{"id":24016,"date":"2022-02-14T17:14:42","date_gmt":"2022-02-14T16:14:42","guid":{"rendered":"https:\/\/ipisresearch.be\/\/?post_type=publication&#038;p=24016"},"modified":"2025-06-30T10:19:14","modified_gmt":"2025-06-30T08:19:14","slug":"report-of-high-level-workshop-on-the-fight-against-fraud-and-smuggling-of-rough-diamonds-in-central-africa","status":"publish","type":"publication","link":"https:\/\/ipisresearch.be\/nl\/publication\/report-of-high-level-workshop-on-the-fight-against-fraud-and-smuggling-of-rough-diamonds-in-central-africa\/","title":{"rendered":"Report of high-level workshop on the fight against fraud and\u00a0smuggling of rough diamonds in Central Africa"},"content":{"rendered":"\n<h4 class=\"wp-block-heading\" id=\"h-regional-cooperation-to-enhance-the-implementation-nbsp-of-the-kimberley-process-in-central-africa\">Regional Cooperation to Enhance the Implementation&nbsp;of the Kimberley Process in Central Africa<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In December 2021, the&nbsp;<a href=\"https:\/\/www.kimberleyprocess.com\/en\/artisanal-and-alluvial-production-wgaap\" target=\"_blank\" rel=\"noreferrer noopener\">Working Group on Artisanal and Alluvial Production (WGAAP)<\/a>&nbsp;of the&nbsp;<a href=\"https:\/\/www.kimberleyprocess.com\/en\/what-kp\" target=\"_blank\" rel=\"noreferrer noopener\">Kimberley Process&nbsp;<\/a>(KP) and the&nbsp;Cameroonian government&nbsp;hosted the second&nbsp;Central African regional cooperation workshop in Yaound\u00e9 to build understanding, share experiences and formulate recommendations on the fight against fraud and smuggling of rough diamonds in Central Africa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">During its first workshop held in Kinshasa in April 2019, the regional cooperation set the&nbsp;fight against illicit transactions of diamonds and the involvement of law enforcement agencies as key priorities. Based on this action plan, this second workshop aimed to&nbsp;<strong>build the capacity of criminal investigation and prosecution authorities<\/strong>&nbsp;in&nbsp;<strong>understand<\/strong><strong>ing<\/strong><strong>&nbsp;the emerging risks of diamond fraud and smuggling&nbsp;<\/strong>and the&nbsp;role of the&nbsp;Kimberley Process. The objective is to&nbsp;better&nbsp;and jointly&nbsp;<strong>address risks concerning money laundering and terrorist financing related to the diamond industry<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Workshop participants included heads and representatives of KP Focal Points of the Republic of Angola, the Republic of Cameroon, the Central African Republic, the Democratic Republic of Congo, the Gabonese Republic and the Republic of Congo, as well as representatives and experts&nbsp;from the respective countries&#8217; law enforcement agencies (police, anti-mining-fraud units), judicial authorities, customs, financial intelligence units, and ministries of mining and their technical services, such as mining registries, artisanal &amp; small-scale mining support agencies and diamond evaluation agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The workshop was geared towards a participative process of drafting recommendations with the aim of ensuring ownership among attendants with regard to the resulting action plan for law enforcement agencies in the region.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Building on the lessons learnt and workshop discussions, participants included the following priorities in the new&nbsp;<a href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2022\/02\/Annex-16_Action-Plan-Regional-Cooperation-in-Central-Africa.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">action plan<\/a> of the regional cooperation:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Setting up\/ strengthening national \u2018taskforces\u2019&nbsp;responsible for the fight against fraud and smuggling related to the mining sector<\/li>\n\n\n\n<li>Strengthening the collaboration between taskforces, both nationally and regionally<\/li>\n\n\n\n<li>Strengthening the capacity and skills of taskforce members<\/li>\n\n\n\n<li>Strengthening the implementation of the requirements pertaining to KP internal controls<\/li>\n\n\n\n<li>Obtaining the political support required for the activities of the Regional Cooperation in Central Africa<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This&nbsp;<a href=\"https:\/\/ipisresearch.be\/\/wp-content\/uploads\/2022\/02\/Annex-16_Action-Plan-Regional-Cooperation-in-Central-Africa.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">action plan<\/a>&nbsp;is the tool for future implementation and monitoring of activities and results of the law enforcement chapter of the Central African regional cooperation.<\/p>\n\n\n\n<p
