengagement, disarmament and integration of armed groups as provided by other agreements or processes, and regional economic cooperation.<\/p>\n\n\n\n<p>While Trump described the peace agreement as a <a href=\"https:\/\/www.bbc.com\/news\/articles\/c1e0ggw7d43o\" target=\"_blank\" rel=\"noreferrer noopener\"><em>\u201ctremendous breakthrough\u201d,<\/em><\/a> <a href=\"https:\/\/www.crisisgroup.org\/africa\/great-lakes\/democratic-republic-congo-rwanda\/dr-congo-rwanda-deal-now-comes-hard-part\">critics caution<\/a> that its successful implementation hinges on the political and diplomatic commitment from all parties involved. One of the most significant hurdles to this agreement is the exclusion of the M23 from the direct negotiation process. While the rebel group has participated in <a href=\"https:\/\/www.reuters.com\/world\/africa\/congo-m23-rebels-resume-peace-talks-doha-sources-say-2025-05-06\/\" target=\"_blank\" rel=\"noreferrer noopener\">ongoing peace talks in Doha<\/a>, it was not directly involved in the Washington-brokered deal. M23 representatives have since indicated that they <a href=\"https:\/\/apnews.com\/article\/congo-rwanda-drc-peace-deal-m23-trump-5e5b52100729ad6587a6f267c6c79ae0\" target=\"_blank\" rel=\"noreferrer noopener\">do not consider the agreement binding<\/a>, raising concerns about its enforceability on the ground.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-fighting-persists-the-situation-on-the-ground-throughout-june\">Fighting persists \u2013 the situation on the ground throughout June<\/h3>\n\n\n\n<p>In the first half of June, the frontlines in DRC\u2019s North and South Kivu provinces remained relatively calm. Concurrently, in South Kivu, Wazalendo self-defence groups sought to regain ground in the <strong>Walungu<\/strong> territory, particularly in the <a href=\"https:\/\/www.radiookapi.net\/2025\/06\/19\/actualite\/securite\/bukavu-affrontements-entre-les-wazalendo-et-le-m23-aux-abords-de-la\" target=\"_blank\" rel=\"noreferrer noopener\">Burhale<\/a> and <a href=\"https:\/\/7sur7.cd\/index.php\/2025\/06\/23\/sud-kivu-5e-jour-de-violents-affrontements-entre-wazalendo-et-m23-walungu\" target=\"_blank\" rel=\"noreferrer noopener\">Mulamba<\/a> <em>groupements<\/em>, southeast of the regional capital, Walungu Centre.<\/p>\n\n\n\n<p>The conflict in the <strong>Walungu<\/strong> territory escalated on June 21<sup>st<\/sup>, when <a href=\"https:\/\/www.radiookapi.net\/2025\/06\/24\/actualite\/securite\/les-fardc-accusent-la-coalition-rdfafcm23-dexecutions-sommaires\" target=\"_blank\" rel=\"noreferrer noopener\">M23-affiliated rebels killed 17 civilians in Luzirhu<\/a> (also known as Munzinzi) amid accusations of their collaboration with FARDC. The <a href=\"https:\/\/southernafricantimes.com\/seventeen-civilians-killed-in-eastern-drc-during-m23-attack-says-military\/\" target=\"_blank\" rel=\"noreferrer noopener\">FARDC refuted these allegations<\/a> in an official statement and accused M23-affiliated rebels of setting fire to houses in Luzirhu and opening fire on fleeing civilians.<\/p>\n\n\n\n<p>On the 28<sup>th<\/sup> of June, a concerning abduction occurred in the town of Rubaya (<strong>Masisi<\/strong> territory, North Kivu), where <a href=\"https:\/\/actu7.cd\/2025\/07\/03\/rdc-la-ministre-des-droits-humains-alerte-sur-les-kidnappings-de-300-jeunes-par-lafc-m23\/\" target=\"_blank\" rel=\"noreferrer noopener\">M23 allegedly arrested more than 300 youths, including minors<\/a> and brought them to unknown destinations. This marks the second significant incident around the M23-controlled mining sites in Rubaya in June, where on June 19<sup>th<\/sup>, a landslide in one of the pits caused the <a href=\"https:\/\/mines.cd\/rubaya-lexploitation-miniere-sauvage-sous-le-m23-fait-plus-de-300-morts\/\" target=\"_blank\" rel=\"noreferrer noopener\">deaths of approximately 300 miners<\/a>, as estimated by Mines.cd. A similar abduction was reported from the Luengo <em>groupement<\/em> (<strong>Kabare territory<\/strong>, South Kivu), where <a href=\"https:\/\/chimpreports.com\/drc-accuses-m23-of-forced-recruitment-of-youth-in-mining-hubs\/\" target=\"_blank\" rel=\"noreferrer noopener\">M23 arbitrarily arrested more than 20 youths<\/a> and presented them as new volunteer recruits in Buvira. The DRC\u2019s Minister for Human Rights, <a href=\"https:\/\/chimpreports.com\/drc-accuses-m23-of-forced-recruitment-of-youth-in-mining-hubs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Chantal Chambu, confirmed both abductions<\/a> and alerted that these acts constitute a serious violation of international humanitarian law.<\/p>\n\n\n\n<p>Despite renewed diplomatic momentum, the path to peace in eastern DRC remains fragile.
