To avoid that <strong>resource exploitation<\/strong> would <strong>finance conflict, promote illicit trade and be linked to severe human rights abuses<\/strong>, increasingly more guidelines \u2013 such as the <a href=\"https:\/\/www.oecd.org\/corporate\/mne\/mining.htm\">OECD Due Diligence Guidance<\/a> &#8211; legislation &#8211; such as the <a href=\"https:\/\/www.globalwitness.org\/en\/archive\/dodd-frank-acts-section-1502-conflict-minerals\/\">US Dodd-Frank Act<\/a> (2010) or the 2021 <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/PDF\/?uri=CELEX:32017R0821&amp;rid=3\">EU Minerals Regulation 2017\/821<\/a> -, regional regulation schemes \u2013 such as the <a href=\"http:\/\/www.icglr-rinr.org\/index.php\/en\/certification\">ICGLR\u2019s Regional Certification Mechanism<\/a> \u2013 and responsible supply chain mechanisms \u2013 such as the <a href=\"https:\/\/www.itsci.org\/\">ITSCI traceability scheme<\/a> for 3T minerals &#8211; have been put in place over the past decade. However, trends point towards a growing consensus that these compliance-only approaches have resulted in high-levels of disengagement with or boycotting of conflict-affected and high-risk areas (CAHRAs) such as eastern DRC, resulting in <strong>loss of livelihoods for mining communities and pushing small-scale actors into the informal sector<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of this report is to<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(1) <strong>summarise the<\/strong> <strong>current situation and recent trends<\/strong> in relation to the production, trade and export of 3T minerals and gold from eastern DRC<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(2)<strong> identify the continued constraints and barriers faced by upstream supply chain actors<\/strong> to meet international normative and legal requirements relating to responsible sourcing and the impact that this is having on achieving stable access international markets, and<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">(3) <strong>provide concrete recommendations to the Madini project<\/strong> as to (i) what <strong>strategies<\/strong> it can employ to overcome these barriers, thereby facilitating responsible supply chains that in turn contribute to increased peace, security and stability at the local level and (ii) formulate recommendations for a wider project advocacy strategy implicating key stakeholders to <strong>improve the enabling environment<\/strong> to contribute to this objective.<\/p>\n\n\n\n<p
