{"id":36113,"date":"2024-06-20T13:30:19","date_gmt":"2024-06-20T11:30:19","guid":{"rendered":"https:\/\/ipisresearch.be\/?post_type=publication&#038;p=36113"},"modified":"2025-01-16T15:23:23","modified_gmt":"2025-01-16T14:23:23","slug":"shifting-frontlines-visualizing-the-evolution-of-the-m23s-territorial-influence-in-early-2024","status":"publish","type":"publication","link":"https:\/\/ipisresearch.be\/nl\/publication\/shifting-frontlines-visualizing-the-evolution-of-the-m23s-territorial-influence-in-early-2024\/","title":{"rendered":"Shifting frontlines: Visualizing the evolution of the M23\u2019s territorial influence in early 2024"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">In early 2024, IPIS, ASSODIP, and DIIS published a report on the&nbsp;<a href=\"https:\/\/ipisresearch.be\/publication\/the-m23-version-2-local-stakes-motivations-perceptions-and-impacts\/\" target=\"_blank\" rel=\"noreferrer noopener\">stakes and motivations of the \u201cMarch 23 Movement\u201d (M23)<\/a>, a rebellion causing serious insecurity and humanitarian suffering in the eastern Democratic Republic of Congo (DRC). The movement took up arms again in 2021, and it rapidly seized vast territories in the south-east of North Kivu province in 2022, with&nbsp;<a href=\"https:\/\/www.undocs.org\/Home\/Mobile?FinalSymbol=s%2F2023%2F431&amp;Language=E&amp;DeviceType=Desktop&amp;LangRequested=False\" target=\"_blank\" rel=\"noreferrer noopener\">military support from the Rwandan army<\/a>. The IPIS-ASSODIP report included several maps, displaying the&nbsp;<a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2024\/04\/M23_map2_controlareas_2008_2023-e1712093229909.png\" target=\"_blank\" rel=\"noreferrer noopener\">areas influenced by M23 up to 2023<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The military situation in North Kivu has evolved since late 2023, following renewed fighting between the Congolese army (FARDC) and allied armed groups \u2014 that have unified under the name of \u201cWazalendo \u2014 on one side, and M23 on the other. Therefore, IPIS has updated the map displaying the \u2018area of influence\u2019 of M23.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-7387b849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<h3 class=\"wp-block-heading\" id=\"h-methodology\">Methodology<\/h3>\n\n\n\n<p class=\".element {     padding: 3px; } wp-block-paragraph\">To define M23\u2019s area of influence, IPIS mainly used data from the Armed Conflict Location &amp; Event Data Project (ACLED) and complemented it with additional information from news articles from Jeune Afrique, Radio Okapi, RFI, etc. The incidents (armed clashes, attacks against civilians, bombings, territorial conquest, \u2026) have been selected and&nbsp;analysed&nbsp;manually to map the area of influence. As a caveat, we must emphasize that defining M23\u2019s area of influence in this way entails certain risks: if the main media channels did not report on armed actor movements in a particular area, those incidents could not be taken into account when creating the maps. Additionally, by linearly connecting individual incidents to construct the area of influence, we incur some error relative to the real \u2018area of influence\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This can lead to a certain inaccuracy in the displayed &#8216;area of influence\u2019. Consequently, they should not be seen as precise frontlines, but rather as a rough indication of the areas influenced by M23. While little progress was made with regard to negotiations, it did provide for a&nbsp;<a href=\"https:\/\/ipisresearch.be\/weekly-briefing\/m23-crisis-flares-again-in-north-kivu-context-dynamics-and-risks\/\" target=\"_blank\" rel=\"noreferrer noopener\">six-month lull in fighting in 2023<\/a>. Nevertheless, incidents continued to occur between the warring parties, and both the Congolese government and M23 have accused each other of violating the ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In October 2023, the Wazalendo \u2014 a&nbsp;<a href=\"https:\/\/ipisresearch.be\/publication\/the-m23-version-2-local-stakes-motivations-perceptions-and-impacts\/\" target=\"_blank\" rel=\"noreferrer noopener\">highly fragmented amalgamation<\/a>&nbsp;of pre-existing Nyatura and Ma\u00ef-Ma\u00ef groups \u2014&nbsp;<a href=\"https:\/\/ipisresearch.be\/weekly-briefing\/m23-crisis-flares-again-in-north-kivu-context-dynamics-and-risks\/\" target=\"_blank\" rel=\"noreferrer noopener\">started attacking M23 positions<\/a>, which soon backfired as M23 launched a&nbsp;<a href=\"https:\/\/www.jeuneafrique.com\/1555120\/politique\/sake-ville-fantome-a-la-merci-du-m23-et-dernier-rempart-avant-goma\/\" target=\"_blank\" rel=\"noreferrer noopener\">counteroffensive<\/a>. It resulted in an escalation of violence, involving additional humanitarian suffering and shifting frontlines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The situation calmed down for a few weeks in December 2023, following a temporary truce brokered by the USA. The truce was meant to enable the retreat of M23 from&nbsp;<a href=\"https:\/\/www.jeuneafrique.com\/1515526\/politique\/m23-en-rdc-derriere-le-cessez-le-feu-la-delicate-facilitation-des-etats-unis\/\" target=\"_blank\" rel=\"noreferrer noopener\">Mushaki and Kirolwire-Kitchanga<\/a>. Nevertheless, the Congolese army stepped up fighting in January 2024, accusing the Rwandan army of supplying additional troops to DRC, in support of M23. Once again this offensive backfired as M23 responded with intensive attacks against FARDC and Wazalendo positions, resulting in the&nbsp;<a href=\"https:\/\/dtm.iom.int\/reports\/drc-north-kivu-m23-crisis-analysis-15-march-2024\" target=\"_blank\" rel=\"noreferrer noopener\">expansion of M23\u2019s area of influence<\/a>.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-m23-s-territorial-expansion-in-2024\">M23\u2019s territorial expansion in 2024<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As M23 increased its attacks in 2024, the frontlines have shifted both in Masisi territory \u2014 where heavy fighting started around Sake in February 2024 and M23 eventually managed to capture the well-known mining town of Rubaya \u2014 and in Rutshuru territory, where M23 expanded to the north (up to Lake Edward) from March 2024 onwards.<\/p>\n\n\n\n<div class=\"tb-image-slider\" data-toolset-blocks-image-slider=\"3165b01788c8b611875f741f3b2d403b\"><div class=\"tb-image-slider--carousel tb-image-slider--crop glide\" data-glide-number-slides=\"3\"><div class=\"glide__arrows\" data-glide-el=\"controls\"><button class=\"glide__arrow glide__arrow--left\" data-glide-dir=\"<\"><span id=\"h-masisi\">Masisi<\/h4>\n\n\n\n<figure class=\"wp-block-image alignleft size-large is-resized\"><a href=\"https:\/\/ipisresearch.be\/wp-content\/uploads\/2024\/06\/240620_Masisi-and-Rutshuru_Groupements-scaled.jpeg\"><img decoding=\"async\" width=\"724\" height=\"1024\" class=\"wp-block-paragraph\">Masisi territory has experienced intense fighting since February 2024. By May, M23 had gained control of two out of Masisi\u2019s four chiefdoms,&nbsp;notably&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/03\/actualite\/securite\/masisi-des-centaines-de-familles-se-deplacent-la-suite-de-lavancee-du\" target=\"_blank\" rel=\"noreferrer noopener\">Bashali and Bahunde<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So far, the government forces and Wazalendo still control Sake, making it the last stronghold on the road to Goma. However, the town is currently under significant pressure. In February 2024, M23 established positions in the surrounding hills, such as Vuvano, Kiuli, and Mbwambaliro in the Kimoka area. Additionally, M23 completed the&nbsp;<a href=\"https:\/\/www.jeuneafrique.com\/1555120\/politique\/sake-ville-fantome-a-la-merci-du-m23-et-dernier-rempart-avant-goma\/\" target=\"_blank\" rel=\"noreferrer noopener\">encircling of Sake<\/a>&nbsp;(and thus Goma) since the movement captured Shasha, which is located on national road number two. In the meantime, most of Sake\u2019s inhabitants have reportedly fled, leaving only Wazalendo in the town. According to a local leader more than 50% of the&nbsp;<a href=\"https:\/\/www.jeuneafrique.com\/1555120\/politique\/sake-ville-fantome-a-la-merci-du-m23-et-dernier-rempart-avant-goma\/\" target=\"_blank\" rel=\"noreferrer noopener\">houses have been pillaged<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As M23 controls the hills surrounding Sake, it regularly shells the town. On March 16, for example, eight blue helmets got injured as a&nbsp;<a href=\"https:\/\/www.jeuneafrique.com\/1548308\/politique\/en-rdc-les-combats-ont-repris-a-sake-huit-casques-bleus-blesses\/\" target=\"_blank\" rel=\"noreferrer noopener\">bomb fell on a MONUSCO camp in Mubambiro<\/a>. Another incident happened on May 3, when&nbsp;<a href=\"https:\/\/www.unocha.org\/publications\/report\/democratic-republic-congo\/republique-democratique-du-congo-nord-kivu-et-sud-kivu-des-explosions-dobus-dans-des-sites-de-deplaces-autour-de-goma-et-minova-rapport-de-situation-6-mai-2024\" target=\"_blank\" rel=\"noreferrer noopener\">18 people died<\/a>&nbsp;and 32 were injured after bombs from the M23 frontlines fell on a displaced person\u2019s camp along the Goma-Sake axis, notably in&nbsp;<a href=\"https:\/\/actualite.cd\/2024\/05\/12\/nord-kivu-linhumation-des-victimes-des-bombardements-du-camp-de-mugunga-renvoyee-au-15#google_vignette\" target=\"_blank\" rel=\"noreferrer noopener\">Mugunga<\/a>&nbsp;(Lushagala).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April, fighting continued along&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/16\/actualite\/securite\/nord-kivu-poursuite-des-affrontements-entre-larmee-et-les-rebelles-du\" target=\"_blank\" rel=\"noreferrer noopener\">different roads leading to Sake<\/a>, such as the ones to the north to Kimoka (and Kitchanga), northwest to Rutobogo (and Masisi) and south to Shasha (and Minova).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South of Sake, shells regularly fell on some of the<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/19\/actualite\/securite\/la-guerre-du-m23-affecte-la-cite-de-minova-au-sud-kivu\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;towns along national road number 2 between Sake and Minova<\/a><strong>,<\/strong>&nbsp;including Minova and Bweremana, as M23 controls the hills along this stretch of the road (e.g. Ndumba and Kiluku). According to a local administrator, displaced people from&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/14\/actualite\/securite\/minova-calme-relatif-un-jour-apres-des-bombardements-de-cette-cite\" target=\"_blank\" rel=\"noreferrer noopener\">Minova<\/a>&nbsp;consequently moved further south into Kalehe territory in South Kivu province. M23 continued to push further south along this road, and on May 4 it&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/05\/actualite\/securite\/combats-fardc-m23-nouvelles-vagues-des-deplaces-signalees-masisi\">temporarily<\/a>&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/07\/actualite\/securite\/masisi-les-fardc-et-les-wazalendo-delogent-le-m23-de-bitonga\" target=\"_blank\" rel=\"noreferrer noopener\">captured Bitonga<\/a>, but lost it again soon after. A&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/05\/actualite\/securite\/combats-fardc-m23-nouvelles-vagues-des-deplaces-signalees-masisi\" target=\"_blank\" rel=\"noreferrer noopener\">Burundian army unit<\/a>&nbsp;that was stationed in Bitonga reportedly retreated to Minova.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April&nbsp;2024, M23 made advances to the west of Sake. In the beginning of the month, fighting has been reported around&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/10\/actualite\/securite\/masisi-nyakajanga-vide-de-ses-populations-la-suite-des-combats-entre\" target=\"_blank\" rel=\"noreferrer noopener\">Nyakajanga (Niacajanga<\/a>)&nbsp;and&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/08\/actualite\/securite\/nord-kivu-calme-precaire-ce-lundi-dans-les-lignes-de-front-de-rutshuru\" target=\"_blank\" rel=\"noreferrer noopener\">Bihambwe<\/a>. Eventually, towards the end of April, after two days of fighting,&nbsp;<a href=\"https:\/\/actualite.cd\/2024\/05\/13\/masisi-rubaya-les-rebelles-du-m23-exploitent-illegalement-les-minerais-pour-les\" target=\"_blank\" rel=\"noreferrer noopener\">M23 captured the important mining town of Rubaya<\/a>. This conquest made international headlines as the area produces significant volumes of coltan, a strategic mineral for energy transition. The&nbsp;<a href=\"https:\/\/ipisresearch.be\/weekly-briefing\/why-the-dr-congo-is-putting-apple-on-the-spot\/\" target=\"_blank\" rel=\"noreferrer noopener\">Congolese government accuses<\/a>&nbsp;M23 of exporting Rubaya\u2019s production directly to Rwanda. According to a local civil society organization, M23 distributed mining equipment to promote the revival of mineral exploitation at Rubaya\u2019s mines.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After capturing&nbsp;<a href=\"https:\/\/www.rfi.fr\/fr\/afrique\/20240502-est-de-la-rdc-le-groupe-rebelle-m23-s-empare-de-la-localit%C3%A9-strat%C3%A9gique-de-rubaya\" target=\"_blank\" rel=\"noreferrer noopener\">Rubaya<\/a>, M23 advanced further north(-west) and south. Combat between Wazalendo and M23 has been reported near&nbsp;<a href=\"https:\/\/actualite.cd\/2024\/05\/13\/masisi-rubaya-les-rebelles-du-m23-exploitent-illegalement-les-minerais-pour-les\" target=\"_blank\" rel=\"noreferrer noopener\">Katale and Biteete<\/a>, just a few kilometers from Masisi town. Inhabitants reportedly fled in the direction of Walikale territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">South of Rubaya, heavy fighting has been signaled in the&nbsp;<em>groupements<\/em>&nbsp;of Ufamandu and Mupfuni (Muvunyi)-Kibabi, where M23 took control of&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/03\/actualite\/securite\/masisi-les-rebelles-du-m23-controlent-la-cite-de-rubaya\" target=\"_blank\" rel=\"noreferrer noopener\">Kibabi<\/a>,&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/03\/actualite\/securite\/masisi-des-centaines-de-familles-se-deplacent-la-suite-de-lavancee-du\" target=\"_blank\" rel=\"noreferrer noopener\">Ngungu<\/a><strong>&nbsp;<\/strong>and<strong>&nbsp;<\/strong>Kinigi in the first days of May. A few days later, fighting has also been reported around&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/14\/actualite\/securite\/violents-combats-entre-les-fardc-et-le-m23-kikuku-dans-le-nord-kivu\" target=\"_blank\" rel=\"noreferrer noopener\">Remeka<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/13\/actualite\/securite\/des-combats-entre-m23-et-groupes-armes-locaux-signales-au-sud-de\" target=\"_blank\" rel=\"noreferrer noopener\">Luke<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">M23\u2019s expansion in the south of Masisi in May 2024, yet again, triggered another&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/05\/actualite\/securite\/combats-fardc-m23-nouvelles-vagues-des-deplaces-signalees-masisi\" target=\"_blank\" rel=\"noreferrer noopener\">wave of displacement<\/a>.<\/p>\n\n\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h4 class=\"wp-block-heading\">Rutshuru<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In early March&nbsp;2024, renewed fighting broke out in the northeastern part of Rutshuru territory, specifically in the&nbsp;<em>groupements<\/em>&nbsp;of Mutanda and Kihondo. M23 gained control of&nbsp;<a href=\"https:\/\/www.jeuneafrique.com\/1544819\/politique\/une-offensive-du-m23-fait-plus-de-100-000-deplaces-dans-lest-de-la-rdc\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nyanzale, Kashalira, Kirima<\/a>, Kikuku and&nbsp;<a href=\"https:\/\/www.voaafrica.com\/a\/overnight-eastern-drc-village-and-refugee-fearful-as-shelling-increases\/7613058.html\" target=\"_blank\" rel=\"noreferrer noopener\">Kibirizi<\/a>. The movement also advanced to the&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/22\/actualite\/securite\/nord-kivu-menaces-par-le-m23-les-gardes-parc-de-liccn-quittent-leur\" target=\"_blank\" rel=\"noreferrer noopener\">surroundings of Rwindi<\/a>&nbsp;(occupying the Rwindi&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/03\/actualite\/securite\/nord-kivu-des-tirs-dartillerie-entendus-sur-laxe-kanyabayonga-rwindi\" target=\"_blank\" rel=\"noreferrer noopener\">river valley<\/a>), and&nbsp;<a href=\"https:\/\/www.africaintelligence.com\/central-africa\/2024\/04\/12\/sadc-regional-force-chief-monwabisi-dyakopu-walks-tightrope-against-m23,110204064-ar2\" target=\"_blank\" rel=\"noreferrer noopener\">conquered Rwindi town<\/a>&nbsp;on the 8<sup>th<\/sup>&nbsp;of March, allegedly with the support of heavily equipped&nbsp;<a href=\"https:\/\/www.africaintelligence.com\/central-africa\/2024\/06\/19\/un-expert-group-details-kigali-and-kampala-s-ongoing-support-for-m23,110249393-art\" target=\"_blank\" rel=\"noreferrer noopener\">Rwandan troops<\/a>. Additionally, M23 captured&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/03\/11\/actualite\/securite\/nord-kivu-le-m23-occupe-lenclave-de-vitshumbi\" target=\"_blank\" rel=\"noreferrer noopener\">Kashuga<\/a>&nbsp;(Kashua) \u2014 on the border between the territories of Walikale, Masisi and Rutshuru \u2014 located about 10 kilometres north of Mweso. However, the Congolese government forces managed to retrieve Kashuga and Misinga in May.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In April, fighting continued around&nbsp;<a href=\"https:\/\/www.voaafrica.com\/a\/overnight-eastern-drc-village-and-refugee-fearful-as-shelling-increases\/7613058.html\" target=\"_blank\" rel=\"noreferrer noopener\">Kibirizi<\/a>&nbsp;and north of&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/15\/actualite\/securite\/nord-kivu-reprise-des-combats-ce-lundi-entre-les-fardc-et-le-m23\" target=\"_blank\" rel=\"noreferrer noopener\">Kikuku<\/a>. M23 reportedly even tried to push further northwards&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/04\/04\/actualite\/securite\/guerre-dans-lest-des-bombes-larguees-par-le-m23-tuent-un-enfant\" target=\"_blank\" rel=\"noreferrer noopener\">to Kanyabayonga<\/a>&nbsp;along the roads from Birundule and Rwindi, but the Congolese army managed to repel the offensive. Due to the hostilities, many people fled north to Kanyabayongo and some other villages in&nbsp;<a href=\"https:\/\/actualite.cd\/2024\/03\/11\/rdc-rutshuru-le-m23-atteint-la-pecherie-de-vitshumbi-sur-la-cote-du-lac-edouard\" target=\"_blank\" rel=\"noreferrer noopener\">Lubero territory<\/a>, such as Kayna and Kirumba. An estimated 35,000 displaced families are currently sheltering in Kanyabayongo due to the upsurge in violence. Early June, armed clashes between FARDC and M23 continued along the road leading up to Kanyabayonga. At that time, M23 managed to&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/06\/13\/actualite\/securite\/poursuite-des-combats-entre-fardc-et-m23-rutshuru\" target=\"_blank\" rel=\"noreferrer noopener\">capture Bulindi<\/a>&nbsp;(close to Birundule, see the map of April 2024), and attacked <a href=\"https:\/\/actualite.cd\/2024\/06\/13\/rdc-nouveaux-accrochages-entre-larmee-et-le-m23-une-dizaine-de-kilometres-de\" target=\"_blank\" rel=\"noreferrer noopener\">Butalongola<\/a>&nbsp;(only 5 kilometers south of Kanyabayonga).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also in the north of Rutshuru, M23 allegedly controls&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/03\/11\/actualite\/securite\/nord-kivu-le-m23-occupe-lenclave-de-vitshumbi\" target=\"_blank\" rel=\"noreferrer noopener\">Vitshumbi<\/a>&nbsp;at the shores of Lake Edward since March 11. This affects fishing on the lake and increases&nbsp;<a href=\"https:\/\/www.radiookapi.net\/2024\/05\/05\/actualite\/securite\/ruee-des-deplaces-vers-lubero-de-nombreux-cas-de-malnutrition\" target=\"_blank\" rel=\"noreferrer noopener\">food insecurity<\/a>&nbsp;in surrounding areas. The reality behind these allegations is however quite complex. The reasons for the Congolese government to speak out now, seem to go beyond concerns related to human rights violations along mineral supply chains. The allegations are rather triggered by regional tensions in the Great Lakes region and the worsening security situation in Congo\u2019s North Kivu province.
